About this file

This document is an amendment to a solicitation for the Houghton Dam Removal project at Sand Lake National Wildlife Refuge in South Dakota. The amendment responds to contractor questions, updates the bid schedule, provides design data, and extends the proposal due date to August 23, 2021 at 1900 hours local time.

The amendment includes responses to seven contractor questions regarding minimum breach depths, water control plans, testing responsibilities, surveys, and site utilities. It also attaches a redacted final design submittal for information purposes and a revised bid/proposal schedule incorporating an item for a signed post-excavation survey. The related federal contract opportunity notice seeks a contractor to remove a 110-foot spillway, excavate a trapezoidal channel, install riprap, and construct a new guardrail for the project. The solicitation was issued by the U.S. Fish and Wildlife Service and has a period of performance from August 23, 2021 to January 28, 2022.

Solicitation Amendment

Document 140F0121R0033-0002

Document Title Houghton Dam Breach, Sand Lake NWR South Dakota Page 2 of 3

A. The purpose of this amendment is to respond to contractor questions, update the bid/proposal schedule, provide design data and extend the proposal due date. NOTE THE RESPONSE IN QUESTION 1.

B. The following contractor question and Government response are provided for consideration:

1. Contractor Question: There is a note stating that if the bottom slab of the existing spillway is at minimum breach depths it can stay, what is the elevation of minimum breach depth? Also if it is at the minimum breach depth and bottom of structure remains, what would happen with the future rip rap? It is stated that top of bottom of spillway is at

1285.2 and top of new rip rap is to be at 1282.5, what is would the plan be if existing concrete was left with the 3’ difference.

Government Response: The concrete base of the existing spillway slab can remain based on hydraulic analysis of the breach. If the contractor elects to leave the base of the spillway in place, we want them to install 24” of rip rap on the upstream, downstream of the base and along the banks of the breach. The “fill” bench and slopes below water on the downstream side of the breach do not need to be achieved in the field by the contractor, the natural bottom of waterway is considered sufficient.

2. Contractor Question: It is assumed that the water is around 1287 based on plan elevation of existing structure and the plan from talking with Robert is to not have to dam off the water. The existing toe is at 1270 (80’ out) and the new grade is shown to be

1282.5 which is 12.5’ of fill with no compaction requirement shown. Is the true intent to dam off the water which is currently 17’ deep?

Government Response: Recent measurements indicate that the base of the spillway is approximately EL 1285.2. Water levels at the spillway were measured to be approximately EL 1287.0.

3. Contractor Question: Can the excess excavation from the slopes be hauled off instead of being placed on the south side in the water as to not to disturb any existing elevations except the 8’ on each side of existing slab to allow for the 2.5’ of new rip rap and bedding to get it to the 30’ width?

Government Response: Excess soils from the excavated breach should be transported off site to an appropriate disposal site.

4. Contractor Question: How does the Government envision the water control be achieved via coffer dam, if so how is it to be installed?

Government Response: We would want construction to be completed at the lowest water surface elevation possible, and the idea would be to 1st excavate a channel to the east to allow river flows to pass around the structure. Then use a combination of bulk bags/aqua dams to divert water from the area they are directly working in. Knowing that we should only need about 3-feet of cofferdam, this will be a suitable plan. The bulk bags would likely be installed on both the upstream and downstream side. The riprap could be installed in the wet.

5. Contractor Question: Are temporary lab and site utilities required for this project?

Government Response: No temporary Lab or Utilities to be installed at the project.

However, they need to have communication abilities in the event that someone needs to call emergency services. Cell phones will suffice so long as cell service is available at the site. Portable lavatory should be installed on site and removed when project complete.

6. Contractor Question: What is there for testing responsibilities of the Contractor?

Government Response: No testing required for this project. QA will be achieved by post-excavation survey with statement that all elevations (above waterline) specified in the contract drawings were achieved. Survey to be signed and sealed by a South Dakota licensed surveyor.

7. Contractor Question: Is the preconstruction survey required for this project?

Government Response: No preconstruction survey required. They may rely on the Lidar information and topo in the contract drawings. If there is any discrepancy from the lidar and actual elevations, they should be reconciled by referencing areas outside of the disturbed/excavated areas and adjusting elevations based on averaging points beyond the project area.

C. The attached Redacted Final Design Submittal is provided for information only and shows supporting data used in developing the final design. Nothing in this attachment is intended to supersede the solicitation documents originally provided by this solicitation.

D. The attached Bid/Proposal Schedule is provided and incorporated to the solicitation and supersedes the initial one. A line for Item 10 - Signed Survey Confirming Limits of Excavation, was added to the Bid/Proposal Schedule.

E. The response due date and time is extended to Monday, 23 Aug 2021, 1900 hours local time. Please provide acknowledgement of this amendment.

F. All other terms and conditions remain unchanged.
