Questions & Answers

Question 25:

Section B Page 85 & 86 Paragraph: B6.2.2 & B6.2.3

Can you please provide additional clarification regarding the number of flights likely requiring air to ground transfer of emails, still images, video clips, etc.; as well as the volume/quantity of transmissions per flight. We need to better understand the potential volume/quantity of transfers so that we know how to price the internet connectivity and related transfer of information.

Answer 25: This will vary depending on the frequency of incidents. Aerial supervision, detection, and mapping missions are high frequency missions during ongoing fires and less frequent at times of reduced fire activity. In a high frequency period we would require frequent and multiple daily transmissions and low frequency during low fire activity.

Question 25 Follow-On Answer: Based upon the Government’s internal research, there are options other than satellite communications that can be used to meet this requirement.

Question 25 Follow-Up Question:

The Amendment 003 response to Q25 does not provide any additional information with which to even “guesstimate” the cost for data transmission. Perhaps the USG can indicate what a bidder should price in terms of data transmission, and if the contract period exceeds that amount of data transmission, BIA would consider the excess to be an Over & Above. Is BIA able to offer any additional information or further clarification that might provide a more “complete” answer?

Follow-Up Answer 25: After much consideration on the topic of data transmission, the Government has determined it is in our best interest to add data transmission as a special charge item listed in table A3.1 Additional Pay Items Schedule. The additional pay items listed in A2.1 Pricing Schedule tables have been increased to $100,000.00 to account for this change. In accordance with C23.1 of the Additional Pay Items clause, actual transmission data usage will need to be provided to the Government with the invoice(s).

Internet Connectivity is the preferred method of data transmission. Possible sources identified through research are, but are not limited to: Gogo, Viasat, Intelsat, Iridum. Satellite transmission (SATCOM) is acceptable, however not the preferred method of data transmission.
