About this file
This is a Single Source Determination document under the Simplified Acquisition Threshold for a commercial product issued by the Department of the Interior, Interior Business Center, in support of the Office of Aviation Services (OAS), Alaska Regional Office.
The Government requires one factory remanufactured, zero total time Continental engine, model IO-550F-12B for inventory to support a Cessna C206G aircraft that has been converted to use this specific engine. The anticipated delivery timeframe is 6-9 months after order placement. The procurement is being set aside for small businesses and requires brand name Continental engines. Continental Aero Technologies, located at 2039 South Broad Street, Mobile, Alabama 36615, is identified as the single source to be solicited. The justification for the single source determination is based on FAA Type Certificate requirements; the Continental IO-550F-12B is the only engine approved by the FAA and eligible for installation on a Cessna C206G aircraft converted for this engine type. Market research confirmed that Continental engines are the only FAA-approved option meeting the requirement, with only one authorized U.S.-based distribution partner (Air Power) and several small businesses capable of providing the rebuilt engine with product manufacturer warranty. GSA Advantage and other mandatory sources do not provide this product. The NAICS code applicable to this acquisition is 336412 (Aircraft Engine and Engine Parts Manufacturing). The determination is made under the authority of RFO 12.102(a), Solicitation Number 140D0426Q0614.

SINGLE SOURCE DETERMINATION UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT) FOR COMMERCIAL PRODUCT
OR SERVICE AUTHORITY: RFO 12.102(a)
SOLICITATION # 140D0426Q0614
1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 5 in support of the Office of Aviation Services (OAS), Alaska Regional Office (AKRO).
2. Description of supplies or services required to meet agency needs.
The Government requires one factory remanufactured (rebuilt), zero total time, brand name Continental engine, IO-550F-12B to be utilized on a Cessna C206G aircraft that has been converted to use a Continental IO-550F engine. The estimated cost of this required engine is . This industry is faced with backlog and long lead times; the anticipated delivery date is estimated to be 6-9 months after date of order.
3. Identification of the Brand Name and/or single source to be solicited.
Brand Name: Continental Aero Technologies (Continental) 2039 South Broad Street Mobile, AL 36615
4. Reason for authority cited. Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.
5. Rationale.
OAS is in need of a Continental engine to add to their inventory for the Cessna 206G aircraft in their fleet. OAS is currently out of stock of this engine type and would be in a bad position if they were to need one tomorrow. The rebuilt engine being purchased must be compatible with the Cessna C206G aircraft that has been converted to use this engine in accordance with Federal Aviation Administration (FAA) standards.
The Continental IO-550F-12B is approved by the FAA and is the only engine eligible to be installed on a Cessna C206G aircraft that has been converted for this engine per their Type Certificate or appropriately altered condition. A Type Certificate is issued to signify the airworthiness of an aircraft manufactured to design or “type.” The Type
