1 Please provide the name, awarded value and awarded contractor for the most recent bid at this site The current contract is 140D0420F0715 awarded to General And Mecanical Services, LLC 2 Please confirm whether the scope of work for that contract is identical to the scope for the current 2025 bid This scope is not the same as the previous contract
Temporary 5-Ton HVAC Unit questions:
Please confirm whether power will be available for the portable HVAC units provided by the Offeror, or if the Offeror should include temporary power (e.g., generator rental) in the proposal Offeror can install a whip to an adjacent electric panel
If offeror must provide power, please provide the approximate distance that the generator will be placed from the HVAC unit so that we can ensure adequate cable length The nearest panel to use for power is approximately 100 feet away
As a portable 5-ton HVAC unit may weigh up to approximately 600 lbs, please confirm whether a loading dock or lift capable of handling this equipment will be available onsite There is a loading dock and a freight elevator available
Please clarify whether the two (2) 5-ton HVAC units specified in the RFQ are intended to operate simultaneously or if one unit is for redundancy (backup). Simultaneously
Please confirm whether the Offeror is responsible for continuous monitoring and operation of the temporary HVAC units during the outage period Offeror will be responsible to monitor and ensure operation of the temporary cooling Please provide the available voltage, phase, and electrical capacity for temporary HVAC connection 480V, 3p, 60 Hz
9 Please confirm whether the Government or the Offeror will be responsible for battery supply The offeror will be responsible to supply the batteries
The automatic transfer switch scope of work says we need to replace all batteries annually. We’re not sure what batteries you’re referring to. If battery replacement is required, we need the ATS manufacturer, model #, and ideally the battery model # for every unit to provide a price. Each ATS has two CR123 batteries as a backup for its programming
11 If this is the Offeror’s responsibility, please provide the technical specifications of the required batteries Each ATS has two CR123 batteries as a backup for its programming 12 Please confirm any security clearance, badging, or escort requirements for personnel and equipment delivery The PWS has been updated to reflect these requirements 13 Is full NETA testing for liquid-filled transformers also required or inspection & oil sample testing only? The requirements are those described in the PWS and NFPA 70B referenced therein 14 For the LV circuit breaker testing, is Primary Injection, Secondary Injection, or both required? The requirements are those described in the PWS and NFPA 70B referenced therein
15 Could you please provide the most current Single-Line Diagram (SLD) for this site?
The drawings will not be posted publicly. Interested vendors can contact the Contracting Officer to set up a virtual Teams call to view the drawings remotely. Availability for scheduling a viewing in a 30 minute window is as follows: Friday, February 20 from Noon-2PM, and Tuesday, February 24 from Noon-2PM, all Eastern Time.
16 Can you provide the latest test report for this site? A copy of the most recent Triennial Report has been attached to this solicitation
Is the bus bar scope of work referring to switchboard and switchgear bus, or busway and bus duct riser? Busway and bus duct risers were not included in previous preventative maintenance cycles we have been associated with, and it’s not included Attachment 1 PWS equipment list. This refers to busways. The Attachment 1 equipment list has been updated to include this equipment.
