U.S. Fish & Wildlife Service Fence Replacement, 2019
Statement of Work
Scope of Work: The U.S. Fish & Wildlife Service – National Conservation Training Center (NCTC), located at 698 Conservation Way, Shepherdstown, WV, 25443 intends to hire a Contractor to install approximately 8,772 linear feet (1.66 miles) as determined by a survey, of farm-type fence along the perimeter of our property, replacing and removing the existing 4 ft. high wire mesh fence. The Contractor is to provide all materials, tools, transportation and labor needed for the project. It is important that the completed fence be safe, look good, be easy to maintain, and of high-quality materials that will last a long time. “General Information and Requirements” and “Specifications” are included below. An attached map shows the location of the fencing.
General Information and Requirements:
1. The NCTC Land Manager, or his or her designee, is to be the Contacting Officer’s Representative (COR) for U.S. Fish & Wildlife Service–NCTC regarding this contract. All communication with NCTC staff is to go through the COR or designee.
2. The Contractor is to provide all labor, tools, equipment and materials to complete the work.
3. The fence is to be along a portion of the NCTC boundary that lies along a public road, Terrapin Neck
Road, as well as undeveloped woodland.
4. All property corners not in the road centerline are marked.
5. An access path runs parallel to the fence.
6. The Contractor is responsible for checking and marking potential underground utilities by use of a private utility identification contractor. NCTC will provide information on known underground utilities.
7. NCTC is responsible for removing all boundary signs from existing posts.
8. The Contractor is to remove all existing fencing and posts at the locations of the replacement fence, including remnants of prior (pre 1993) wire fencing. In one approximately 250 ft. section of fence in the Potomac floodplain existing fence posts are to be left in place but new posts installed for the new fence.
The removed fence and posts will become property of the Contractor, who will be responsible for proper recycling or disposal of these materials. An exception is that all intact and reusable steel “T”-posts and up to 100 treated wood posts in good condition will remain the property of NCTC - the contractor is to accumulate and stack them at a location or locations suitable for NCTC to collect.
9. The Contractor is to install new fencing at locations designated by NCTC, as shown on the attached map.
Much of the new fence will follow the same footprint as the old fence. In some locations, the new fence is to be installed on a slightly different line from the existing fence.
10. All installation work and materials are to be in keeping with industry standards.
11. The existing fence may be removed prior to installation of the new fence, no more than 1 month beforehand on Terrapin Neck Rd. and no more than 2 months beforehand on other sections.
12. The work must be performed in a timely manner, with all work to be completed within one year of award of the contract.
13. The Contractor can work any time it is safe to do so, under conditions not likely to cause rutting or similar ground disturbance, with approval of the COR.
14. Due to a managed deer hunt, no fieldwork can be done on Saturdays in October, November or
December.
15. The Contractor must carry liability insurance and other applicable insurance, as stipulated in the
Solicitation-To-Bid and the Contract.
16. Contractor must follow all safety standards set by appropriate authorities such as the Occupational
Safety and Health Administration (OSHA) Requirements for General Industry, Standard 1910 , which may be found at https://www.osha.gov/pls/oshaweb/owasrch.search_form?p_doc_type=STANDARDS&p_toc_level=1&p _keyvalue=1910The Contractor can work from Terrapin Neck Rd., a public road. The Contractor is responsible for safety of pedestrians and motor vehicles as well as employees.
17. The Contractor is responsible for traffic control, and restricting pedestrian and vehicular access to the work zone. Requirements in West Virginia Dept. of Transportation’s Manual on Temporary Traffic Control for Streets and Highways, 2006 Edition are to be followed. 18. The Contractor is allowed to cut any obstructing vines or shrubs of any size, boxelder trees or pawpaw trees of any size, and other species of trees less than 2-inches in diameter at breast height (DBH, 4.5 feet above ground level) within 25 feet of the fence if it impedes the installation or removal of fencing.
Cutting trees 2-inches in diameter (DBH) and larger, other than pawpaw or boxelder, will require the approval of the COR. Stumps are to be cut as low as practical. All woody debris created by this work is to be removed from NCTC property, chipped, or left on site under the following limitations: the area to be kept free of debris is within eight feet of the fence, between the fence and the public road, or between the fence and the existing mowed trail near the fence.
