About this file
This document is an Asbestos and Lead Inspection Report prepared by Stockton Environmental, Inc. for a house and barn demolition inspection conducted at 2714 Dairy Road, Vernalis, California 95385. The inspection was performed on March 12, 2026, for TRCH O.R. located in Detroit, Michigan, under Report No. 041.26 Asb/Pb with a revision date of April 6, 2026.
The asbestos inspection identified Regulated Asbestos Containing Materials (RACM) in sheetrock mud/tape and texture coatings throughout the house, with chrysotile asbestos detected at less than 1% (0.25%) by weight in eight samples. Twenty-three bulk samples were collected and analyzed using Polarized Light Microscopy (PLM), with laboratory testing performed by MicroTest Laboratories Inc. (NVLAP Code 200999-0). All other materials tested, including base cove, floor tile, mastic, insulation, roofing materials, and concrete, returned "None Detected" for asbestos. The lead inspection collected seven paint chip samples, with three samples from exterior wood surfaces exceeding the EPA's Lead Based Paint definition of 0.5% by weight: sample 0312.L5 at 4.82%, sample 0312.L6 at 3.90%, and sample 0312.L7 at 5.18%. The report recommends that removal of regulated asbestos materials be performed by state-certified contractors following Cal/OSHA regulations requiring containment, wet methods, and specific disposal protocols, with 24-hour advance notification to Cal/OSHA required. For lead-containing materials, employers must perform exposure assessments and provide written Pre-Job Notification to Cal/OSHA at least 24 hours before starting work.

EXECUTIVE SUMMARY
Introduction:
On March 12, 2026, Stockton Environmental Inc. (SEI) performed an inspection for Asbestos- Containing Materials (ACM) and Lead Based Paint (LBP). Mr. Gabriel Munoz and Frank Ramos conducted asbestos and lead sample collection services for SEI. Mr. Munoz , a Certified Asbestos Consultant (certificate number 24-7549) and Mr. Ramos a California Department of Public Health (CDPH) accredited Sampling Technician for Lead (CDPH # 00002683) under the direction of Mr. Randolph Brooke, a Public Health (CDPH) accredited Lead Inspector (CDPH #00002684).
Scope of Services:
The Asbestos inspection was conducted to identify the presence of any Regulated Asbestos Containing Materials (RACM) (within the specified scope) in accordance with the Federal Environmental Protection Agency Regulation 40 CFR Part 763.85 and the local Air Pollution Control District’s Asbestos Notification and Inspection Requirements.
SEI’s Lead inspection was conducted to identify Lead Based Paint (LBP) by either collecting paint chip samples and/or a surface-by-surface investigation using X-Ray Fluorescence (XRF) Readings in compliance with the U.S Environmental Protection Agency (EPA) regulatory requirements & Department of Housing and Urban Development (HUD) Guidelines between October 17, 2019 & October 22, 2019.
This document is prepared for the sole use of Stockton Environmental Inc. (SEI), Its client, and any regulatory Agencies that are directly involved in this project. No other party should rely on the information contained herein without prior written consent of SEI.
Regulatory Limits:
Asbestos
• Federal regulations define “Asbestos Containing Material (ACM)” as containing 1.0% or greater of asbestos by weight.
• California OSHA defines “Asbestos Containing Construction Material (ACCM)” as 0.1% or greater asbestos by weight. Note: neither Federal nor California OSHA define a minimal regulatory level for compliance with employee exposure requirements.
• California Business & Professions Code Division 3, Chapter 9. Contractors, Article 4.
Classifications 7058.5. (a) - No contractor shall engage in asbestos-related work, as defined in Section 6501.8 of the Labor Code, which involves 100 square feet or more of surface area of asbestos containing materials, unless the qualifier for the license passes an asbestos certification examination.
Local Air Quality District define asbestos as
• RACM – Regulated Asbestos Containing Material means (a) friable ACM, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM
2714 Dairy Rd (house and barn) pg. 4 that will be subjected to sanding, grinding, cutting or, abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations.
• Category I non-friable asbestos-containing material (ACM) means asbestos-containing packings, gaskets, resilient floor cover, and asphalt roofing products containing more than 1 percent asbestos.
• Category II non-friable ACM means any material excluding Category I non-friable ACM containing more than 1 percent asbestos.
Written notification to the district is required for the following:
1. Any regulated demolition, whether asbestos is present or not.
2. Any regulated renovation in which the following will be disturbed:
• 160 square feet or more of regulated asbestos-containing materials or,
• 260 linear feet or more of regulated asbestos-containing pipe insulation.
Lead Paint Chip
• OSHA regulations define Lead Based Paint (LBP) as containing 0.5% or greater of lead by weight.
• Federal EPA regulations define Lead Hazardous Waste” (>50 mg/kg) via Total Threshold Limit Concentration (TTLC) method.
• The Consumer Product Safety Commission (CPSC) bans consumer paints and surface coatings containing more than 0.009% (90 ppm) lead, Note: neither Federal nor California OSHA define a minimal regulatory level for compliance with employee exposure to lead.
SURVEY METHODOLOGY
Sample Collection:
A walk through of the subject site was conducted to identify homogeneous suspect materials and their respective locations. This information was then used to develop a sample collection strategy. Each suspect sample was sealed in its own zip lock plastic container and labeled with a unique identification number. Sampling tools were individually cleaned before and after each sample was collected to avoid sample cross contamination. Decontamination was accomplished using individual use, pre-moistened cloths.
SUMMARY OF READINGS
Asbestos - SEI's inspection of the subject site collected Twenty-Three (23) bulk samples of suspect materials in which the laboratory determined Twenty-Six (26) materials for analysis.

Notes and Definitions
This document serves as the final report. The results apply only to the sample as received. Due to the inherent limitations of Polarized Light Microscopy (PLM) and the complexity of certain sample matrices, some materials classified as "None Detected" (ND) for asbestos (e.g., floor tiles or similar materials) may require further analysis. MicroTest Laboratories recommends additional testing using PLM and/or Transmission Electron Microscopy (TEM) with gravimetric reduction preparation.
Soil, rock and Vermiculite matrices present analytical challenges. MicroTest recommends homogenization by milling before PLM analysis. The thermal breakdown of asbestos fibers can change their properties, causing them to exhibit different mineral characteristics. Even if altered asbestos isn't counted by the method used, OSHA and various state regulations still recognize it as asbestos. PLM analysis will determine the presence of non-altered asbestos, but fire-altered, former asbestos fibers will be reported as an “Altered” Asbestiform result. Materials commonly seen with fire-altered minerals include, but are not limited to, cementitious sidings, tiles, textures, joint compounds, and fibrous backings. Due to the potential for incomplete or partial decomposition, additional analysis by TEM is advisable.
The reporting limit for calibrated visual area estimation quantitation procedures is 1%. The reporting limits for 400-point count and 1000-point count quantitation procedures are 0.25% and 0.1%, respectively. Samples are considered acceptable unless otherwise noted. Each layer of a sample is analyzed separately unless it consists of multiple manufactured layers (e.g., linoleum, drywall) or if otherwise specified by the client.
Samples received from multiple homogeneous areas and placed in a single bag were analyzed using MicroTest’s MT Sub-sampling Standard Operating Procedures.
This method ensures unambiguous and reliable analysis despite the combined nature of the samples received.
All samples will be retained for a minimum of 30 days before disposal. Bench sheets detailing sampling methodologies can be provided upon request. This report must not be used by the client to imply product endorsement by NVLAP or any agency of the U.S. Government. This report may only be reproduced in its entirety with the written approval of MicroTest Laboratories, Inc.
