Questions & Answers - Amendment 2

Sherburne NWR South Loop Autotour Rehab

Solicitation # 140FGA26R0024 Questions and Answers

1. In the Scope of Work document, Part 1, General, 1.2 Work Under These Specifications, B. Base Bid, Item 3 – Additional Authorized Excavation it states "The Government will not pay for excavation over the unit price quantities provided in the Bid Schedule unless agreed to prior to excavation through the formal modification process."

However, there is no line item in the Price Schedule provided to enter a unit price for Additional excavation.

Response: See “Bidder Instructions – Pricing Clarification” Document and “Division- Subdivision Price Breakdown Template” as Amendment 2 attachments.

2. Similarly, in the Scope of Work document, Part 1, General, 1.2 Work Under These Specifications, B. Base Bid, Item 4 – Aggregate Surface it states "Measurement for payment for Aggregate Surface will be made by weight on a ton basis of material acceptably delivered, placed and compacted as described in the project documents. The pay weights for aggregates will be the scale weight of the material delivered. Weight tickets shall be provided to the Government at the end of each day’s operations. The Government will not pay for material placed over the unit price quantities provided in the Bid Schedule unless agreed to prior to placement of the material through the formal Modification process." Again, there is no line item in the Price Schedule in which to enter a unit price for Aggregate Surface Placement by tonnage or other unit of weight.

Please provide clarification on these apparent contradictions/an updated Price Schedule/SOW verbiage. (e.g. is this a firm fixed price lump sum, or a unit price contract?)

Response: See “Bidder Instructions – Pricing Clarification” Document and “Division- Subdivision Price Breakdown Template” as Amendment 2 attachments.

3. Do you anticipate the need for dewatering/excavation support and protection at this location, and is this something that could be easily ascertained at the site visit? If this is something that will be ascertained subsequent to contract award, will a modification to account for additional expense related to these operations be accepted?

Response: Means and Methods are the responsibility of the Contractor unless noted otherwise in the Plans/Specification/Contract. A Site Visit was offered for any interested Potential Bidders.

4. In the Scope of Work document, Section 02920, Lawns and Grasses, 3.9 Maintenance Period it states "The Contractor shall maintain turf vegetation for a period of two (2) years. At the end of the maintenance period, turf conditions shall comply to Section 3.8 Satisfactory Turf. If turf does not comply, the contractor shall, at no expense to the Government, maintain the turf for an additional year or until satisfactory turf is

Questions & Answers - Amendment 2 attained at the determination of the COR or Refuge Staff." Please confirm whether the stated maintenance period is indeed required for this contract.

Response: The required Maintenance Periods/Warranty Periods are noted in the Plans/Specification. Maintenance Periods/Warranties specific to the Lawns and Grasses are provided in Specification Section 02920.

5. Finally, in the Scope of Work document, Section 02920, Lawns and Grasses, 1.6 Project Conditions A. Planting Restrictions: it states: Plant during one of the following periods.

Coordinate planting periods with initial maintenance periods to provide required maintenance from date of planting completion.

1. Spring Planting: April 15 through June 1.

2. Fall Planting: September 20 through October 20.

Now that the period of performance has been moved back to 09/14/2026 to 11/13/2026, and seeding is usually the last scope to be completed, what are your expectations for seeding? Given the last month of the project now falls outside of the planting periods?

Response: The number of calendar days that the Contractor shall complete the work within is noted in Block 11 of the Standard From 1442. Project Coordination in regard to Plantings is detailed in Specification Section 02920. The expectation for Lawns and Grasses planting is noted in Specification Section 02920.

6. Can you give a rough estimate of the length and width of the area being Rehabilitized?

Response: See Plan Sheet 2 of 2, specifically Detail A and the General Construction Notes.

7. Per the SOW, "The pay weights for aggregates will be the scale weight of the material delivered. Weight tickets shall be provided to the Government at the end of each day’s operations. The Government will not pay for material placed over the unit price quantities provided in the Bid Schedule unless agreed to prior to placement of the material through the formal Modification process." There is no unit price for material tonnage listed on the bid schedule, only a Lump Sum. Please advise.
