Questions and Answers

1. Deployment (via C17) costs to McMurdo from McChord are paid for by the Gov, correct?

Answer: The Government provides transport from McChord to McMurdo at no cost to the contractor. The contractor is responsible for costs to transport the helicopters to McChord and disassemble and pack them as required for transport.

2. Re-deployment (via ocean vessel) back to Hueneme, CA. is also paid for by the Government, regardless of if the redeployment takes place on year 1, or year 5, correct?

Answer: Correct the Government will pay for shipment back to Hueneme of the helicopters only one time at the end of the contract whether that occurs in Year 1, Year 5 or any other year.

Contractor is responsible for preparing the aircraft for shipment back (providing packing materials, disassembly of the helicopter, etc. as required to ship).

3. Annual deployment and redeployment package – we need to account for commercial travel and those associated expenses along with the 3 days in Christchurch, correct? This would be both ways (to/from the ice)?

Answer: Correct, annual deployment would include a price to transport all of your personnel to Christchurch from home as well as three days in Christchurch. This would also include the shipping of any tools/materials to Port Hueneme for transport to McMurdo each year. The Government provides transport from Christchurch to McMurdo for the contractor at no cost to the contractor. Annual redeployment would include the same for return from Christchurch to home for personnel and from Port Hueneme for tools/materials, etc. to your home base at the conclusion of each season with the excep�on of three days in Christchurch. Offerors are not required to quote three days in Christchurch for redeployment back to their home base.

Historically contractor is able to leave Christchurch the day a�er landing from McMurdo.

4. I see total crew for two lights is 3 pilots, 2 mechas and 3 helitechs for a total of 8-man crew and 5-man crew for the Medium helicopter.

a. QUESTION: What is expected total crew compliment (and breakout) for 3 aircra�?

b. We have dual rated pilots, qualified in both light and medium aircra� – would that reduce our required crew compliment?

Answer: See solicitation pages 15-17 for crew breakdown by aircraft. Dual rated pilots would not reduce the required crew compliment. Requested crew numbers are based on the need to meet the Government’s schedule while providing for crew rest.

5. Will an award be made to two contractors? Example one contract for light aircraft and one for medium? Or is the intent to issue award to single provider that can offer all three aircraft? Please Note* we can offer all three aircraft.

Answer: The Government intends to award a single award IDIQ contract. Award will be made to one contractor that covers both light and medium helicopters.

6. Who is current vendor?

Answer: See award no�ce 140D7019D0003, publicly available on sam.gov.

7. Solicita�on # or other # I can reference for the exis�ng contract.

Answer: See award no�ce 140D7019D0003 publicly available on sam.gov. Solicita�on was 140D7018R0001.

8. Type of aircra� they have provided. E.g., bell 412 or 212, AS350 or BHT 407?

Answer: Unfortunately we can not provide this information.

9. Total Value of the Current Contract?

Answer: See award notice 140D7019D0003 publicly available on sam.gov.

10. And confirm the current contract has same quan��es (Available days, days on ice, es�mated hours) as this new solicita�on? Or, if you have copy of the old solicita�on you can provide, please.

Answer: The current requirement provides for 10 more days of availability but has reduced es�mated flight hours and the requirement is for one less helicopter than the current contract.

11. There is no instruc�on as to what offerors should �tle Sec�on 1 of the Technical volume.

Should it be “Technical Capability”? Sec�on 2 is defined as “Technical Assump�ons”.

Answer: Per D4.5(11) Sec�on Name is just a short descrip�on of the sec�on for purposes of the naming conven�on. Technical Capability, Sec�on 1 or similar is acceptable.

12. Please confirm that it is acceptable to the Government for offerors to divide its volumes into mul�ple individual documents (i.e. one document for each sec�on).

Answer: Yes, it is acceptable for offerors to divide its volumes into mul�ple individual documents. When dividing follow D4.5(11) in regards to naming.

13. Does the Government intend to hold an industry day for this requirement?

Answer: No. The Government does not intend to hold an industry day for this requirement.

14. Will the Government please provide the Past Performance Informa�on Sheet (PPIS)? Exhibit E- 9 is the “On-Site Manager Ques�onnaire”.

Answer: See PPIS, atached. Sec�on 7.5 will be updated to renumber the PPIS as Exhibit E-12.

15. Please confirm whether or not the Government will evaluate offerors with a preference for U.S. Flag Carriers.

Answer: Because this will be a commercial contract with performance of flights in Antarc�ca, the Government will not give any preference to U.S. Flag Carriers.

16. Is there a requirement for offerors to submit any of their company manuals in their en�rety as part of this proposal? (i.e. General Opera�ons Manual (GOM), General Maintenance Manual (GMM), etc.) Is there a requirement for operators to submit their Opera�ons Specifica�ons (OpSpecs) in their en�rety, or just the specific excerpts requested in the RFP?

Answer: There is no requirement to submit any company manuals in their en�rety. Excerpts of manuals as requested by the solicita�on is sufficient.

17. Will the Government please provide Exhibit C-12? If it’s possible for the document to be provided in word format, that would be ideal.

Answer: Exhibit C-12 is on pages 128-132 of the solicita�on. Please note that for ques�ons 31, 32 and 33 of the exhibit the last five years in the heading should read “10/01/2017 – 09/30/2022”

18. The RFP states that the “Five-year period for this solicita�on is : 10/01/2017 – 09/30/2022”.

Will the Government please confirm whether or not this is the �me period offerors should use for sourcing the required data/informa�on.

