About this file
This document is an amendment to a solicitation for replacing two water control structures at the Bear River Migratory Bird Refuge in Utah. The contractor will provide all materials, equipment, labor, and supervision to demolish existing concrete walls, install new concrete walls, riprap and bedding, handrails, grating, and water control gates at Structures 64 and 65. The amendment provides responses to contractor questions, lists firms interested in the project, and extends the response due date to May 7, 2021 at 1900 hours. The U.S. Fish and Wildlife Service is the contracting agency. The amendment clarifies that handrails shall be hot dip galvanized, at least one cofferdam is required per structure, guardrail repairs are detailed in the drawings, and excavation is needed to install bedding below riprap. It also identifies disposal areas for cofferdam material and overburden.

A. The purpose of this amendment is to respond to contractor questions, provide the site visit attendees, provide site visit presentation and update interested vendors list.
B. The following contractor questions and Government response are provided for consideration:
Contractor Question 1: What type of finish will be on the new handrails? Epoxy paint, hot dipped galvanized etc. the specs are not clear for the handrail finishes.
Government Response:
New handrail and post pipes shall be hot dip galvanized per Structural Steel and Metal Notes on S-1 of the drawings and 051000 of the specifications.
Contractor Question 2: How many coffer dams will be required to block water flow to the work areas per bridge?
Government Response:
At least 1 coffer dam will be required at each structure. The contractor may install 2 if desired, but based on low water levels and evaporation rates, one (1) coffer dam will likely be suffcient with some pumping.
Contractor Question 3: What type of guard rail repairs are needed and on what bridges?
Government Response:
There are two locations total (one on each bridge) that requires guardrail repair detailed on S-3 and S-5 of the drawings.
Contractor Question 4: What will happen with the government provided dirt used to build the coffer dams after the project is completed? Is it to be wasted on site, returned to the stockpile it was pulled from, or disposed of by the contractor?
Government Response:
The Refuge Point of Contact will designate an approved area for the used cofferdam material, on-site.
Contractor Question 5: Will a SWPPP be required on this project? (The submittal list called for an erosion and sedimentation control plan.)
Government Response:
The Contractor shall prepare an Stormwater Pollution Prevention Plan (SWPPP) and shall coordinate with the County on the required details prior to start of construction.

Contractor Question 6: In reference to Drawing S12 does the new rip rap and bedding lie on top of the old? Or will Contractor need to excavate down 36" and remove the old material and install the new rip rap and bedding?
Government Response:
Contractor will have to excavate down to the desired depth to install the bedding below the riprap. The existing riprap can be salvaged and used in the riprap placement, but it is important to get the 12-inches of bedding placed below the riprap.
Contractor Question 7: If we are required to excavate the existing material, is there a place on site to dispose the over-burden/material that is removed?
Government Response:
Any additional muck or overburden material shall be disposed on-site at an area designated by the Refuge Project Contact.
Contractor Question 8: After attending the site visit and reviewing the project, we see no areas that need to be reseeded. Please identify the areas within the project boundaries that need to be considered for re-seeding.
Government Response:
No reseeding is required on this project.
Contractor Question 9: Due to the size of the project and the limited complexity of the deliverables, can the Project Manager also serve as the Quality Control Manager for this project?
Government Response:
Reference Sub-factor 3: Organizational Capabilities and Past Performance, pages 40 and 41 of the solicitation; No, the Project Manager and the Quality Control Manager shall be two different people. The Government is only requiring the Superintendent be on-site when work is being performed.
C. The scheduled site visit was held on 22 Apr 2021; attached are the site visit attendee list and the presentation that was given by the Architectural Engineering design firm.
