Can the government please clarify if the maximum award value for the IDIQ is $95M or $250M and what the maximum single item value is?

The 5 out‐of‐scope roles listed in Attachment 2, Section 1.1, are currently supported by the incumbent for this acquisition. The government anticipates that this support will continue to be needed by the BIO. A future requirement is planned for these "out of scope" roles.

In order to provide responses in an acceptable timeframe, the Government is unable to provide this micro‐level detail at this time.

The BIO handles user accounts for only BIO staff, including contractors. The BIO creates courses for the BIO and has previously created classes for Departmental Offices related to FBMS classes and brown bag sessions.

One requirement in section 6.5.16 states "Maintain the integrity of the LMS for FBMS by removing old classes, archiving previous deployed classes, archiving previous deployed learning plans and courses." Can the government provide and estimated volume of work for this effort in order to provide an understanding of the level of effort and staffing support expectations?
The estimated volume of work for this task with DOI's new LMS tool, Totara, is projected to be low; it is not currently expected to be bring old classes into this new tool. Currently, this work is primarily completed by a Federal employee, but contractor staff may provide support for this work as needed.

The anticipated start date for the Task Orders is between June and August 2018. The actual start date will be definitized at the time of award. It is the Government's intent to align all of the initial Task Orders to the same PoP.

The solicitation states: " The Contractor shall provide expert Federal SAP transactional and reporting technical expertise, with a strong preference with that expertise being within the context of the Department and NPS FBMS configuration." Question: Are there any unique technologies, processes/proceures, or configurations that are associated with the NPS task order? if so could the government please provide this information?
NPS requires experience with the use of SAP transaction KB61 in a Federal setting, experience with the revenue management process for a large Fee‐ based program, experience supporting federal financial reporting for several Treasury fund types including trust and available receipts funds and experience with Federal Heritage and Stewardship Lands accounting.

Question#1: Are the required staff for the AQD and NPS task orders included in the BIOS org chart (Attachment 2C)? Question #2: If not, how many personnel are there, what are their functional/technical roles, and how are they aligned to the BIOS organization?
No, staff for the AQD and NPS task orders are not included in Attachment 2.
Please refer to Attachments 4A and 3A, respectively, which provide prospective offerors with information about staffing for these task orders.

The Acquisition & Financial Assistance team of the BIO's Business Process Division supports all DOI Departmental Office and bureau staff/users that utilize these functions in FBMS. Please see Table 10 in Attachment 2 for further information regarding FBMS users by bureau and office.

The small business subcontracting requirements include SB, SDB, HuBZone, WOSB, SDVOSB, VOSB, Native American, and Ability One. To cover this wide range of socio economic classifications we may to rely on firms to perform staffing support, that may not have relevant past performance. Question: If we are using a firm to meet the socio economic requirements, do we still have to provide 2 past performance references if the firm has no past performance that is of similar in size, scope, and complexity to the FBMS requirements? For example, Ability One is not going to be able to provide past performance that is similar in size, scope, and complexity.

Performance Information Required
The requirements states that each Past Performance reference submitted by the Offeror shall include the following information: "f. Contract task areas to which the Past Performance reference applies." Question: Could the government please define what it means by contract task areas, since contract task areas are not specifically defined in the any of the PWS documents?
"Contract task areas" will be changed to "contract requirements." The prospective offeror shall reference the applicable past performance to the specific requirements within the PWSs.

Question #3: If the response to Question #2 is no, will the government specify the specific labor category/position locations of the "50/50" split for planning purposes (i.e., resource allocation/pricing)?
No, maintaining an approximate 50/50 split between Reston, VA and Lakewood, CO is not a requirement; however, the BIO has successfully operated by having representatives from each division staffed in both locations. Federal staff from each division are currently staffed in both locations. Contractor staffing is at the discretion of the prospective offeror's proposed staffing plan.

This question is in reference to the dramatic change in staffing requirements between the RFI release in May 2017 and the final RFQ.
In the May RFI, the Key Staffing Requirement per Area shown in the BIO Task Order PWS was 0.5 FTEs, the number of Functional/Technical Areas was 11 areas, and the Year's experience was 5 years.
In the final RFP posted in December, the Key Staffing Requirement per Area shown in the BIO Task Order PWS increased to 1 FTE, the number of Functional/Technical Areas increased to 32 areas, and the Year's experience increased to 8 years.
Additionally, the Instructions to offerors indicates the requirement for 96 names with 2‐4 page resumes and letters of commitment.
Question:
These significant and impactful changes from RFI to RFQ make it highly restrictive for anyone, other than incumbent, to bid on this procurement. It limits the government's ability to get a true best value evaluation in a fair and consistent manner.
Will the government reconsider the current staffing requirements? Otherwise we feel this is a highly restricted opportunity, and not Fair, Full and Open.
The purpose of the related RFI posted on March 31, 2017 was to gather information to ensure the Government's requirements were clear and concise, and to improve the draft requirements presented to prospective offerors. Based on responses and further internal reviews by the Government, the PWSs', proposed labor categories and related attachments for this solicitation were refined to clearly state the Government's requirements and articulate the scope of work and related staffing to support FBMS. As a result, Section 10 of Attachment 2 was updated to reflect staffing expectations needed to support the BIO and FBMS.
Additionally, it is important to note that the attachments related to Performance Work Statements (PWSs), including Attachment 2C that includes a reference to the current organization chart, are intended for reference only. Contractor staffing is at the discretion of the prospective offeror's proposed staffing plan based on the PWS requirements.
Furthermore, a summary of the Financial and Business Management System implementation summary has been attached to the solicitation; please see Attachment 2Q ‐ FBMS Summary. This summary explains why DOI has a legitimate basis for the proposed level of effort currently found within the solicitation.

Many of the position descriptions for Key and Senior Personnel, as well as Technical and Functional Personnel, are highly specific and unique to DOI FBMS.
In fact, for certain positions, it is possible that an individual will only gain this experience having worked at DOI FBMS. For example, the System Architect position requires "Experience in sizing infrastructure for Tableau Server, OpenText and Compusearch PRISM implementations" along with experience in sizing infrastructure for SAP implementation. There are similar examples of highly specialized and unique requirements throughout the position descriptions for functional and technical personnel. For example, the functional position: "SAP Financial Assistance Functional: Financial Assistance" requires experience with "Acquisitions module of SAP with Compusearch PRISM Grants and integrating PRISM with external systems, including Compusearch FedConnect and, Grants.gov".
Question:
If the Offerors proposed personnel are going to be evaluated against the position descriptions stated in each PWS, we respectfully request and recommend that the Government modify the PWS position descriptions to ensure there is an opportunity for substantive competition with regards to proposed personnel. In any case, we request clarification on how Offerors proposed personnel (Factor 2) will be evaluated.
Section 10.2.4.3 of Attachment 2 has been updated. FBMS utilizes commercially and federally available products such as SAP ECC, Tableau Server, OpenText and Compusearch PRISM. Experience with these industry‐ known products is necessary as these products are part of the FBMS platform.
