Little White Salmon National Fish Hatchery (2021 03 03) Statement of Work Nursery Building Floor Resurfacing and Repainting

1. General:

1.1 The nursery building at Little White Salmon National Fish Hatchery (56961 SR-14, Cook, WA 98605) needs to have the floor stripped of all paint and repainted with a waterproof paint/epoxy to provide a non-slip, safe surface.

1.2 The hatchery staff painted over existing paint after attempting to remove as much loose paint as possible which ultimately has proven ineffective. Patches of the new paint is pulling off the older paint as it breaks loose from the floor. The nursery floor is wet much of the year. The goal of this project is to provide a good traction floor surface to prevent slip and fall accidents.

2. Place of Performance and Period of Performance

2.1 The nursery building is located at Little White Salmon National Fish Hatchery 56961 SR-14, Cook, WA 98605.

2.2 Work needs to be performed between June 1st, 2021 and completed by July 7th, 2021. The nursery building is in use for fish production outside of this date range. This date range is firm. Final invoices shall be submitted in ipp.gov on or before July 26, 2021.

2.3 Normal Hatchery operating hours are Monday – Friday, 7:30 a.m. – 4:00 p.m. Hatchery is closed July 5th,, 2021. Work is to be performed during these hours. After hours and weekend work times may be permitted by hatchery manager. In the event of emergencies, Contractor shall provide contact information.

3. Scope

3.1 A. The contractor will provide product submittals that include product data, application requirements, etc. for the coating product to be utilized. The product selected shall be industrial grade epoxy and provide a durable, waterproof seal with a non-slip surface when wet. Further the coating shall be low VOC, impact-resistant, and chemical resistant. The installation shall be completed by an applicator with a minimum of 3 years experience in work of similar nature and scope and have experience with the specified product.

B. Hatchery staff will remove as much equipment from the floor as possible. The contractor shall tent/cover all structures/equipment that remain in the building during project work.

C. Product will be a high performance industrial-grade floor epoxy such as Rust-Oleum CPS OverKrete 8100 using a 16 mil primer coat , base coat of 5-8 mils and a glaze coat of 16 mils or similar product. Final thickness of coats shall be determined by contractor and applied per the manufacturer’s specifications for a long-lasting coating. Product shall provide for corrosion resistance, high abrasion resistance, anti-skid surface, and be easy to clean. A 5 year warranty covering the product against peeling and bubbling is required. If utilizing an “equal” product, products designed for household use are unacceptable.

D. The water will be shut off weeks prior to the work to be done. The contractor is responsible for ensuring the proper floor conditions exist and meet all manufacturer’s requirements prior to starting the floor preparation and application of paint Using:

- ASTM F 1869 Standard Test Method for measuring Moisture Vapor Emission Rate of Concrete Subfloor Using Anhydrous Calcium Chloride.

-ASTM F 21740 Standard Test Method for Determining Relative Humidity in Concrete Floor Slabs Using in situ probes.

Preparation:

E. The contractor shall remove all existing paint down to bare concrete. The areas under the “egg stacks” will not be stripped or coated. The coating will extend up the front surface of the “egg stack” curbs and just over the top. The ends of the rows of stacks will be coated as much as possible. Areas between the fish tanks will be prepared and coated as access allows. Any metal supports attached to the floor areas will be prepared and coated as well up to curb height (approx. 6 inches) to prevent metal from rusting and staining floor.

F. Prepare metal for coating using solvent or power tool to remove any existing rust, oils or debris.

G. Concrete surface shall be mechanically abraded to bare concrete using a “dustless system” or something similar or abrasive blast cleaned to remove all laitance to provide a uniform surface.

H. The contractor is to examine the floor to determine if it is in a satisfactory condition to proceed with application of the coating system. Contractor should not proceed if conditions are not satisfactory.

I. Concrete surface shall be primed with appropriate primer for epoxy coating J. The dust from stripping the floor must be contained and collected as much as possible.

K. The drains in the floor lead to the river and must be sealed so as not to allow any dust/debris or paint to enter the waterway. Any debris the enters the floor channels must be immediately removed. All debris/dust that is collected must be disposed of in an approved manner.

L. The paint color will match the existing “Safety Blue” paint as close as possible.

M. Texture/Grit will be added to the paint to provide a suitable level of traction for a wet floor surface.

N. The approximate area to be treated and painted is 145’ x 48’ O. The contractor is responsible for installation, removal and cleanup of all tenting/cover material and debris generated during the project appropriately.

4. Deliverables and/or Delivery Schedule: (for extended list a bid schedule and/or use of line item detail on the PR is recommended

4.1 Completed floor/site preparation and paint. The final product will be a well adhered non- peeling/ bubbling surface. It will be a uniform color/coating that provides adequate traction for a wet floor surface that will last for years.
