About this file
This is a Questions and Answers document for Solicitation #140FGA26R0007, Monte Vista NWR Well Repair Phase 2, issued as Amendment 1 by the U.S. Fish and Wildlife Service. The document addresses 17 contractor inquiries regarding technical specifications, site conditions, and project requirements for well repair work at Monte Vista National Wildlife Refuge.
Key technical clarifications include: submersible pumps are not acceptable due to sand particle contamination risks from the aquifer; pumps should be designed for desired flow rates based on pump tests and permits, not maximum rates; HDPE DR21 pipe is acceptable for the Well #7 pipeline as an alternative to the specified PVC SDR21 or HDPE SDR9; Well #10 requires an elastomer compensator without Variable Frequency Drives (VFDs) to reduce startup/shutdown damage and an open impeller design to accommodate the area's constant static water level drop; and Well #10 pump panel should be a start panel for on/off operation rather than a VFD. The Well #7 pipeline shall route west and slightly south to avoid a ditch, then follow the ditch northward to the holding pond, with pipeline burial not required where it crosses the ditch. The document confirms 480V power is active at all sites and corrects a scheduling error in the Statement of Work, noting that Well #9's completion date of 3-15-2026 predates the remittance date of 4-27-2026. All pumps, motors, and materials previously removed for inspection are available for pickup at Ecodynamics Inc., but contractors must purchase replacement parts.

1. Can you provide the well test results for all wells?
Response: The documents were sent with these answers.
2. Can you provide the camera footage and inspection results for all wells?
Response: The documents were sent with these answers.
3. What is the proposed pipeline location?
Response: The pipeline for Well 7 will be located, generally, south of the immediate ditch and then follow the road to the open dump area.
4. Can the pipeline be routed to the east of the ditch?
Response: No, the pipeline must be to the west of the ditch.
5. Should the pumps be designed for the desired flow rate or for the maximum flow rate identified during pump testing?
Response: The desired flow rates are based on the pump tests and permits, which are generally not to exceed amounts.
6. For Well #10, could you clarify the reason for requiring an elastomer compensator?
Response: Without VFDs, it is desired to reduce the damage from startups and shutdowns.
7. For Well #10, could you clarify the requirement for an open impeller design instead of a valve?
Response: The area has seen a constant drop in the static water level. The open impeller would allow for this drop and continue to maintain the desired gpm. Installing a valve does not accomplish this.
8. Are submersible pumps an acceptable option?
https://fws-fileshare.box.com/s/l5jp1x63f3bdqdje9zs9gh7pdvck1hm4
Response: We are unable to clean the parts/screens on a reliable basis. The aquifer can produce small sand particles that could cause issues. It is not recommended to have a submersible pump, for this reason.
9. I noticed that the required date of completion for well # 9 om the Statement of work is marked 3-15-2026. That will hardly work as the date of remittance is 4-27-2026. Please advise.
Response: You are correct. That is a remnant from when the SOW was created.
10. For the pipeline for well #7, point # 2 states PVC SDR21 ...or HDPE SDR9. - PVC SDR21 pipe has a pressure rating of 200 PSI and HDPE DR9 has a pressure rating of 250 PSI. This pipeline is an open discharge line with literally no service pressure. I recommended the HDPE DR 21 type pipe which has a pressure rating of 100 PSI which is more than enough with its 0.667" wall thickness for this purpose and it comes with a reasonable cost compared to the 250 PSI type.
Response: Agreed that HDPE DR21 is acceptable.
11. In section VII line G it states that all pumps, motors, and other materials can be picked up at the Ecodynamics Inc. office. Does that mean they are supplying the pumps for the project?
Response: All the parts to be installed that were removed from the well to inspect the parts. The contractor will have to purchase replacement parts.
12. Is Ecodynamics biding on this project?
Response: This project is sent out via Small Business, it is unknown if they will bid.
Ecodynamics was awarded a Small Business project to assess the wells, with this project as a follow up.
13. Well #9. Line 9 the rusted valve that is to be removed at 15 feet below the surface. Is that a typo? Because on site there is a valve at the wellhead, but it is partly exposed.
Response: The valve connects below ground. The video inspection discovered that the 15 feet mark is the bottom of the valve.
14. Well #10. For replacement of the pump panel, do you want a start panel or a VFD?
Response: Start panel. The pump is mostly run on/off with no minor controlling needed.
15. Well #7. It appears that the pipeline will have to cross a ditch and might not be able to get buried. Is that a concern?
Response: The pipeline shall head west and slightly south to miss the ditch and then follow the ditch to the north to the holding pond.
16. Is all power still active at each site?
Response: Yes.
17. It did look like our power was 480 V. Is that correct?
Response: Yes.
