About this file

This is a Questions and Answers document for the FWS Welaka NFH, FL – Unit Garage Doors Replacement Project RFQ. The project requires replacement of five non-insulated, low head room garage doors with rear torsion mechanisms at a Fish and Wildlife Service facility in Florida. The scope includes removal and replacement of rotted door trim (non-compliant with Florida code) and replacement of spring pads currently attached with wood lags that do not meet current standards. All doors must include a 10-year warranty minimum and be hurricane-rated sectional doors. Equivalent manufacturers are acceptable provided they meet specified performance, testing, and certification requirements. Doors must comply with green procurement requirements including EPA CPG, USDA BioPreferred, Energy Star, and FEMP Low Standby Power standards when applicable, and must be Buy American-compliant.

Work must begin within ten calendar days of the Notice to Proceed and be completed within fourteen calendar days thereafter. The Government will award on a price-only basis to the responsible offeror with the lowest fair and reasonable price who meets all solicitation requirements. Quotes are due by 12:00pm EST on February 23, 2026, submitted via email to Christina_mann@fws.gov with a completed SF 1442, completed Prices (Quote Schedule), and separate price breakdown. Quoted prices must include all costs for freight, labor, removal, and disposal or recycling coordination. Period of performance may be adjusted through contract modification if delays are beyond the contractor's control and without fault or negligence. A subcontractor-provided superintendent is acceptable provided the individual is competent and possesses full authority to act on behalf of the Prime Contractor.

FWS Welaka NFH, FL – Unit Garage Doors Replacement Project

Solicitation (RFQ) Questions and Responses:

1. Upon review of the clause, we did not see language explicitly requiring that the Superintendent be carried directly on the Prime Contractor’s payroll. Accordingly, we would like to inquire whether it would be acceptable to the Government for the designated Superintendent to be provided by our qualified local representative subcontractor, operating under the direct management, supervision, and authority of Contractor.

FAR 52.236-6 does not require that the superintendent be a direct employee of the Prime Contractor. A superintendent provided by a subcontractor may be acceptable, provided the individual is competent, acceptable to the Government, and possesses full authority to act on behalf of the Prime Contractor.

The Prime Contractor remains fully responsible for contract performance, supervision, safety, quality, and compliance with all contract requirements. Use of a subcontractor-provided superintendent does not relieve the Prime Contractor of any contractual obliga ons under FAR 52.236-6 or the contract.

2. The (4) doors in the drawings are the Low Head Room, the 5th I believe was a standard li . If that is accurate, we are good, if not I can change it to all 5 being the low head room with rear torsion.

The 5th door also has rear torsion as seen below. I would consider it to be a low head room door as well. Please see image below:

3. Project Schedule:

The solicitation requires work to begin within 10 days of award and be completed within 14 days.

Based on our site visit and discussions with the warehouse, on-site installation can be completed within 14 days; however, procurement of garage doors may require 3–4 weeks.

Could you clarify whether:

a. The start-of-work requirement may be extended to accommodate material procurement?

No. The start of work will need to begin within 10 calendar days after the issuance of the Notice to Proceed.

b. The period of performance may be adjusted to allow sufficient time for material delivery?

Yes, the Period of Performance may be adjusted when justified and in accordance with the FAR, but it is not automatic.

Under FAR 52.236-15, Schedules for Construction Contracts, the contractor is responsible for planning and scheduling the work, including material procurement, to meet the contract completion date. However, the Government may consider an adjustment to the Period of Performance through a contract modification if delays are beyond the contractor’s control and without fault or negligence, such as excusable delays under FAR 52.249-10, Default (Fixed-Price Construction).

4. Garage Door Specifications:

a. Can you confirm whether the doors to be installed are insulated or non-insulated?

The doors to be installed are to be non-insulated (see updated SOW).

5. FAR 52.225-1 – Buy American–Supplies:

a. Does the Government require submission of specific documentation, certification, or representations with the proposal to demonstrate compliance with this clause, or will compliance be addressed post-award?

No additional documentation is required with the proposal. By submitting a proposal, the offeror represents compliance with FAR 52.225-1. Compliance will be addressed post-award, and the Government may request supporting documentation during performance.

6. Clause 1452.204-70 – Release of Claims:

a. Could you clarify how this clause applies to this project, particularly when the Release of Claims (DI-137) form must be submitted?

Clause 1452.204-70, Release of Claims, applies at the completion of the contract. The Release of Claims (DI-137) form is required to be submitted with the contractor’s final payment request. Submission of the form certifies that all claims against the Government arising under the contract have been resolved, except for those specifically reserved in writing.

7. Green Procurement Requirements:

The solicitation references mandatory environmental purchasing lists (EPA CPG, USDA BioPreferred, Energy Star®, FEMP Low Standby Power). Could you clarify:

a. Are there mandatory environmental product standards for the garage doors and associated materials, or are these guidelines?

The referenced green procurement requirements (EPA CPG, USDA BioPreferred, ENERGY STAR®, and FEMP Low Standby Power) apply to applicable products and materials incorporated into the project. Contractors are responsible for ensuring compliance when such items are used.

