Base Bid Task 2 requires removal of the existing septic tank, including pumping waste, removing trunk lines and clean-outs, and filling the cavity with certified clean fill dirt per California Water Board OWTS policy. Optional Task A involves hazmat abatement and demolition of a barn structure (13,855 square feet) and lean-to structures, including removal of used oil drums and containment pallets. Optional Task B requires removal of a dual-fuel tank containing approximately 750 gallons of diesel and 250 gallons of gasoline, along with removal of protective bollards, concrete pad, and emergency shut-off. All work must comply with federal, state, and local regulations, including Cal/OSHA and Cal Green requirements. Statement of Work
San Joaquin River National Wildlife Refuge
Revised June 8, 2026
1. GENERAL OVERVIEW
The purpose of this contract is to abate the hazardous materials at the former single-family residence knows as the “Green House”. The house is located near Vernalis, CA on the San Joaquin River National Wildlife Refuge.
This contract also includes the demolition of the house and the removal of the septic tank. The abatement and demolition of the barn is listed as an Option item along with the removal of an existing fuel tank. Both these
Options are subject to available funding.
2. BACKGROUND
Established in 1987, the 7,500-acre San Joaquin River National Wildlife Refuge is located in California's Stanislaus
County. The refuge is situated where three major rivers (Tuolumne, Stanislaus and San Joaquin) join in the San
Joaquin Valley, creating a mosaic of habitats that provide ideal conditions for great wildlife and plant diversity.
The refuge was initially established primarily to provide wintering habitat for the Aleutian cackling goose – a federally-listed endangered species at that time. Today, the refuge is managed with a focus on migratory birds, endangered species, and riparian and wetland habitat restoration. Through rigorous efforts at the refuge, there is hope the highly-endangered riparian brush rabbit will one day join the Aleutian cackling goose as a fully-recovered species.

Local Air Quality District define asbestos as
• RACM – Regulated Asbestos Containing Material means (a) friable ACM, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM
2714 Dairy Rd (house and barn) pg. 4 that will be subjected to sanding, grinding, cutting or, abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations.
• Category I non-friable asbestos-containing material (ACM) means asbestos-containing packings, gaskets, resilient floor cover, and asphalt roofing products containing more than 1 percent asbestos.
• Category II non-friable ACM means any material excluding Category I non-friable ACM containing more than 1 percent asbestos.
Written notification to the district is required for the following:
1. Any regulated demolition, whether asbestos is present or not.
2. Any regulated renovation in which the following will be disturbed:
• 160 square feet or more of regulated asbestos-containing materials or,
• 260 linear feet or more of regulated asbestos-containing pipe insulation.
Lead Paint Chip
• OSHA regulations define Lead Based Paint (LBP) as containing 0.5% or greater of lead by weight.
• Federal EPA regulations define Lead Hazardous Waste” (>50 mg/kg) via Total Threshold Limit Concentration (TTLC) method.
• The Consumer Product Safety Commission (CPSC) bans consumer paints and surface coatings containing more than 0.009% (90 ppm) lead, Note: neither Federal nor California OSHA define a minimal regulatory level for compliance with employee exposure to lead.
SURVEY METHODOLOGY
Sample Collection:
A walk through of the subject site was conducted to identify homogeneous suspect materials and their respective locations. This information was then used to develop a sample collection strategy. Each suspect sample was sealed in its own zip lock plastic container and labeled with a unique identification number. Sampling tools were individually cleaned before and after each sample was collected to avoid sample cross contamination. Decontamination was accomplished using individual use, pre-moistened cloths.
SUMMARY OF READINGS
Asbestos - SEI's inspection of the subject site collected Twenty-Three (23) bulk samples of suspect materials in which the laboratory determined Twenty-Six (26) materials for analysis.

Notes and Definitions
This document serves as the final report. The results apply only to the sample as received. Due to the inherent limitations of Polarized Light Microscopy (PLM) and the complexity of certain sample matrices, some materials classified as "None Detected" (ND) for asbestos (e.g., floor tiles or similar materials) may require further analysis. MicroTest Laboratories recommends additional testing using PLM and/or Transmission Electron Microscopy (TEM) with gravimetric reduction preparation.
Soil, rock and Vermiculite matrices present analytical challenges. MicroTest recommends homogenization by milling before PLM analysis. The thermal breakdown of asbestos fibers can change their properties, causing them to exhibit different mineral characteristics. Even if altered asbestos isn't counted by the method used, OSHA and various state regulations still recognize it as asbestos. PLM analysis will determine the presence of non-altered asbestos, but fire-altered, former asbestos fibers will be reported as an “Altered” Asbestiform result. Materials commonly seen with fire-altered minerals include, but are not limited to, cementitious sidings, tiles, textures, joint compounds, and fibrous backings. Due to the potential for incomplete or partial decomposition, additional analysis by TEM is advisable.
The reporting limit for calibrated visual area estimation quantitation procedures is 1%. The reporting limits for 400-point count and 1000-point count quantitation procedures are 0.25% and 0.1%, respectively. Samples are considered acceptable unless otherwise noted. Each layer of a sample is analyzed separately unless it consists of multiple manufactured layers (e.g., linoleum, drywall) or if otherwise specified by the client.
Samples received from multiple homogeneous areas and placed in a single bag were analyzed using MicroTest’s MT Sub-sampling Standard Operating Procedures.
This method ensures unambiguous and reliable analysis despite the combined nature of the samples received.
All samples will be retained for a minimum of 30 days before disposal. Bench sheets detailing sampling methodologies can be provided upon request. This report must not be used by the client to imply product endorsement by NVLAP or any agency of the U.S. Government. This report may only be reproduced in its entirety with the written approval of MicroTest Laboratories, Inc.
