This is a Firm-Fixed Price Contract. All responsible small business sources may submit a quote, which shall be considered by the agency. The basis of award is price alone, determined fair and reasonable, and award will be made to a responsible source pursuant to FAR subpart 9.1.
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and the number is 140FS125Q0101. This is a Total Small Business Set- Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04. The NAICS Code is 238290 – Other Building Equipment Contractors with a Size Standard of $19M. The PSC is J036 – Maintenance/Repair/Alteration of Special Industry Machinery. STATEMENT OF WORK
1. General:
1.1 U. S. Fish and Wildlife Service (USFWS) Office of Law Enforcement (OLE) requires a contract for pay for our annual inspections of our passenger/federal/commercial elevator as well as the required 5-year rupture valve testing per safety code CAT 5 ASME A17.1 Code, 8.6.5.16 Periodic Test Requirements — Category 5 - NOTE: For test frequency, see 8.11.1.3, 8.6.5.16.5, 3.19.4.7.5 Performance Requirements.

8.6.5.16 Periodic Test Requirements — Category 5 - NOTE: For test frequency, see 8.11.1.3.
8.11.1.3 Periodic Inspection and Test Frequency. The frequency of periodic inspections and tests shall be established by the authority having jurisdiction.
- State of Oregon – CAT 1 Test = 1 year / CAT 3 Test = 3 years / Cat 5 Test = 5 years
8.6.5.16.5 Overspeed valves, where provided, shall be inspected and tested to verify that they will stop the car, traveling down with rated load, within the specified limits of 3.19.4.7.5(a) using a written procedure supplied by the valve manufacturer or the person or firm maintaining the equipment. If the seal has been altered or broken, the overspeed valve shall be resealed after successful test (Item 5.15.2).
3.19.4.7.5 Performance Requirements. The overspeed valve shall be constructed, installed, and adjusted to ensure that the elevator obtains the following performance:
- (a) The overspeed valve tripping speed shall be not less than 110% nor greater than 140% of the elevator operating speed in the down direction, but in no case shall exceed 0.3 m/s (60 ft/min) above the rated elevator speed.
Work is to be performed on existing passenger elevator located at the National Fish and Wildlife Forensic Laboratory (NFWFL) located at 1490 East Main Street, Ashland, OR 97520.
1.1 Purpose/End Application:
The purpose of the project is to ensure the safe operation of the passenger/federal/commercial elevator.
1.2 Contractor Qualifications:
Contractor should maintain all current federal and state required certifications associated with the work cited in the scope of this contract. Certification may be requested at the government’s request.
2. Place of Performance and Period of Performance:
2.1 USFWS/OLE National Fish and Wildlife Forensic Laboratory (LAB), 1490 East Main Street, Ashland, OR 97520. All work is to be performed during normal duty hours (business days) and must be scheduled in advance to ensure access to the facility between Monday through Friday, 8:00AM to 4:00 PM Pacific. In the event of emergencies, Contractor shall provide contact information.
2.2 Performance start and end date:
Performance start date: 12/01/2025 Performance end date: 11/30/2030
All work will be coordinated with the primary POC listed in section 7 of the SOW, and will schedule the appropriate time for work based on schedule. No notice work arrivals will not be allowed under this contract.
3. Scope:
3.1 The Contractor shall provide all labor, materials, supplies, equipment and supervision required to perform all our annual inspections of our passenger/federal/commercial elevator as well as the required one 5-year rupture valve testing per safety code CAT 5 ASME A17.1 Code, 8.6.5.16 Periodic Test Requirements — Category 5 - NOTE: For test frequency, see 8.11.1.3, 8.6.5.16.5, 3.19.4.7.5 Performance Requirements. If the annual inspection/service discloses any deficiencies in the operation of the equipment which are not covered under an existing service agreement, an additional proposal and work order quote will need to be submitted for approval for work needed to ensure the specific equipment is in proper condition and in compliance.
3.1 Deliverables and/or Delivery Schedule:
Provide labor to perform all our annual inspections of our passenger/federal/commercial elevator as well as the required one 5-year rupture valve testing per safety code CAT 5 ASME A17.1 Code. Delivery and completion of the above referenced tasks shall be completed no later than the end of the Period of Performance outlined in 2 2.2 of this SOW. Any work found to be outside of the above referenced scope or outside of delivery window as a result of the contractor may subject the contractor to delayed or non- payment for services rendered.
3.2 Contractor shall provide documentation and certification upon completion that the annual elevator service/inspection has passed/not passed certification, as well as the one 5-year rupture valve testing. Contractor shall also provide documentation necessary to be displayed in elevator per regulations and specifications.

5 Evaluation and Acceptance
5.2 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon:
Adherence to mandatory regulatory guidance, and completion of work as outlined within this SOW within the timeline established. As well as submission of invoices through the governments Internet Payment Platform (IPP) system.
6 Quality Control/Quality Assurance:
6.2 For commercial supplies reference clauses for inspection and acceptance. Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
6.3 Identify and detail measures for assessing quality control and acceptance, each requirement is unique and a table format is visually friendly and may be desirable.

FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web- based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at
Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at
Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
All information provided should be reviewed for accuracy prior to submission.
If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
The following guidelines apply concerning your use of the past performance evaluation:
Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR , on the date of award of this contract, and does not contain the clause at , Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(a) Definitions. As used in this clause—
Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. USDA-designated product category means a generic grouping of products that are or can be made with biobased materials—
(1) That are listed by USDA in a procurement guideline available at https://www.biopreferred.gov/resources/categories.html; and
(2) For which USDA has provided purchasing recommendations (available at https://www.biopreferred.gov ) or 7 CFR part 4270.
(b) The Contractor shall report to https://www.sam.gov, with a copy to the Contracting Officer, on the product types and dollar value of any biobased products in USDA-designated product categories purchased by the Contractor during the previous Government fiscal year, between October 1 and September 30; and
(c) Submit this report no later than—
(1) October 31 of each year during contract performance; and
(2) At the end of contract performance.

(a) Definitions. As used in this clause-
Recycling means the series of activities, including collection, separation, and processing, by which products or other materials are recovered from the solid waste stream for use in the form of raw materials in the manufacture of products other than fuel for producing heat or power by combustion.
Waste prevention means any change in the design, manufacturing, purchase, or use of materials or products (including packaging) to reduce their amount or toxicity before they are discarded. Waste prevention also refers to the reuse of products or materials.
Waste reduction means preventing or decreasing the amount of waste being generated through waste prevention, recycling, or purchasing recycled and environmentally preferable products.
(b) The Contractor shall establish a program to promote cost-effective waste reduction in all operations and facilities covered by this contract. The Contractor’s programs shall comply with applicable Federal, State, and local requirements, specifically including Section 6002 of the Resource Conservation and Recovery Act ( , etseq.)
and implementing regulations (40 CFR Part 247).

(1) The sustainable products and services, including the purchasing program and type of product or service, that are applicable to this contract, and any products or services that are not subject to this clause, will be set forth in the statement of work or elsewhere in the contract.
(2) The Contractor shall ensure that the sustainable products and services required by this contract are—
(i) Delivered to the Government;
(ii) Furnished for use by the Government;
(iii) Incorporated into the construction of a public building or public work; and
(iv) Furnished for use in performing services under this contract, where the cost of the products is a direct cost to this contract (versus costs which are normally applied to the Contractor's general and administrative expenses or indirect costs). This includes services performed by contractors performing management and operation of Government-owned facilities to the same extent that, at the time of award, an agency would be required to comply if an agency operated or supported the facility.
