A. The purpose of this amendment is to respond to contractor questions, provide the geotech report, extend the proposal due date and provide a list of interested vendors.
B. The following is provided in response to contractor questions:
CONTRACTOR: 1) What is the deadline to submit pre-bid questions to you?
GOVERNMENT RESPONSE: There is no formal cutoff date for questions, however the end of the fiscal year is approaching and will limit our ability to extend the proposal due date to respond to questions.
CONTRACTOR: 2) Signs A4, are those panel signs also?
GOVERNMENT RESPONSE: They are a ¼” thick acrylic panel.
CONTRACTOR: 3) Is there a signage schedule for all signs?
GOVERNMENT RESPONSE: Sign Type A1 – 2; Sign Type A2 – 2; Sign Type A3 – 3; Sign Type A4 (C1F) – 3.
CONTRACTOR: 4) Can the schedule be excluded from the page count? Since the period of performance is 365 days, a detailed schedule will take multiple pages.
GOVERNMENT RESPONSE: Yes. The Schedule cited on page 36 of 42, Technical Proposal paragraph “2. Proposed Construction Progress Schedule, will not count against the overall page count.
CONTRACTOR: 5) According to Technical Proposal, 3.e, we are to provide resumes for our key personnel and subcontractors’ key personnel. This can take upward of 10 pages. Since we are limited to 40 pages, can resumes be excluded from the page count?
GOVERNMENT RESPONSE: Yes. The resumes will not count against the overall page count.
CONTRACTOR: 6) According to Technical Proposal 3.b, we are to provide a list of similar projects completed within the last 5 years. However, 3.d asks us to identify similar past or current contracts. Since 3.d asks for past or current contracts, can we include current projects in 3.b?
GOVERNMENT RESPONSE: Yes.
CONTRACTOR: 7) Technical Proposal 1.c asks us to provide an explanation of major subcontractors’ roles. Technical Proposal 3.c asks us to provide this same information again.
Since we are limited to 40 pages, where does the government want us to provide this information: 1.c or 3.c?
GOVERNMENT RESPONSE: Though the requirements are similar; they are different. Address each area and if needed refer to another paragraph of your offer.

CONTRACTOR: 8) Per page C301, please provide the topographical survey performed by DOWL in October 2019.
GOVERNMENT RESPONSE: The survey is available and attached to this amendment. The topographical survey is shown in the background of the Civil plan sheets. The selected contractor may request a CAD file of the topographical survey after selection; however, the contractor may not rely on the information provided in the CAD file and must rely on the sealed Project Plans.
CONTRACTOR: 9) Please confirm that no wet or dry type fire suppression system is required for this building.
GOVERNMENT RESPONSE: Fire suppression systems are not in the scope of work.
CONTRACTOR: 10) On sheet A104 the soffit shows T&T for the porch, nothing is shown for the soffits. Also see detail 3 A402. Detail 2 shows ½” plywood soffit and 1x8 T&G.
GOVERNMENT RESPONSE: All soffits shall be 1” x 8” wood tongue and groove.
CONTRACTOR: 11) The mechanical plans show a complete HVAC system and is also calling for radiant floor heating. Is it the intent to have a duel heating system?
GOVERNMENT RESPONSE: Yes, the building will have a dual heating system.
CONTRACTOR: 12) The outside of the trash enclosure is stucco. The inside finish is not specified. What is the finish on the inside of the trash enclosure?
GOVERNMENT RESPONSE: The inside finish shall be the same as the outside finish, both being stucco.
CONTRACTOR: 13) Paint Bollards correct?
GOVERNMENT RESPONSE: The bollards shall be painted yellow as specified in note 24 on sheet C201. This applies to bollards inside and outside of the propane and trash enclosures.
CONTRACTOR: 14) Can this bid form be simplified? As it is it has us breaking the bid down into two different breakdowns. Can this be done with the successful bidder only?
GOVERNMENT RESPONSE: No. We appreciate the effort offerors go to in providing this level of detail, however the division breakout will facilitate our evaluation process and the accounting breakout will aid in our subsequent award process.

CONTRACTOR: 15) What is the exterior wall top plate elevation on common exterior walls? I see the Well Building is +9.0’. What is wall height for the H.Q. / Office Building?
GOVERNMENT RESPONSE: The wall top plate elevation is +9.0’.
CONTRACTOR: 16) Please specify SIPS Wall hold down anchor type, part model no. if Simpson type or other manufacturer, + anchor locations. Then we can provide them based on your lateral load design requirements.
GOVERNMENT RESPONSE: Per specification section 06 1200 1.4-B, the SIP panel supplier shall submit calculations and shop drawings detailing the connections and hardware used for the lateral resisting system. The design shear loads and chord forces transferred into the SIP panels from the roof diaphragm are summarized on the Roof Framing Plan, drawing S202.
CONTRACTOR: 17) We are not FSC certified. Is non-FSC framing members manufactured internally in our SIPS acceptable? FYI, There is no FSC Certified OSB wood sheathing manufacturers in the industry.
GOVERNMENT RESPONSE: The FSC certification provides confirmation that the conditions of the ‘Buy America Act’, applicable to this project, are satisfied. The intent of the ‘Buy America Act’ is to demonstrate full chain of custody for the SIP panel project materials. If non-FSC framing members are supplied the source of material, from forest to supplier, must be included with the submittal for review by the owner and design team. If all material, processes and suppliers involved in the product delivery are responsibly sourced in the United States a variance from the FSC certification requirement will most likely be approved.
CONTRACTOR: 18) Regarding the Total Small Business Set Aside requirement for this project – Do all Subcontractors need to be below the $39.5 Million threshold?
GOVERNMENT RESPONSE: No. The successful awardee must be a small business as cited in the Federal Acquisition Regulation (FAR) provisions FAR Part 19.1, Size Standards, 52.219-6 Notice of Total Small Business Set-Aside and underlying CFR, and comply with the FAR provision cited on page 19, 52.219-14 Limitations on Subcontracting; see paragraph c (3); "...(3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees..."
CONTRACTOR: 19) Will the Government preapprove materials and equipment?
GOVERNMENT RESPONSE: No. We don't preapprove material or equipment submittals during the solicitation phase. It is the successful contractors responsibility to comply with the specifications and drawings. If the successful, awarded contractor wants to offer an equal product, they may do so through the material submittal phase, after contract award. Based on a review of available data the following is added to the specifications:

1. MECHANICAL EQUIPMENT SUBSTITUTION APPROVALS: Prior approvals for equipment substitutions are based upon manufacturer’s name only. No material submissions have been reviewed. Any substitutions shall meet the specification for the product specified. Any costs associated with electrical modifications necessary due to a product substitution shall be the responsibility of the mechanical contractor.
