About this file

This appears to be a specifications document related to repairs needed for the Plum Island Boathouse Foundation at the Green Bay National Wildlife Refuge in Wisconsin. The project involves repairing existing historic boathouse foundation piers, with work including demolition, disposal, testing, documentation, and inspections. The boathouse and foundations are contributing structures to the Plum Island Life-Saving and Light Station Historic District listed in the National Register of Historic Places, requiring all work to meet the Secretary of the Interior's Standards for the Treatment of Historic Properties.

The project is a Total Small Business Set-aside with an estimated price range of $500,000 to $1,000,000, using NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a $45 million size standard. The work is being managed by the Department of the Interior Fish and Wildlife Service through the Horicon National Wildlife Refuge & Leopold Wetland Management District Complex in Mayville, Wisconsin. A site visit is required for offerors, with details provided in the contract clauses. The contracting officer for questions is Tiffany Breske.

Field Observations:

Surface Water Present? Yes No Depth (inches):

Remarks:

Although the sample point is in a depression in close proximity to Lake Michigan, the area was underlain by sand and cobbles which would tend to be excessively drained and was completely dry at the time of sampling.

Vegetation

Present? Yes No

Remarks: (Include photo numbers here or on a separate sheet.)

Although the plant community meets the criteria for hydrophytic vegetation, it is only due to 3 wetland plant species (3 stems of willow, 1 sq foot of cattail, and 10 sq feet of rush). The rest of the vegetation is either neutral or more upland species.
