Bidder Instructions – Pricing Clarification (Hybrid FFP + Unit-Price Mechanism) - Amendment 2

Sherburne NWR South Loop Autotour Rehab

Solicitation # 140FGA26R0024 Contract Type: Firm-Fixed-Price

1. Required Pricing Submissions A. Official Bid Prices (CLIN Structure) Offerors shall provide prices only for the two base lump-sum items listed on the Government’s Price Schedule:

• Base Item 1 – Prairie’s Edge Wildlife Drive (South Loop) – Lump Sum

• Base Item 2 – Parking Lot (Rte. 924) – Lump Sum

These two lump-sum items represent all base construction work required by the Statement of Work (SOW).

B. Required Supporting Price Breakdown (Divisions / Subdivisions) In addition to the lump-sum CLIN entries, offerors must submit a detailed cost breakdown based on specification divisions and sections. At minimum, include Division 01 (General Requirements) and Division 02 (Site Construction).

This breakdown is required for price analysis and technical evaluation but does not replace the CLIN structure.

2. Required Unit Prices (Submitted Within the Breakdown Attachment) Although the Price Schedule shows only two lump-sum items, the SOW identifies two components that require unit pricing for post-award measurement and payment:

Item 3 – Additional Authorized Excavation

• Unit of Measure: Cubic Yard (CY)

• Measurement: Field-surveyed volume to nearest 0.1 CY

• Condition: Government must authorize work before it is performed

• Note: No payment above authorized quantities without a formal modification

Item 4 – Aggregate Surface

• Unit of Measure: Ton (scale weight of material delivered)

• Documentation: Daily weight tickets must be submitted

• Note: No payment above authorized quantities without a formal modification

Offerors shall include the unit prices for Items 3 and 4 within the required Divisions/Subdivisions pricing breakdown.

3. How These Prices Will Be Used

• Items 1 and 2 (base work) are strictly lump sum, and all work not separately measured is incidental to the base.

• Items 3 and 4 do not appear as separate CLINs, but their unit prices will be used only if the Government authorizes additional quantities via a contract modification.

• After award, if additional excavation or aggregate quantities are approved, payment will be made using the unit prices provided in the bidder’s pricing breakdown.

4. Proposal Format Requirements Your proposal must include:

1. Completed Price Schedule showing the two lump-sum base items.

2. A Divisions/Subdivisions price breakdown that includes:

o Costs aligned to specification sections (e.g., 01100, 01310, 02100, 02240, 02260, 02300, 02920).

o Unit pricing for Additional Authorized Excavation (CY) and Aggregate Surface

(TON).

3. All required documentation listed in Division 01 and Division 02, including:

o Delivery tickets o Testing and proof-roll reporting o Seeding and turf maintenance planning (Section 02920)

5. Modifications and Changes Any work exceeding the scheduled quantities for excavation or aggregate will require a written contract modification issued before the work occurs. Pricing for modifications must be fully broken down, including labor, materials, equipment, overhead, profit, and bond.

6. Evaluation The Government will evaluate:

• Only the two CLIN lump-sum totals for award purposes (LPTA).

• The Divisions/Subdivisions pricing breakdown for:

o Technical completeness o Price realism o Post-award administration of measured items (Items 3 and 4)
