About this file
This document is a Questions & Answers amendment for federal contract solicitation 140FGA26R0009 concerning a roof replacement project at the Nulhegan Basin Admin Building at Silvio O. Conte National Wildlife Refuge.
The Q&A clarifies technical specifications for a standing seam metal roof installation. Key requirements include: steel panels at 22 gauge thickness, standard flat metal panels (not corrugated), and a 1.5-inch seam height to accommodate future solar panel attachment. The FWS rejected a proposal to reduce seam height to 1 inch, citing insufficient strength for solar array mounting. Regarding manufacturing methodology, the FWS approved on-site panel formation as an alternative to pre-manufactured roll-formed panels delivered to the site, acknowledging industry best practices and reduced damage risk. Roof dimensions and pitch specifications are referenced in the attached building plan and elevation drawings included with the Statement of Work. The document provides no information regarding pricing, schedule, award dates, or other contract terms beyond the technical specifications clarified through the Q&A process.

Solicitation # 140FGA26R0009 Questions and Answers
1. The SOW page 7, 2.01, A states the seam height is to be 1.5". Will the FWS allow for a 1" seam that the future solar panels can be attached to?
Response: Seam height needs to be 1.5". A height of 1" is insufficient for attaching a solar array to.
2. The SOW page 7, 2.01, A, 3 states the roof panels are to be roll formed at the manufacturers plant. There is a much larger risk of panels being delivered damaged for various reasons and much more costly. Can the standing seam panels be formed on site which is a best practice for the industry?
Response: The standing seam panels can be formed on site.
3. Total roof size (dimensions)?
Response: Refer to the plan and elevation views of the building in the drawings which are included as an attachment to the statement of work.
4. Roof pitch (slope/angle)?
Response: Refer to the plan and elevation views of the building in the drawings which are included as an attachment to the statement of work.
5. Preferred type of metal (e.g., steel, aluminum, etc.)?
Response: Steel.
6. Required metal gauge (thickness)?
Response: 22 gauge.
7. Type of panels required (corrugated panels or standard flat metal panels)?
