Little White Salmon National Fish Hatchery (2021 01 11) Statement of Work
Nursery Building Floor Resurfacing and Repainting
1. General:
1.1 The nursery building at Little White Salmon National Fish Hatchery (56961 SR-14, Cook, WA
98605) needs to have the floor stripped of all paint and coated with an industrial strength floor coating to provide a non-slip, safe surface.
1.2 The hatchery staff painted over existing paint after attempting to remove as much loose paint as possible which ultimately has proven ineffective. Patches of the new paint is pulling off the older paint as it breaks loose from the floor. The nursery floor is wet much of the year. The goal of this project is to provide a good traction floor surface to prevent slip and fall accidents.
2. Place of Performance and Period of Performance
2.1 The nursery building is located at Little White Salmon National Fish Hatchery 56961 SR-14, Cook, WA 98605.
2.2 Work needs to be performed between June 1st, 2021 and completed by July 7th, 2021. The nursery building is in use for fish production outside of this date range. This date range is firm.
Final invoices shall be submitted in ipp.gov on or before July 26, 2021.
2.3 Normal Hatchery operating hours are Monday – Friday, 7:30 a.m. – 4:00 p.m. Hatchery is closed July 5th,, 2021. Work is to be performed during these hours. After hours and weekend work times may be permitted by hatchery manager. In the event of emergencies, Contractor shall provide contact information.
3. Scope

A. The contractor will provide product submittals that include product data, application requirements, etc. for the coating product to be utilized. The product selected shall be industrial grade and provide a durable, waterproof seal with a non-slip surface when wet.
Further the coating shall be low VOC, impact-resistant, and chemical resistant. The installation shall be completed by an applicator with a minimum of 3 years experience in work of similar nature and scope and have experience with the specified product.
B. Hatchery staff will remove as much equipment from the floor as possible. The contractor shall tent/cover all structures/equipment that remain in the building during project work.
C. The water will be shut off weeks prior to the work to be done. The contractor is responsible for ensuring the proper floor conditions exist and meet all manufacturer’s requirements prior to starting the floor preparation and application of coating Using:
- ASTM F 1869 Standard Test Method for measuring Moisture Vapor Emission Rate of Concrete Subfloor Using Anhydrous Calcium Chloride.
-ASTM F 21740 Standard Test Method for Determining Relative Humidity in Concrete Floor Slabs Using in situ probes.
Preparation:
D. The contractor shall remove all existing paint down to bare concrete. The areas under the
“egg stacks” will not be stripped or coated. The coating will extend up the front surface of the “egg stack” curbs and just over the top. The ends of the rows of stacks will be coated as much as possible. Areas between the fish tanks will be prepared and coatedas access allows. Any metal supports attached to the floor areas will be prepared and coated as well up to curb height (approx. 6 inches) to prevent metal from rusting and staining floor.
E. Prepare metal for coating using solvent or power tool to remove any existing rust, oils or debris.
F. Concrete surface shall be mechanically abraded or abrasive blast cleaned to remove all laitance to provide a uniform surface.
G. The contractor is to examine the floor to determine if it is in a satisfactory condition to proceed with application of the coating system. Contractor shall notify COR if floor is damaged and requires repair.
H. The dust from stripping the floor must be contained and collected as much as possible.
I. The drains in the floor lead to the river and must be sealed so as not to allow any dust/debris or paint to enter the waterway. Any debris the enters the floor channels must be immediately removed. All debris/dust that is collected must be disposed of in an approved manner.
J. The floor coating color will match the existing blue paint as close as possible. Provide hatchery staff color options as part of the product submittal.
K. Texture/Grit will be added to the coating to provide a suitable level of traction for a wet floor surface. The grit shall be “medium level,” and suspended or mixed into the coating prior to application. Top broadcast of texture/grit is not acceptable.
L. The approximate area to be treated and coated is 145’ x 48’ M. The contractor is responsible for installation, removal and cleanup of all tenting/cover material and debris generated during the project appropriately.
4. Deliverables and/or Delivery Schedule: (for extended list a bid schedule and/or use of line item detail on the PR is recommended
