Deployment Personnel Labor Categories Description Education and Experience Requirements

Incident Commander

The Incident Commander (IC) is responsible for the overall management of the incident and determines which Command or General Staff positions to staff in order to maintain a manageable span of control and ensure appropriate attention to the necessary incident management functions.

The Incident Commander must have a Bachelor's degree and a minimum of 4 years of professional experience.

Planning Section Chief - Planning Specialist

The Planning Specialist oversees incident-related data gathering and analysis regarding incident operations and assigned resources, facilitates incident action planning meetings and prepares the Incident Action Plan (IAP) for each operational period.

The Planning Section Chief / Specialist must have a Bachelor's degree and a minimum of 3 years of professional experience.

Planning Section - Planning Officer

The Planning Specialist oversees incident-related data gathering and analysis regarding incident operations and assigned resources, facilitates incident action planning meetings and prepares the Incident Action Plan (IAP) for each operational period.

The Planning Officer must have a Bachelor's degree and a minimum of 2 years of professional experience.

Operations Section Chief - OPS Officer The Operations Officer manages tactical incident activities to achieve incident objectives and oversees Incident Action Plan (IAP) implementation.

The Operations Officer must have a Bachelor's degree and a minimum of 3 years of professional experience.

OH&S Section chief - Safety Officer

The Safety Officer monitors incident operations and advises the Incident Commander (IC) or Unified Command on all matters relating to operational safety, including the health and safety of incident personnel.

The Safety Officer must have a Bachelor's degree and a minimum of 3 years of professional experience.

OH&S Section Chief - Behavioral Health Specialist The Behavioral Health Specialist addresses the psychological, emotional, cognitive, developmental, and social impacts that disasters have on survivors and responders as they respond and recover.

The Behavioral Health Specialist must have a Bachelor's degree and a minimum of 3 years of professional experience.

Information Tech Section Chief - IT Specialist

The IT Specialist is responsible for defining, planning, and coordinating the creation, reporting, and testing of Disaster Recovery plans for the Disaster. The IT Specialist acts as a liaison to teams in applying a framework to their technology solutions.

The IT Specialist must have a Bachelor's degree and a minimum of 3 years of professional experience.

Situation/Incident Unit - Incident Specialist The Incident Specialist oversees unit staff who collect, process and organize situation information, prepare situation summaries and develop projections and forecasts related to the incident

The Incident Specialist must have a Bachelor's degree and a minimum of 3 years of professional experience.

Resource/Logistics MGMT Section - Resource Coordinator The Resources Coordinator tracks the location and status of all resources assigned to an incident.

The Resource Coordinator must have a Bachelor's degree and a minimum of 3 years of professional experience.

Analysis Unit - GIS/Unit Specialist The Geographic Information System (GIS) Analyst conducts analysis of GIS data and products, maintains, and manages GIS products and resources

The GIS/Unit Specialist must have a Bachelor's degree and a minimum of 3 years of professional experience.

Case Manager Team Lead

Case Manager Team Lead is responsible for (1) the frontline supervision and management of deployed case managers, resource coordinators, and other deployed contract support staff; (2) ensuring that deployed contract staff are successfully completing the overall mission and the operational priorities identified and defined by ACF OHSEPR's leadership; (3) ensuring appropriate handling of all data collected by case managers.

The Case Manager Team Lead must have a Bachelor's degree and a minimum of 3 years of professional experience.

Case Managers

A case manager helps survivors to develop a realistic long term recovery plan for recovering from the disaster. The disaster case manager also helps identify and facilitate access to appropriate community resources that will support the plan to recovery.

The Case Managers must have an Associates degree and a minimum of 2 years of professional experience.