No additional documentation is required with the proposal unless specifically stated in the solicitation. Compliance will be verified during contract performance, and the Government may request supporting documentation as needed.

b. How should offerors demonstrate compliance with these requirements in their proposals?

See above (7a).

8. FAR 52.223-1 and 52.223-2 – Biobased Products:

a. Do these requirements apply to the garage doors or related materials?

The requirements apply only if the garage doors or related materials include items that are designated biobased products under the USDA BioPreferred Program.

b. If biobased alternatives exist, are we required to use them?

If applicable biobased products are available, meet performance requirements, and are cost-effective, the contractor is required to use them, unless an exception applies as provided in the clauses.

c. How should compliance be documented in the proposal?

No documentation is required to be submitted with the proposal. By submitting a proposal, the offeror represents compliance. The Government may request supporting documentation during contract performance, if applicable.

9. Davis-Bacon Wage Rates for Truck Drivers (29 CFR 5.2(j), FAR 52.222-6):

a. Does the Davis-Bacon wage requirement apply only to time spent on-site and hauling between the construction site and a nearby project-dedicated facility?

Yes. Davis-Bacon wage requirements apply to truck drivers only for time spent working on the construction site or hauling materials between the site and a nearby, project-dedicated facility, consistent with 29 CFR 5.2(j) and FAR 52.222-6

b. Does delivery of garage doors or materials from off-site warehouses to the project location fall under Davis-Bacon wage requirements?

No. Delivery of garage doors or materials from off-site commercial suppliers or warehouses to the project location is considered material delivery and is not subject to Davis-Bacon wage requirements, provided the driver does not perform construction work on-site beyond incidental unloading.

10. During our site visit for the Welaka Unit Garage Door Replacement Project, we noted the following conditions that may impact the scope of work:

Door Trim Replacement:

The existing doors currently have no compliant trim, and the existing wood trim is rotted and does not meet Florida code.

a. Can you confirm that the removal and replacement of the door trim is within the scope of this project and should be included in our proposal?

Yes. Removal and replacement of the door trim should be part of the SOW and should be included in the proposal (see updated SOW).

11. Spring Pad Update:

The existing spring pads are currently attached with wood lags instead of nails and do not meet current standards.

a. Can you confirm whether the replacement or updating of spring pads to meet proper installation requirements is within the scope of work for this project?

Yes. Spring pads should be replaced, to ensure everything works properly (see updated

SOW).

12. Quote Submission:

a. Please confirm the quote due date, time, and applicable time zone.

The quote (with the required supporting documents and information outlined in the solicitation) is due by no later than 12:00pm EST on Monday, February 23, 2026. (For a future refence, please see section 13a of the solicitation (page 1), and see the Date Offers Due section listed on the Pre-Award page of the solicitation post on SAM.gov.)

b. Please confirm the submission method (email address, portal, or other system).

All quotes (with the required supporting documents and information outlined in the solicitation) must be submitted via email to Christina_mann@fws.gov by the deadline outlined in this solicitation. Offerors must submit a completed SF 1442, completed Prices (Quote Schedule), a separate breakdown of price, and any other required information outlined in this solicitation.

13. Pricing Structure:

a. Should pricing be submitted as a single lump-sum price or per-door pricing?

Pricing should be listed based on the item numbers listed in the Prices (Quote Schedule) in Section B, and a separate further breakdown should be provided.

b. Are any specific line items (CLINs) or pricing breakouts required?

See above (13a).

c. Should freight, labor, removal, and disposal/recycling coordination be included in the quoted price?

Yes. The quoted price shall include all costs associated with freight, labor, removal, and disposal or recycling coordination necessary to perform the work in accordance with the contract requirements.

14. Evaluation & Award:

a. Please confirm the evaluation methodology (e.g., lowest price technically acceptable, price-only, or best value).

The Government will evaluate offers on a price only basis. Award will be made to the responsible offeror whose price is determined to be fair and reasonable and who meets all solicitation requirements.

b. Will delivery or completion timeframe factor into the award decision?

No. Delivery or completion timeframe will not be separately evaluated as part of the award decision. Offerors must meet the required delivery and completion timeframes stated in the solicitation; failure to do so will render a proposal technically unacceptable.

15. Site Visit:

a. Is a site visit required, optional, or not anticipated prior to quote submission?

A site visit is optional, but the scheduled site visit date passed. No other site visits are allowed at this time.

16. Technical / Product Approval:

a. Are equivalent manufacturers acceptable for the hurricane-rated sectional doors, or is prior approval required?

Equivalent manufacturers are acceptable in accordance with the brand-name-or-equal provisions of the solicitation. Offerors must clearly identify the proposed “equal” product and demonstrate how it meets all specified performance, testing, and certification requirements. Prior approval is not required; however, products will be evaluated for technical acceptability, and required submittals must be approved before installation.

b. Are there any minimum warranty requirements for doors or hardware?

Yes. A 10-year warranty.

17. Performance Period:

a. Please confirm whether the 14-day performance period begins at contract award or notice to proceed.

The 14-day period of performance begins after the Notice to Proceed is issued.

b. Is phased or partial installation acceptable, if necessary?

Phased or partial installation is acceptable, provided all work complies with the contract requirements and the overall project completion schedule. Any proposed phasing must not impact required performance, safety, or final completion deadlines.
