3. COMMUNICATIONS:

All communication shall be in writing (email is acceptable). All verbal questions during the site visit shall be followed with the question in writing by the contractor. All questions and answers will be disseminated by amendment through FBO.

Please email the Contracting Officer with any questions. Emails or direct calls to the COR or the design firm are unacceptable.

Amendment items shall include but not limited to the following:

a) Site visit meeting minutes.

b) Answers to any questions received.

Remarks and explanations at this meeting do not qualify the terms of this solicitation if it is not addressed in the amendment. The only official changes to the existing solicitation documents will be issued by amendment. Please monitor FBO http://www.fedbizopps.gov for amendments.

4. SOLICITATION INFORMATION:

a) Small Business Requirements: This acquisition is 100% Small Business Set-Aside.

Offers received from firms that are not small business concerns shall be considered nonresponsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern.

b) SAM Registration: Please note, to be eligible for an award with the Government, offerors must be registered in the SAM.gov database. Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation. It is FREE to register.

c) Quotes: The solicitation closes on 6 September 2019 at 11 a.m. Eastern Daylight Savings Time. Quotes shall be emailed to the Contracting Officer, Alicia N. Weber, at alicia_weber@fws.gov. You must ensure that the quote is received by the Contracting Officer prior to the solicitation closing.

d) Award: This acquisition will result in a single firm fixed price contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The award will be made to the lowest priced, technically acceptable quote.

e) Award Date: It is estimated that the award will be issued by 20 September 2019.

5. CONSTRUCTION OVERVIEW BY PROJECT MANAGER:

a) Car pool to staging area near Support Services, next to cell tower. Condense vehicles.

Drive to Terrapin Neck Road.

b) Walk and describe the expected fence work, especially the ends, gate and corners, Utility

Trail, accessibility, removal of old fence.

c) Return to staging area to collect all vehicles.

d) Car pool to Boat Ramp on Riverview Farm Road. Shuttle to the gate near Leisure acres.

e) Walk and describe the expected fence work, especially the ends and corners, access trail, accessibility and removal of old fence.

f) Car pool to gate at Riverview Farm Road. Walk and describe the expected fence work, especially the ends and corners, access trail, accessibility and removal of old fence.

g) Walk to boat ramp. Answer any questions while in a group.

h) Contractors may depart from there if desired.
