About this file
This is a Questions and Answers document for federal contract opportunity 140FC126Q0037, Pocosin Lakes Field Station Roof Repair, dated 8 September 2026. The document addresses three key questions raised by offerors regarding project scope, materials, and warranty obligations.
Regarding concealed damage, offerors shall not include allowances for replacement roof sheathing or framing in their quoted prices unless specifically identified in the solicitation. All pricing must be based solely on work identified in the Statement of Work (SOW). If concealed deterioration or damage is discovered during performance, the Contractor must promptly notify the Contracting Officer and obtain prior written authorization before performing any additional work; any Government-authorized work will be addressed through contract modification. For paint and shingle color matching, the Government provided photographs of existing shingles (GAF Timberline HDZ in Pewter Gray color) to guide material selection. Regarding warranty, the Contractor is responsible for quality and proper installation of materials and workmanship for the specific localized repairs performed but is not required to warrant the existing roofing system as a whole or correct unrelated deficiencies. The completed repairs must stop the identified roof leaks at the repaired locations, and any continued water intrusion attributable to deficient materials, workmanship, or installation must be corrected by the Contractor; however, the Contractor bears no responsibility for future leakage resulting solely from existing conditions or deficiencies outside the repair scope.

Pocosin Lakes Field Station Roof Repair
Attachment 3 8 September 2026
Question 1: Roof Sheathing / Concealed Damage
The SOW acknowledges that removal of existing roofing components may reveal concealed deterioration or damage to roof sheathing or framing and states that additional work requires prior written authorization from the Contracting Officer.
Please confirm whether the Government intends for offerors to include an allowance for replacement roof sheathing in their quoted price (e.g., five sheets), or whether any deteriorated sheathing discovered during construction will be treated as a concealed condition and addressed through the Government approval and contract modification process identified in Section 1 of the SOW.
Answer: Offerors shall not include an allowance for replacement of concealed roof sheathing or framing unless otherwise specifically identified in the solicitation. The quoted price shall be based on the work identified in the SOW.
If concealed deterioration or damage to roof sheathing, framing, or other directly associated components is discovered during performance and not provided for work in the existing requirements, the Contractor shall promptly notify the Contracting Officer and shall not perform additional work beyond the awarded requirements without prior written authorization from the Contracting Officer. Any Government-authorized additional work will be addressed in accordance with the contract terms and the process identified in Section 1 of the SOW and contracting processess.
Question 2: Paint and Shingle Color Matching
Please confirm that the Government acknowledges that exact color matching of existing painted surfaces and roofing shingles may not be achievable due to age, weathering, fading, and product availability, and that the Contractor is required to match existing colors and finishes as closely as reasonably practicable.
Answer: See below existing shingles.

Question 3: Warranty – Localized Roof Repairs
The SOW identifies this project as a localized roof repair and specifically states that the work does not include complete roof replacement or correction of unrelated deficiencies within the existing roofing system. During the site visit, the Contractor was unable to independently determine the precise source(s) or pathway(s) of the existing water intrusion, and the anticipated work is limited to the specific repair areas and measures identified by the Government.
Given the limited and Government-directed nature of the repairs, please confirm that the Contractor will be responsible for the quality and proper installation of the materials and workmanship associated with the specific repairs performed, but will not be required to warrant the existing roofing system as a whole or guarantee against future or continued roof leakage resulting from existing conditions, deficiencies, or locations outside the specific areas repaired under this contract.
Answer: The Contractor is not required to warrant the existing roofing system as a whole or correct deficiencies unrelated to the localized repairs identified in the SOW. The Contractor remains responsible for the quality, proper installation, and performance of the work performed under the contract.
As required by the SOW, the completed repairs shall stop the identified immediate roof leak(s) and associated water intrusion at the repaired locations. Continued water intrusion attributable to deficient materials, workmanship, installation, or failure of the specified repairs to correct the identified leak points shall be corrected by the Contractor in accordance with the contract requirements.
Attachment 3
The Contractor will not be responsible for future leakage resulting solely from existing conditions or deficiencies outside the scope and locations of the repairs performed under this contract.
