A. The purpose of this amendment is to respond to contractor questions, provide Government responses and provide an interested vendors list.

B. The following contractor questions and Government response are provided for consideration:

Contractor Question 1: Under Past Performance, could we utilize existing past performance questionnaires submitted on other federal projects? In many instances, CO's/COR's have retired or relocated and are very difficult to track down.

Government Response: Yes. Ensure the information is relevant, recent and alternate points of contact are included.

Contractor Question 2: Could you please clarify if you are requesting full-time role for Quality Manager & Safety Manager or if these roles could perhaps be overseen by Superintendent or Project Manager. For Example, can Project Manager have dual role as Quality Control Manager.

Government Response: The Site Superintendent is the only position required to be on-site when work is being performed. The Quality Control Manager and Project Manager shall be different individuals; full-time positions are not required; it is the successful offeror’s responsibility to ensure the quality and management requirements of the contract are met.

Contractor Question 3: Drawings set is missing the Reflected Celling plan for the AREA B.

Please provide the reflected celling plan for Area B.

Government Response: Reflected Ceiling Plan does not exist. Field observations and measurements will be required for construction.

Contractor Question 4: Drawings set is missing the Panel Schedule and the one-line drawing.

Please provide the panel schedules and the one-line drawing to provide correct circuit breakers in the existing panel boards and Switchboard.

Government Response: See attached pdf for Panel Schedule, One-Line drawing and other Electrical Information pertaining to this project.

Contractor Question 5: Can additional site visits be scheduled?

Government Response: Yes, provided the Eagle Repository staff can accommodate them.

Contractor Question 6: We find the site visit information on page 38 of 46 rather than the page 37 referenced. Are we looking at this correctly?

Government Response: Yes, and the same information is listed on page 3 also.

Contractor Question 7: Two (2) different periods of performance are indicated on page 4 of 46.

Please clarify

Government Response: The period of performance will be based on the 365 calendar days cited on page 1, SF 1142. The exact dates will be based on when the Notice to Proceed is issued. These dates are system generated and will be corrected to reflect the best estimate but are not controlling.

Contractor Question 8: Please clarify the reference to ‘Box Elder’ on page 36 of 46, (e).

Government Response: The reference to Box Elder is typo, please disregard.

Contractor Question 9: Please verify if the project approach narrative is limited to ten or (20) pages. (page 40 of 46)

Government Response: The page limit is for this reference is 20 pages.

Contractor Question 10: Does a critical path bar chart type schedule presentation satisfy the requirements for a proposed progress schedule? (page 40 of 46).

Government Response: Yes, provided the narrative clearly demonstrates the requirement of the submittal.

Contractor Question 11: Item no. 5 of sub-factor 3 references ‘similar civil type projects’. Will vertical construction type projects satisfy this requirement?

Government Response: Yes; typo to be corrected.

Contractor Question 12: Costs for project manager (pm), site superintendent (ss) and quality control manager (qcm) are to be included. Please confirm.

Government Response: How you structure your offer is not something we can respond to. The positions cited in the Technical Proposal section for these positions are required, we are only requiring the Site Superintendent be on-site when work is being performed as cited in the contract clause. The Quality Control Manager and Project Manager shall be different individuals; full-time positions are not required; it is the successful offeror’s responsibility to ensure the quality and management requirements of the contract are met.

Contractor Question 13: A number of specifications sections (i.e. selective demolition, concrete unit masonry, etc.) are not directly addressed in the Bidding Schedule (pages 6 & 7 of 46). Will the Bidding Schedule be revised / re-issued or are these specification sections to be applied to currently listed line items?

Government Response: See the attached, revised Bid Schedule.

Contractor Question 14: On the cover of SF1442 it states no bid bond required, but on page 42 of 46 of the solicitation it states a complete proposal consists of … it includes a required bid/ offer guarantee. Can you clarify if a bid bond is required for this requirement? If so, can the bid bond be turned in electronically in lieu of sending a hard copy version.

Government Response: Yes, a bid bond is required and must be submitted electronically, with the proposal. See page 36 and 37 also for the amount. Mail only the paper bid bond to the Lakewood office address, Contracting, Lake Plaza North, 134 Union Blvd, Lakewood CO 80228.

Contractor Question 15: I have not been able to find the interested vendors list on SAM - could you please share a copy?

Government Response: The IVL is not available on the SAM site; see the listing below of interested vendors.

Contractor Question 16: Is there is desired start date for construction?

Government Response: Once the solicitation period ends, awardee is selected and post award is complete, we would then expect to issue the Notice to Proceed for construction.

Contractor Question 17: In the revised education space - fire sprinkler work area number 1 it mentions head locations being centered on ceiling tiles. Because these are dry pendant heads that would all require replacement if moved and the ceiling is being re-configured in an minor way is it acceptable to keep existing head layout if sprinkler coverage is maintained to code requirements?

Government Response: New ceiling grid is to match existing as close as possible. If Dry Pendant Heads end up being out of center than this is acceptable as long as the new grid matches the existing. Photo documentation of this procedure will be required.

Contractor Question 18: Please confirm required permits and inspections - is the anticipation that a CMR/COR or similar party will provide inspections, or will GC be required to pull local permits (Denver County, State of Colorado)?

Government Response: South Adams County Fire. Permitting will most likely not be needed. If any permits are required (they most likely won’t be due to federal land) than they, as well as any inspections, shall be conducted by the Title III, Construction Oversight firm who conducted the Title II design of the project.

Contractor Question 19: Is there an online or informational platform beyond email that will be used for project correspondence/RFIs/Submittals etc?

Government Response: Not at this time.

