About this file

This is an underwater inspection report documenting inspections conducted at Plum Island and Pilot Island facilities in Wisconsin for the US Fish and Wildlife Service. The report contains detailed photographic documentation and findings from inspections of various marine structures including a boathouse, east pier, breakwater, catwalk, and ferry landing.

The inspection documented various structural issues including surface corrosion, broken sheeting, spalling, cracking, marine growth, and deterioration of timber elements. Key findings included undermining at pier foundations, exposed rebar cages, construction joint separation, and deteriorated vertical/horizontal piles. The report includes technical drawings showing pile dimensioning, support beam spacing, and water depths around the boathouse structure. Regulatory permits from both the US Army Corps of Engineers and Wisconsin Department of Natural Resources were obtained to authorize maintenance activities on these structures, with work required to be completed by July 12, 2025. The Wisconsin State Historic Preservation Office concurred that the proposed maintenance work would have no adverse effect on historic resources.

c/o David Bolin W4279 Headquarters Road Mayville, Wisconsin 53050

Dear Mr. Bolin:

We are responding to your request for authorization to perform maintenance activities on a variety of structures/facilities on Plum and Pilot Islands in the Town of Washington. The proposed work is located in the SE ¼ NW ¼ of Section 01, Township 32 North, Range 29 East, Door County, Wisconsin.

The regulated activity associated with the project described above includes maintenance activities on a variety of structures on Plum and Pilot Island including a boathouse, east pier, west pier (breakwater), west pier armor stone, a catwalk, and a ferry landing. The work appears to be authorized by a Nationwide Permit (NWP) and/or a Regional General Permit (RGP), specifically, NWP 3, Maintenance. No application or notification to the St. Paul District Corps of Engineers is required for your project.

This letter does not verify permit eligibility, but indicates that your project may meet the requirements of this permit. It is your responsibility to ensure that the work is performed in accordance with the terms and general conditions of this permit before starting work. It is also incumbent upon you to verify that your activity has received any necessary Water Quality Certification or waiver prior starting work in waters of the U.S. If a Water Quality Certification has not been issued for your activity, you are responsible for contacting the certifying agency. A full list of applicable terms, conditions, issued Water Quality Certifications, and certifying agencies may be found by visiting our website at http://www.mvp.usace.army.mil/Missions/Regulatory/.

A change in location or project plans may require re-evaluation of your project. Proposed changes should be coordinated with this office prior to construction. Failure to comply with all terms and conditions of this permit invalidates this authorization and could result in a violation of Section 301 of the Clean Water Act or Section 10 of the Rivers and Harbors Act. You must also obtain all local, State, and other Federal permits that apply to this project.

If you have any questions, please contact me in our Stevens Point field office at (651) 290-

5878 or by email at samuel.j.woboril@usace.army.mil.

Sincerely, Samuel J. Woboril Lead Project Manager

Dear Mr. Bolin:

The Department of Natural Resources has completed its review of your application for permits to make repairs to an existing boathouse, repairs to an existing pier pilings catwalk system, repairs to an existing ferry landing and riprap along the shoreline east of the ferry landing along the bank of Plum Island on Lake Michigan located in the SW 1/4, NW 1/4, Section 26, Township 33, Range 29E, Town of Washington, Door County. You will be pleased to know your application is approved.

I am attaching a copy of your permit, which lists the many important conditions that must be followed to protect water quality and habitat. A copy of the permit must be posted for reference at the project site. Please read your permit conditions carefully so that you are fully aware of what is expected of you.

Please note you are required to submit photographs of the completed project within 7 days after you've finished construction.

This helps both of us to document the completion of the project and compliance with the permit conditions.

Your next step will be to notify me of the date on which you plan to start construction and again after your project is complete.

If you have any questions about your permit, please call me at (715) 628-0069 or you can reach me by email at nicole.hays@wisconsin.gov.