Answer: This is the correct �me period for sec�on 4.14.2.1 to coincide with Department of Interior accident rate data period.

19. If the offeror does not have the required aircra� type on its OpSpecs at �me of submission, it is extremely unlikely that the offeror will have a full complement of pilots and mechanics who meet the specialized minimum qualifica�ons listed in Sec�on B10 and B14 employed with the company at �me of proposal submission. As such, will the Government accept a detailed plan (similar to the detailed plan described in Sec�on D4.13.1.17.1 related to aircra�) wherein the offeror can describe its plan to hire and train pilots and mechanics who meet the PWS requirements for minimum qualifica�ons and experience, as well as the offeror’s plan to ensure adherence to ongoing training requirements, etc.?

Answer: For offerors without a full complement of staff on hand at �me of proposal a plan is acceptable. See revised Solicita�on Sec�ons D4.15.2 and D7.8.1 below.

20. Sec�on D4.15.4.e states offerors must submit a “dra� Coopera�ve Contractor Agreement (CCA) with the Polar Program Support Contractors”. Will the Government please provide contact informa�on for the Antarc�c prime contractor, so our company can ini�ate this?

Answer: No POC will be provided. This dra� CCA should just lay out how you would work with another contractor that is providing scheduling of your flights in Antarc�ca in a generic way. See C26 for what considera�ons the CCA should take into account.

21. Will the Government please consider extending the bid submission deadline by one-week?

Answer: Not at this �me.

22. Does the Government have a projected award date for this requirement? It will be helpful when wri�ng a mobiliza�on plan to have an assumed award date, in order to ensure all tasks are completed prior to the ini�al deployment.

Answer: The Government projects award for October 2023.

The following changes are made to the solicitation:

1. D4.15.2 is changed to read:

D4.15.2 Sec�on 1 - Key Personnel Key Personnel. This sec�on shall include the following documents that will not be considered in the page limita�ons:

a. For each proposed (and listed) pilot the Offeror shall provide:

• Completed OAS-64B Interagency Helicopter Pilot Qualifica�on/Approval Record (Exhibit E-6)

• Pilot Ques�onnaire (Exhibit E-7)

b. For each proposed (and listed) mechanic the Offeror shall provide:

• Completed OAS-41 Aircra� Maintenance Personnel Experience Summary (Exhibit E-8).

c. For the proposed onsite manager the Offeror shall provide:

• On-Site Manager Ques�onnaire (Exhibit E-9)

d. For each proposed (and listed) helotech the Offeror shall provide:

• Completed resume limited to two pages.

Please note: The Government understands that specific and identified by name key personnel may not be available at the time of the submission of this proposal. Therefore, the Government expects the vendor to provide a key personnel section that indicates the experience, training, certifications, etc. required for proposed personnel, their plan to obtain and train these personnel and can confirm that staffing requirements will be met at time of award.

The Government reserves the right to request addi�onal resumes a�er award to confirm experience and training requirements. Resumes will be limited to two pages each. Personnel offered will be binding if the offer is accepted for award.

2. D7.8.1 is changed to read:

The Government will evaluate key personnel based on the qualifications, training, depth, breadth and relevance of experience compared to the work that will be required under this prospective contract. This includes the extent to which the services were performed in the make and model of the aircraft offered. Contract personnel possessing qualifications less than the minimum required in Section B may not be considered. Contract personnel exceeding the requirements and those with more recent experience will receive a more favorable rating.

Those offerors with all key personnel already on staff may receive a more favorable rating than offerors submitting a plan to hire additional key personnel. If any key personnel information is missing or incomplete the proposal may be considered as not acceptable for award.

3. The Past Performance Informa�on Sheet is added on the following page as Exhibit E-12.

4. D4.12.1 is changed to correct the reference from Exhibit E-9 to Exhibit E-12 and now reads:

D4.12.1 Sec�on 1 – Past Performance Informa�on Sheets (PPIS). The PPIS (Exhibit E-12) will be used to submit informa�on on no more than five (5) of the most relevant contracts performed by the prime offeror, key partners or subcontractors for Federal agencies and commercial customers during the 5 years prior to the date of issuance of this solicita�on. Limit each PPIS to 3 pages, for a total of 15 pages for all PPIS submited. Relevant contracts include performance of efforts that are similar in scope, magnitude, and complexity than the effort described in this solicita�on. The offeror has discre�on in determining the most beneficial mix and quan�ty of contracts by prime offeror, key partners, or subcontractors covering as many of these elements as is prac�cal. If the customer for any PPIS is a poten�al offeror (or cri�cal subcontractor) for this solicita�on, the offeror shall provide the POCs for the next higher-level customer. Example, if Contractors X and Y are both poten�al offerors for this solicita�on and Contractor X was a subcontractor to Contractor Y on workload performed for the Government, then Contractor X shall provide both Contractor Y and the Government POCs for each applicable PPIS. The evalua�on of past performance informa�on will take into account informa�on regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or cri�cal aspects of the requirement when such informa�on is relevant to the acquisi�on and will be considered in the evalua�on. If a teaming arrangement is contemplated, provide complete informa�on as to the arrangement, including any relevant and recent past performance informa�on on previous teaming arrangements with same partner. If this is a first-�me joint effort, each party to the arrangement must provide a list of past and present relevant contracts. As with all past contracts iden�fied in the proposal, use the PPIS (Exhibit E-12).