Contractor Question 20: Elisa thought it would be acceptable to use a portion of the unoccupied warehouse space for a construction office and share restroom facilities with FWS staff in lieu of separate trailer/facilities. Please confirm this is acceptable?

Government Response: This will not be acceptable and the GC will be required to occupy a Construction Office outside of the building and will also be required to provide portable restrooms for their workers on site.

Contractor Question 21: Please confirm if system commissioning is owner or contractor responsibility? If contractor responsibility should the commissioning be mechanical equipment only or mechanical and electrical commissioning services?

Government Response: This will be the responsibility of the Contractor and shall be both mechanical & electrical systems commissioning.

Contractor Question 22: I noticed that many project elements carry specific extended warranties for materials, can you please confirm the duration of the general construction warranty?

Government Response: One year from acceptance, unless otherwise specified elsewhere.

Contractor Question 23: Are past performance references from previous bids/projects in similar format to the attached template acceptable for inclusion with bid components for this submittal?

Government Response: Yes, see response to question 1 above.

Contractor Question 24: What is the existing roof system and were any cores taken to determine thickness of the existing roofing system?

Government Response: According to our archived, original drawings, the only information on the roofing system is that it is a Standing Seam Metal Roof, with Steel Purlins, Vapor Barrier retained with metals straps and 2 layers of Batt Insulation with a R30 combined value. Field investigation will be required. No cores have been taken.

Contractor Question 25: Is Thermoplastic Polyolefin (TPO) acceptable to use in lieu of EPDM?

Government Response: Thermoplastic Polyolefin (TPO) with a thickness no less than 60 mil is an acceptable substitute to EPMD.

Contractor Question 26: What are the dimensions of the existing roof curbs (RTU’s and EF’s)?

Government Response: Dimensions of existing roof curbs are unknown at this time. Field measurements will be required.

Contractor Question 27: For specification section regarding the OVERHEAD COILING DOORS 083323 – 4; Can the government verify which safety device they want?

Government Response: This project shall use Automatic Photoelectric Sensors; disregard the reference to “a. Sensor Edge Bulb Color: Manufacturer’s standard color.”.

Contractor Question 28: The specifications cite that steel erection is requiring an AISC certified erector. This is such a small portion of work; we could keep the cost down by waving this requirement. Will this be required?

Government Response: Yes, the use of a non-AISC erector for this project is acceptable.

Contractor Question 29: Do CPARS count towards page count?

Government Response: No, CPARs or other past performance data, questionnaires etc. will not count towards the page count limitations.

Contractor Question 30: Division 105613, section 2.3. Within that spec, Item E. and J. 3. are contradictory. Item E states that the widespan shelving should have flat metal shelves while Item J. 3 states that they should have record box support rails, which replace the shelves when included.

Government Response: The correct specification will be Item E, with the flat shelving.

Contractor Question 31: Fire alarm – recertifying the system, who is the existing fire alarm company (responsible party, permitting needed?)

Government Response: South Adams County Fire. Permitting will most likely not be needed.

Contractor Question 32: Security system -who is the existing contact?

Government Response: A security system review will be required; tracy_miller@fws.gov will be the contact for the review of security systems.

Contractor Question 33: Comm/Data – Is there a current low volt/data contract that services the building?

Government Response: Unknown at this time.

Contractor Question 34: On drawing E1 – Keynote #21 shows to remove and replace antiquated frogeye fixture on East wall, there is no scope on that wall. Should we plan on leaving that fixture in place or replace unit?

Government Response: Yes, plan on leaving that fixture.

Contractor Question 35: How much notice will they need for electrical shutdowns (24hr, 48hr, 1 week, etc)?

Government Response: 24 hrs. notice.

Contractor Question 36: When is the anticipated award and project start?

Government Response: Once the solicitation period ends, awardee is selected and post award is complete, we would then expect to issue the Notice to Proceed for construction.

Contractor Question 37: Will there need to be new lightning protection on the Sally port and RTU and if so assuming that it needs to be certified? Does the entire lightning protection system need to be certified?

Government Response: Lightning protection will not be required.

Contractor Question 38: 8. What will the required Working hours be for the contractor in the lab (nightshifts or/ standard day shifts)?

Government Response: Standard day shifts, with 24 hrs notification if power interruption is required.

Contractor Question 39: On drawing A2 Keynote #8 stats to save shelfing for turn over to USFWS. Will we need to haul off site to another building or just stack on a pallet at loading dock area?

Government Response: Store at loading dock area on pallets will be acceptable.

Contractor Question 40: Mural to be protected in room 102 (south wall per drawings), with raising ceiling height there will be some sort of patching right above the mural how would FWS like us to proceed? Can trim be installed and then finished?

Government Response: Patching, installation of trim the finished is acceptable if all murals are protected and remain covered and undamaged throughout the procedure.

Contractor Question 41: In room 106 once the walls have been removed and new ceiling height is installed most of the main runners will most likely have to be removed and new installed.

Would it be approved to remove replace all with new vs. trying to reuse and install new in sections?

Government Response: Yes, this is acceptable.

Contractor Question 42: Mineral wool is starting to be harder to find, due to Covid-19, would you be open to retro fit insulation?

Government Response: No. Mineral Wool will be required.

Contractor Question 43: Specification 210517 is for Wet Pipe Sprinkler System. The existing system is a dry pipe sprinkler system. Please provide a specification for the dry pipe system or advise if matching the existing system pipe/ fittings is acceptable. The existing main pipe is black with painted grooved fittings. The existing line pipe is galvanized with black threaded fittings.

Government Response: Matching the existing system pipe/fittings is acceptable.
