Amend 3 Attach 2 Solicitation 140F0221R0018 Questions and Answers to date August 31, 2021
Bidder Question Responses:
1. Drawing C-402 shows the PV Array canopy, section 1 shows the columns marked as HSS
8.625 x 1/2" typical - 8 x 10 tube structure, are the columns to be round or rectangular? In detail A the columns are shown as HSS 8,625dia. x 1/2", typical with dark thick line, is the dark line just to point at the column or is this a tube coming off the side of the canopy? Also, on the steel scope I received it states HSS columns - (9) 8 x 10 tube structure and then roof framing has HSS 8.625 x 1/2". Please clarify what type of column we are providing round or rectangular?
Response: Column basis of design is HSS 8.625 x 1/2", delete reference to 8x10 tube.
The diagonal line coming off the side of the canopy is a callout reference only and not mean to indicate a separate member. Also please note that the members shown are intended for bidding purposes and minor deviations for fabrication method are acceptable. The contractor is responsible for a detailed delegated design submittal per the associated notes on drawing C-402.
3. Regarding Amendment #1 Questions and Answers #11:
We are to bid the entire roadway and parking lot using the Parking Lot Rehabilitation detail #2 from C-105 on the roadway plans?
The 2” of additional stone with double seal oil and chip treatment that is shown as base bid will not be utilized anywhere?
Please clarify the difference (if there is any) of the rehabilitation plan for the Parking Lot area and the Roadway area, as they are shaded in darker and lighter colors. The drawings appear somewhat confusing. Both Details 2/C-105 and 3/C-105 show 2- 1/2"asphalt binder course and 1-1/2" asphalt surface course and no "oil and chip". I am assuming this is the detail for the Parking Lot area? It is not referenced on C-103.
Drawing C-103 has a note pointing to the Parking Lot area calling for "oil and chip surface treatment". Also, please confirm the composition of the Roadway plan - 2" crushed stone and double seal oil and chip surface treatment only, as shown on 1 and 3/C-105? Is Amendment #1 Q#11 answer "Quote Item #2 assumes use of an asphalt cap is included in the rehabilitation" talking about the Roadway area receiving an asphalt cap as well. Please clarify.
Response: Base bid condition for both the roadway and parking lot is double seal oil and chip treatment. The additive item is to delete oil and chip in the parking area only and replace with full depth asphalt pavement, the oil and chip treatment remains on the roadway regardless. The small new employee parking area north of the new building is full depth asphalt pavement regardless (no additive items associated with this area).
4. Regarding the Vapor Retarder installed on the inside face of studs of exterior walls.
Drawing 2/A-302 shows a 6 mil poly vapor barrier however, the specs call for 10 mil.
Please clarify.
Response: Provide 6 mil vapor barrier as indicated on the drawings.
6. Drawing 1/A-301 shows an Air and Drainage Barrier on the outside of the studs however, specifications for that are not provided. Please provide specifications.
Response: Exterior air barrier is not required, extend interior vapor barrier across top plate of wall typ, through sheathing joint and tape to exterior face of Zip sheathing system across joint (which serves as the exterior air barrier).
7. Questions regarding Voice and Data scope:
Why does the 24x36x30" cabinet need a 24-Strand Fiber Shelf?
Is Fiber part of this project? If so, can you provide the details?
Do we need to quote Ladder Tray in the wiring closet(s)?
Response:
a. On Detail 8/E501, delete the fiber optic termination shelf.
b. In Specification Section 271500, delete references to fiber optic termination shelf and fiber optic cables.
c. As shown on Detail 1/E102 and Drawing C-105, the intention is for contractor to provide 1-4” conduit from the building to the Spectrum interface. Coordinate with Spectrum to provide the cable in the conduit. Cable will be provided by Spectrum.
d. Ladder tray not required.
8. Regarding the Horizontal Louver Blinds according to spec section 12 21 13. Please confirm these blinds will only be required on the windows in the in rooms identified as “office”, “conference”, or “multi-purpose” according to the specs. Also, should this scope be part of Phase 1 or Phase 2?
Response: Correct – window blinds are only required in the rooms indicated and are included in Phase 2.
9. Drawing A-101 Room Finish Schedule calls for "Stained Concrete and sealer" on select rooms. Please confirmed that this is a topical stain product which is applied to the concrete after installed and dried - and that is different from the "colored concrete" on the outside hardscapes which is a pigment added to the concrete mix. Please provide specifications for the concrete stain product. Otherwise those select rooms would have to be formed separately for separate concrete pours.
