About this file

This is a Question and Answer document for RFQ 140D0426Q0355, providing clarifications on solicitation requirements for a Department of Interior (DOI) Wellness Center nursing services contract. The document addresses 41 questions submitted by prospective offerors regarding staffing, scope of services, evaluation criteria, pricing, and past performance requirements.

The requirement involves contractor provision of full-time nurse manager coverage (one position, five days per week, 8 hours per day, weekends excluded) to supplement Government personnel at a DOI facility. The contractor must provide supplemental nursing coverage when the nurse manager is unavailable, with separate NTE CLINs established for on-demand additional and after-hours coverage. Services are limited to first aid, blood pressure monitoring, glucose monitoring, and flu shot vaccinations, with over-the-counter medications provided under medical director oversight. The contractor must deliver medical triage and ambulatory clinical care during special events (such as the July 4th event at the Udall Building), coordinate with emergency responders, and provide reporting on patient encounters using either existing or contractor-developed tracking systems subject to Government approval. The base year performance start date is June 3, 2026, with no transition period. Offerors must submit resumes for the nurse manager position (not counted toward page limits), past performance information limited to three pages total, and firm fixed pricing for all performance periods. Offerors may substitute customer-provided documentation or Past Performance Questionnaires in lieu of CPARS evaluations. Coordination meetings are expected bi-weekly, and the Government anticipates posting an amendment with additional guidance. The current contract (140D0423C0104) is being transitioned from a federal employee position, and no contract extension has been granted.

Capability

In the Instructions, resumes are referenced as not couting toward the page count. Can the Government clarify what resumes should be included with our bid? General Requirements

Can the Government confirm the only positions required for this contract include: one (1) Nursing Manager, one (1) Supplemental Registered Nurse, and one (1) Supplemental Liscensed Practical Nurse?

The Government can confirm one nurse manager. Amount of supplemental staff is to be determined by the contractor. The RFQ has the NTE CLINs for on-demand additional coverage and after-hours support.

Personnel/Historical

Workload Can the Government provide details of the historical workload for any personnel who have been supporting this requirement, including full-time or part-time support?

Previously nurse manager position was held by a full time federal employee (RN) and was supplemented with contracted nurses when nurse manager was unavailable. The Federal Position was transitionend to

USPHS.

33 Personnel/Level of Effort Can the Government clarify how many personnel, to include full-time and part-time, are required for this requirement, including any personnel not currently called out in the SOW?

See previous answer.

Page 4, 9 Performance

Dates We understand the base year is set to start June 3, 2026. Will there be a transition period included as part of this requirement? If so, what is the anticipated length of the transition plan?

No transition

35 Level of Effort Can the government confirm that all hours are currently being filled on this contract? See answer to number 2 above.

36 Level of Effort Can the government confirm if there have been any changes from the incumbent contract to this iteration? If so, can the government confirm those changes?

See answer to number 2 above.

37 Level of Effort Can the government confirm the historical number of hours that are needed to be filled annually by the supplemental RN/LPN?

Approximately 30 hours for meetings, events, and presentations held during normal business hours. Coverage for absences to be determined by the contractor.

39 RFQ

Would the government consider an extension given that qualification packages are being requested for the personnel included in the response?

The RFQ will not be extended at this time.

40 Past Performance

Given that CPARS evaluations may not be available or finalized for all relevant contracts due to variability in Government completion timelines, can the Government confirm whether offerors may submit Past Performance Questionnaires (PPQs) or other customer-provided documentation in lieu of CPARS for those efforts?

Customer provided documentation can be provided in lieu of CPARS.

41 SOW

Could the government please clarify what the July 4th event entails? Additionally, could the government please clarify what support is required from prospective offerors to support this event?

The July 4th event is held at the Udall Building and includes DOI employees, contractors, and invited guests for indoor and outdoor activities within the building, including our penthouse/rooftop area. The event increases building occupancy and overall activity on this one day.

On-site medical support is required to address potential heat‑related issues, minor injuries, and other health needs. Typically, and in past events, the Nurse Manager and one supplemental RN/LPN would cover this event. The Nurse Manager and the one supplemental staff member are expected to deliver ambulatory clinical care, conduct medical triage, and offer preventive wellness support throughout the event. Additionally, they must also be prepared to coordinate with building officials, security personnel, and emergency responders should any medical situation require escalation.
