About this file

This document contains questions and responses regarding Amendment No. 1 to Solicitation No. 140F0321R0007 from the Department of the Interior Fish and Wildlife Service. The solicitation involves repairs to the South Stairs at the Oregon Islands National Wildlife Refuge, including replacement of corroded stair treads and hardware, installation of a concrete base at the bottom of the stairs, and minimization of vegetation disturbance with restoration requirements. Responses address beach access permitting requirements, full funding availability contingent on pricing, replacement of all hardware with each tread, recommendations but no work items for a concrete landing, contractor responsibility for temporary construction including footing shoring, and no limitations on work windows besides preferring spring through fall.

Questions and Responses Amendment No. 1 to Solicitation

No. Question and/or Notes Response Date of Posting

1 Where is the closest beach access and how do we get permission?

You will want to contact Jay.sennewald@oregon.gov at the Permit Office about Beach Access. There is a Beach Access at Tish-a-Tang and at the End of Madison Avenue [though this requires permission from an adjacent private land owner too and is tidally restricted].

It is expected there will be a potential Shoreline Access Permit and a potential Ocean Shore Alteration Permit.

In addition, it maybe necessary to coordinate with the City of Bandon if you want to use the City's Beach Access Point.

TBD.

2 Why are the flights of stairs listed separately? Is there full funding?

It is thought Full Funding is available for the entire project. However, this will depend on Contractor pricing received to perform the Work. There is a realization Material Prices have increased.

The Bid Schedule is separated according to Stair Run [Stair Flight], which maximizes funding flexibility in the event there is a funding limitation. The Stair Tread Runs showing a higher amount of corrosion are labeled as Base Tasks and are prioritized ahead of Stair Tread Runs showing a lower amount of corrosion, which are labeled as Option Tasks.

TBD.

3 Do we want to replace all of the hardware for the stair stringers? Yes, for Each Stair Tread Replacement, this includes Replacement of All Associated Hardware to include Bolts, Nutes, Washers and All Associated Connectors framing and securing into the Wood Stringers. TBD.

Is there anything in the plans to address the bottom step of the stairs and how high it is? [Sand has washed out creating a high step].

There is a recommendation to install a Concrete Base at the Bottom of the Stairs.

There is currently no Work Item in the Statement of Work to include Construction of a Reinforced Concrete Landing Pad or Reinforced Concrete Base at the Bottom of the Stairs. With the tides, the sand profile frequently changes. If a Reinforced Concrete Landing Pad is installed, what about undermining of the Pad?

TBD.

5 Is there anything in the SOW to sure up the existing footings?

Do you mean to shore up the existing footings?

No there is no Construction Detail Drawings in the Solicitation showing a potential layout for shoring up existing footings.

However, please note, Temporary Construction including Design and Installation of Temporary Construction is the responsibility of the Contractor. The requirement, whether or not to shore up existing footings, is to be determined by the Contractor as a Design-Build Element.

TBD.

6 Is it ok to disturb vegetation during construction? What are the limitations on this?

Minimize disturbance of vegetation to the maximum extent feasible. Any Areas Disturbed during Construction shall be restored to 'as is' or 'improved conditions.'

For example, if vegetation is removed, replacement vegetation shall be planted. For re-plantings, native vegetation or seed mix is requested.

As this is a Bluff, disturbance should be minimized, because increased disturbance could create future erosion control problems.

TBD.

7 Are there any ESA concerns or time of year to be avoided? There is no Endangered Species Act (ESA) concerns. There is currently no limitation on time of year to perform the On-Site Work, however, spring, summer, and fall work windows would be preferred. TBD.

It appears, there is a missing attachment in the Solicitation.

Please find attached, "Repair Drawings - Longitudinal X-Bracing" provided as a separate attachment to this Question and Response - Amendment 1 Document.
