Question: It appears light distribution is Type IV, full forward throw, kindly confirm.

Answer: Design requirements are for 1‐5 FC lighting levels for the parking lot. Assume time‐clock for the parking lot fixtures. Account for two types of light throwing, T4M (Type IV medium), and TFTM (Forward throw medium)

Question: Are there any requirements for lighting “cut off” to protect the wildlife habitat disturbance with light?

Answer: Yes.

Question: Can you provide the dimensions of the area and if existing, the spacing between the poles?

Answer: The parking lot and the access drive shall be lit at night. Refer to site plan. Final site lighting design to be developed in collaboration with the refuge.

Question: We will be happy to prepare and provide an IES lighting layout. Confirming that there are no existing poles/lights at the proposed site?

Answer: Confirmed, no existing poles or lights at the site.

Question: What is the operating profile for nighttime operations?

Answer: Typical hours for the office are 7 to 4 M‐F, and 9 to 5 seven days a week for the VC.

Question: Typically parking lots require .1‐.5fc, what is the lighting target?

Answer: See question above.

Question: Please confirm that only electronic copies of proposals are required and no hard copies.

Answer: Confirmed, pdf only. Please bookmark and no pdf shall be bigger than 10 MB.

Question: Please confirm the “Period of Performance” for the contract (i.e. anticipated start/finish).

Answer: The POP shall be “move‐in ready” by no later than 540 days after the contract award date. The anticipated start and finish date will depend on the design process.

Question: One more question for you regarding the page limit for Factor 1. We are finding it difficult to touch on all of the items requested within the 5 page limit – can this be extended or exclusive of resumes?

Answer: All responses should abide by the page limits stated in the solicitation. Font size 11 will be allowed as well as size 12.

Question: May we submit projects that do not have CPARS?

Answer: Yes

Question: After reviewing the proposal requirements for this project, I have a couple of questions for you:

Questions submitted via email Amendment 3

Evaluation Factor 2 states:

(1) For Similar Projects sub‐factor, offeror shall provide documented experience working on similar projects as evidenced by the proposed project team members’ resumes.

The team members responsible for the design and construction of the project shall provide at a minimum least 3 projects in the past 5 years constructed within scope, schedule, and budget limitations.

Question: Does this mean you want to see 3 projects from the Design Firm and 3 projects from the Construction Firm, or 3 projects that the Design Firm and Construction Firm worked on together?

Answer: 3 projects that the design firm and construction firm worked on together.

Question: Can the age of projects submitted for this factor be extended to the past 7 years, in order to match the Factor 1 requirement of “two prior collaboration efforts in the last 7 years”?

Answer: Yes, we will consider projects in factor 2 in the past 7 years instead of the originally stated 5 years.