Spec book contains a section for Polished Concrete Finishing 03 35 43. However, the finish schedule does not call for this. Please advise.
Please provide specifications for the concrete sealer to be used on select rooms according to the finish schedule on A-101.
Response: For all interior slabs indicated as “stained concrete and sealer” provide integral slab color and smooth power-trowel finish with clear waterborne sealer. Delete references to stain and polishing. Color shall be as selected by the owner from the manufacturer’s full range of standard offerings but for bidding purposes the basis of design color shall be “Dark Brown” integral color by Stampcrete (2 pails per yd) or equal.
It is understood that some room slabs may need to be placed separately from the surrounding slabs to accomplish this.
10. The specs indicate the interior window trim (jamb extension, face trim etc) is to be painted [ref section 062023 2.4] however the interior of the new windows is to be stained and receive polyurethane finish. Can you clarify if the interior wood trim is to receive transparent or painted finish.
Response: Interior trim shall have satin/polyurethane finish throughout.
11. Please specify the fault current rating of the SPD on panel MDP
Response: Rating of the surge protective device shall be the same as the MDP panel itself, 30,000 AIC
12. We need clarification on Quote Item #8
1. Nothing is shown on the plans detailing the 3 additional charging stations requested
2. No wire or breaker sizes are show nor indicated Response: Correction - For quote item #8, provide an install one additional duplex charging station pedestal adjacent to the western/uncovered charging pedestal that’s included in the base bid.
a. On Drawing E-604, at MDP, provide one additional 40A/2P and one additional
20A/1P breaker, with conduit/cable types H and I, respectively. Join conduit/cable types H and I to the 1-4” conduit previously shown as an Additive Bid Item. The 4” conduit contains 3-#4 AWG with 1-#6 AWG ground, 2-#8 AWG with 1-#8 AWG ground, and one pull rope to facilitate installation of future conductors.
b. On Drawing C-105, the 4” conduit and pull box shown as Additive Bid Item, should be part of the Base Bid. Provide pull rope with conduit. The conduit runs from the Building to the parking area. As part of Quote Item #8, provide conductors in this conduit for a third charging station. Third charging station to be located approximately 20’ west of the western base bid charging station, west of the PV shade structure.
13. Drawing C015 indicates an empty 4” conduit starting in the electrical room and terminated near the PV Shade Structure – No Additive Bid Item is shown on the Quote Schedule for this conduit.
Response: Correction - include empty 4” conduit indicated as part of the base bid and not as an additive item.
Additional Clarifications & Revisions:
For information only – there have been inquiries about sourcing for FSC certified wood products for rough carpentry and roof trusses. A Directory of FSC certified vendors is available here FSC Public Search. Please note that in response to the concerns raised, the A/E has reached out to one potential vendor (84 Lumber) who noted they can provide commonly used FSC certified products.
84 Lumber noted that they will quote the entire package, including roof trusses if requested. Contact was made with a Claire Steadman (sp?) at 800-487-8422. 84 Lumber Certifications | 84 Lumber (84lumbereast2.azurewebsites.net)
ALTERNATE OPTION:
If FSC certified wood requirements cannot be achieved – the LEED credit may be accomplished though an alternate Option, refer to the summary from the “Building Product Disclosure and Optimization – Sourcing of Raw Materials” credit below (refer to full credit description for additional information):
OPTION 1. RAW MATERIAL SOURCE AND EXTRACTION REPORTING (1 POINT)
Use at least 20 different permanently installed products from at least five different manufacturers that have publicly released a report from their raw material suppliers which include raw material supplier extraction locations, a commitment to long-term ecologically responsible land use, a commitment to reducing environmental harms from extraction and/or manufacturing processes, and a commitment to meeting applicable standards or programs voluntarily that address responsible sourcing criteria.
• Products sourced from manufacturers with self-declared reports are valued as one half
(1/2) of a product for credit achievement.
• Third-party verified corporate sustainability reports (CSR) which include environmental impacts of extraction operations and activities associated with the manufacturer’s product and the product’s supply chain, are valued as one whole product for credit achievement calculation. Acceptable CSR frameworks include the following:
• Global Reporting Initiative (GRI) Sustainability Report
• Organization for Economic Co-operation and Development (OECD) Guidelines for
Multinational Enterprises
• U.N. Global Compact: Communication of Progress
• ISO 26000: 2010 Guidance on Social Responsibility
• USGBC approved program: Other USGBC approved programs meeting the CSR criteria.