19. Survey corner markers and witness posts are not to be disturbed. At several locations, an existing fence post is a survey corner, in which case the post might need to be replaced with a suitable large-diameter post in the exact same spot.
20. The Contractor is to clean up all debris, and fill in or smooth out any damage caused by equipment use.
Disturbed ground must be restored to within 2 inches of its present grade. Ruts, high spots, turf clumps and similar changes in grade are to be leveled or filled as needed. Soil or plant matter on the public road must be removed by the end of the work day. The Contractor is not responsible for re-seeding.
21. Vacant post-holes beyond 8 inches from the centerline of the newly erected fence are to be filled in.
Those holes 8 inches or less from the new fence are not required to be filled.
Specifications:
1. The new fence will consist of approximately 8,772 linear feet of 3-wire high tensile.
2. High tensile wire is to be 12.5-gauge, Class 3 electro-galvanized 2000,000 psi wire with a 1320 lbs.
minimum breaking strength, or better. The wire is to have a minimum 20-year warrantee, documentation of which is to be provided to NCTC. The Contractor shall provide labels and receipts to show the quality of the wire used.
3. There will be no electrification of the fence, so no insulators will be installed.
4. The wire is to be installed on the outside of the fence, toward the road or neighboring properties, except as necessary at corners and curves.
5. Three (3) strands of wire will be installed, at a height of 16 inches, 32 inches and 48 inches from the ground (16 inches apart).
6. No fence wire is to be installed directly onto trees or utility poles. Battens should be used as needed to prevent damage to trees.
7. Tension springs and strainers/tighteners are to be installed wherever needed; and the fence is to be tensioned to the correct tightness.
8. Starting at the south end, the fence to be installed along Terrapin Neck Rd. should tie into the end-of-fence H brace installed last year.
9. There is a 1/10th acre triangular section of private property about midway of the Terrapin Neck Rd.
section that should require 3 corners. It will be fenced as other areas.
10. Fence posts are to be southern yellow pine pressure-treated with CCA wood preservative to a minimum retention value of 0.40 lb/ft3. All posts are to have a minimum 25-year warrantee, documentation of which the Contractor is to provide to NCTC.

11. Line posts are to have a minimum diameter of 5 inches at the small end, a minimum length of 6.5 ft., and are to be installed to a minimum depth of 28 inches where soil conditions allow.
12. There are 9 end-of-fence H-braces (including at gates) and 3 corner H-braces required for the wire fence. Additional corners should be added if the Contractor deems appropriate for proper stability.
13. Corner and end H-brace posts are to have a minimum diameter of 6 inches at the small end, a minimum length of 8 feet, and are to be installed to a depth of 44 inches where soil conditions allow.
14. In-line H-brace posts are to be installed where needed for proper stability, no farther than 300 ft. apart, have a minimum diameter of 5 inches, a minimum length of 8 feet and are to be installed to a depth of 44 inches where soil conditions allow.
15. Posts are preferably installed by driving (pounding), not only by digging. Contractor should state the installation method in bid info.
16. Where soil conditions do not permit the normal depth of post placement, or the tension on the fence will tend to pull posts up, concrete or other methods of holding are to be used.
17. Two (2) gates are be provided and installed by Contractor. This includes one installation of a new 14 foot and replacement of an existing 16 ft. gate. The existing 16 ft. gate is to remain the property of
NCTC.
18. Gates are to be made from heavy-duty, 16 gauge, hot-dipped galvanized (after welding), 1.75 inch diameter steel tubes (or better), 50 inch high, 14 and 16 feet long.
19. Gate posts are to have a minimum diameter of 6 inches at the small end, a minimum length of 8 feet, and are to be installed to a minimum depth of 44 inches where soil conditions allow. They are to be are to be H-braced in the same manner as end posts, and are included in the count of 9 end-of-fence posts.
20. At the edge of the Potomac floodplain field near the northwest corner of the property, the Contractor is to leave an 18 inch gap between two end-of-line H-braces in order to prevent floodwaters from tearing out fence uphill. It is flagged with two strips of orange plastic tape. These two end-of-line braces are included in the count of 9 such braces.
21. Bidders should confirm the distances and features needed to their own satisfaction before bidding.
