About this file
This document is an amendment to a federal solicitation for rotary-wing flight services in Antarctica. The National Science Foundation is seeking these services in support of its research activities. The amendment extends the response deadline to August 2, 2023 at 5:00 PM and clarifies that COVID vaccination is required as part of the physical qualification process for deployed personnel. It also answers questions from prospective offerors about file size limits, engagement with contracting officers, alternative personnel, and advanced team deployment. Offered personnel must meet all requirements but alternatives may be considered. Due to space constraints, advanced team deployment prior to the exclusive use period is not feasible.

24. Can Oceania Aviation Cargo Pods be used in lieu of “squirrel cheeks” and rear locker extenders?
Answer: The Oceania Aviation Cargo Pods may meet the B6.24.1.1 requirement but does not fulfill the B6.24.2 external cargo basket requirement. If Oceania Aviation Cargo Pods (or equivalent) are used in place of the cargo-carrying expanders in B6.24.1.1, the helicopter must still simultaneously meet B6.24.2.
25. What is the largest allowable file size? (i.e. how many MB)? The SMS Questionnaire and various other elements of the proposal will cause very large file sizes. In this case, should the offeror split the file into multiple files? Or, is there a document upload portal that the Government could make available for submission of large files?
Answer: 5mb is the largest size file that can be sent via email. Larger files will need to be split up.
26. Are offerors required to contact the respective contracting officer for each submitted PPIS for input, or will the Government handle engagement with the contracting officers as needed?
Answer: Offerors only need to fill out the PPIS. The government will contact the POCs as needed.
27. Is there a certain date by which the Government will inform the contractor whether they intend to exercise the “additional days of availability”? When “additional days of availability” are exercised, does the Government simply reduce the number of days paid for the “remain on ice” CLIN?
Answer: See 52.217-7 for exercise of additional days of availability. Contractors will be paid for additional days of availability and not Remain on Ice for those days if exercised.
28. Are contractors permitted to rotate their crew periodically throughout the exclusive use period, or is it the Government’s expectation that the same crew will support for the entirety of the exclusive use period (unless there are issues of crew replacement, medical issues, etc.)?
Answer: See C.3.7.5 regarding crew swaps. Historically, a limited number of crews have been able to be swapped out once per season; however, the Government does not guarantee crew swaps will always be possible due to availability constraints on flights and at McMurdo.
29. Although the Government altered this section, the following statement is still contained in this section “Personnel offered will be binding if the offer is accepted for award.” Because of the long timeline between notice of award (~October 2023) and the first Exclusive Use Period (~September/October 2024), please confirm that the Government will accept alternate personnel, if the offered personnel no longer work for the company, are assigned to other contracts at this point, etc., as long as the alternate personnel meet or exceed the PWS requirements.
Answer: Correct as per the solicitation, alternative personnel will be accepted assuming they meet or exceed the PWS requirements.
30. Will the Government allow an advanced team of ~2-4 personnel to travel to McMurdo station prior to the initial exclusive use period, in order to coordinate with the on-site team, and prepare for the initial deployment? The advanced team would need to remain onsite for ~one-week if permitted by the Government.
Answer: Due to limited flights and bed space at McMurdo the Government does not believe this will be feasible.
The following change is made to the solicitation:
C20.2.2.1 is added as follows:
C20.2.2.1 In addition to other immunizations and vaccines, deploying personnel are required to provide proof of current (up to date according to the CDC) COVID-19 vaccination, including boosters.
