SECTION 5 – EVALUATION OF QUOTATIONS

5.1 GENERAL INSTRUCTIONS

Quotations shall be prepared and submitted in accordance with the instructions contained in Section 4 of this RFQ. The technical submission will be evaluated separately from the price submission.

5.2 BASIS FOR AWARD

Award shall be made to the responsible Quoter whose quote, in conforming to this RFQ, provides the overall best value to the Government, technical and all other evaluation factors and price considered. Since it may be in the best interest of the Government to consider award to other than the lowest priced Quoter, or other than the highest technically rated Quoter, the Government will use a tradeoff source selection approach to determine the quotation that represents the best overall value to the Government. Technical and other evaluation factors are more important than price. However, between submissions that are evaluated as technically equal in quality, price will become a major consideration in selecting the successful Quoter.

Quotations will be evaluated based on information submitted in the Price and Technical quotations.

The Government reserves the right not to make an award as a result of this competition if necessary.

5.3 Evaluation Methodology

The Government intends to award a single contract from this solicitation to the responsible Quoter whose quote, conforming to the solicitation, represents the best value to the Government, price and other factors considered. The Government reserves the right to award one or no

Replacement Page 12 contract at the Government’s discretion. The Government intends to award without exchanges, however, it reserves the right to have exchanges if deemed necessary. For efficiency, the Government may conduct exchanges, including an invitation to provide an oral presentation, only with one or more of the most highly rated Quoters. To be eligible for award, Quoters must be registered in the System for Award Management (SAM).

One award is anticipated to be made based upon an integrated assessment of the evaluation factors described below. The evaluation factors are:

Factor 1 Technical Factor 2 Price

The Government reserves the right to:

(1) Reject the submittal if such action is in the public interest;

(2) Accept other than the lowest price submittal; and/or

(3) Waive informalities and minor irregularities in quotes received.

The Government will evaluate quote using the evaluation factors set forth below. The Government will assign a confidence rating to Factor 1 and not Factor 2 (Price).

5.3.1 Technical Evaluation

The Government will evaluate the technical factor by assessing its overall level of confidence, as well as the confidence associated with each individual evaluation criterion, as outlined below:

5.3.1.1 Staffing Plan and Food Service Operations Plan: The Government will evaluate the extent to which the Quoter’s approach demonstrates the ability to provide reliable, continuous cafeteria service and is scalable to meet changing demand. (See 4.3.1.2)

5.3.1.2 Quality Control Plan: The Government will evaluate the extent to which the Quoter’s quality control system ensures consistent, high-quality food service. (See 4.3.1.3)

5.3.1.3 The Quoter’s proposed deliverable schedule for clarity, completeness, feasibility, and consistency with the requirements of the order. (See 4.3.1.4)

5.3.1.4 Past Performance: The Government will evaluate the Quoter’s demonstrated prior performance on similar food service or related service contracts. (See 4.3.1.5) (Please note: If a Quoter does not have relevant past performance, the Government will assign a Neutral confidence rating. A Neutral rating reflects the absence of past performance information and will not disadvantage the Quoter in the evaluation.)

5.3.2 Price Evaluation

Since this is a no-cost contract, the Government will evaluate the Quoter’s proposed menu prices and price rationale to ensure that prices charged to customers are fair and reasonable based on commercial market comparison, proposed price build-up, market analysis, and any proposed commission structure. Unreasonably high or low prices or unsupported pricing methodologies may make the offer unacceptable.

Replacement Page 13

5.4 AWARD WITHOUT COMMUNICATIONS OR CLARIFICATIONS

EXCHANGES AND ORAL PRESENTATION BACKGROUND

INFORMATION

The Government reserves the right to award without communications or clarifications, so it is in the best interest of each Quoter to include their most favorable terms in the initial submission.

However, the Government reserves the right to conduct communications or clarifications and to permit Quoters to revise their submissions.

Any exceptions or deviations by the Quoter to the terms and conditions stated in this RFQ for inclusion in the resulting award may make the Quote unacceptable for award with or without communications or clarifications.

This is a commercial acquisition conducted in accordance with FAR Part 12. FAR Part 15 procedures, including the conduct of discussions under FAR 15.306, do not apply. Any exchange of information the Government elects to conduct will not constitute discussions or oblige the Government to conduct discussions. Exchanges may occur during the oral presentation, however these exchanges during the oral presentation will not result in quote revisions being allowed to be submitted.

Quoters shall submit written Technical and Price Volumes in accordance with the instructions herein. The Government will conduct an initial evaluation of the Technical and Price Volumes prior to scheduling oral presentations. Based on this initial evaluation, the Government may notify quoters whether their written submission is considered competitive for award.

This notification is provided for informational purposes only to allow quoters to make an informed business decision regarding whether to proceed with the oral presentation. A quoter’s decision to proceed or not proceed with the oral presentation shall be solely at the quoter’s discretion.

The Government’s advisory notification does not constitute discussions, does not obligate the Government to conduct discussions, and does not represent a final evaluation, ranking, or award decision. The Government reserves the right to proceed with oral presentations for any or all quoters, regardless of any advisory notification.

Oral presentations will be conducted within a 75-minute block. Quoters will be provided for up to forty-five (45) minutes to present. The Government expects four (4) to seven (7) participants.

Upon completion of the presentation, the Government may take a ten (10) minute breakout period, followed by up to twenty (20) minutes for exchanges with the quoters, as deemed necessary by the Government and then the oral presentation will be formally concluded. The Contracting Officer will communicate directly with quoters to provide logistical details for the oral presentation.

Replacement Page 14

5.5 SHARING CONTACT INFORMATION AFTER AWARD

As a general practice, the Government does not release the identities or contact information of unsuccessful quoters to the awardee. However, an unsuccessful quoter may choose to allow the Government to share its business contact information with the awardee for potential future teaming or subcontracting opportunities. Quoters who wish to opt in should clearly state in their quote that they consent to the release of their contact information. This election is entirely optional and will have no impact on the evaluation of quotes or the award decision. If no such consent is provided, the Government will continue to treat the quoter’s information as confidential.
