8.1 Delivery

1 Detailed Proposal Instructions

The Offeror’s complete proposal, consisting of the Management/Technical Solution and Transition Plan Volume, Personnel Requirements Volume, Small Business Subcontracting Plan Volume, Past Performance Volume, and Price Volume, shall be evaluated in accordance with the evaluation criteria of this solicitation.

The following detailed proposal instructions are provided to ensure a consistent and detailed description of the Offeror’s approach and the associated price(s). The Offeror must include the Volumes, Sections, and Chapters described above using the precise labeling schema described. Offerors may add Sections and Chapters if deemed appropriate but the numbering schema defined herein shall not be changed.

Failure to use the precise labeling schema may result in the proposal being removed from further consideration for failure to comply with the solicitation.

1.1 General Instructions

a. The Offeror’s proposal shall become the property of the Government and shall not be returned.

If the Offeror’s proposal contains information that the Offeror does not wish to be disclosed to the public or to be used by the Government for any purpose other than evaluation of its proposal, such restrictions shall be clearly indicated on each sheet containing such information.

b. Prior to submission of proposals, Offerors are expected to reach an understanding of the requirements of this Request for Proposals (RFP). If such a review establishes the need for correction or clarification, such information shall immediately be brought to the attention of the Contracting Officer so that the matter can be resolved.

c. The Government reserves the right to request such additional information Offeror’s to clarify any aspects of the proposal. Such information shall be furnished promptly upon the Government’s request. Clarifications are limited exchanges, between the Government and Offerors, that may occur when award without discussions is contemplated.

d. Offerors shall not be reimbursed for the associated costs of developing a proposal for this RFP.

e. One (1) copy of each unsuccessful proposal shall be retained in the contract file.

The compliance matrices, cover pages, table of contents, executive summaries, staffing plans, resumes, performance standards, and letters of consent, are excluded from the page limitations of their respective volumes.

Key personnel and Senior level support resumespersonnel resumes are limited to 4 single-sided pages each., including letter of commitment. Senior level support personnel resumes are limited to 4 single-sided pages each, including letter of commitment. Functional and technical staff resumes are limited to 2 single-sided pages each.

All documentation submitted shall be in Times New Roman, 12-point font size, single spaced, 8.5x11 inch paper. Any pages larger than 8.5x11 inches shall be considered 2 pages. Any pages in excess of the page limits specified shall not be evaluated. These page format restrictions also shall apply to any responses sent to the Offeror requesting additional proposal information.

Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated and no larger than 11x17 inches. Foldout pages shall fold entirely within the volume. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics but not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 9-point font size. Foldout pages shall be counted as two pages in relation to the page limit set under this. Instructions to Offerors (ITO). If graphics are included that contain screen shots of actual software or computer screens, the 9-point font size limitation does not apply. All spreadsheets shall be unlocked and editable.

Proposals, signed by an official authorized to bind the Offeror, shall set forth full, accurate, and complete information as required by this solicitation. The Offeror shall submit with their proposal a letter that includes the contact information for the official that is certified/authorized to bind the Offeror. The penalty for making false statements is prescribed in 18 USC 1001. Failure to furnish full and complete information requested may cause an offer to be determined unacceptable and removed from further consideration. Offerors that do not follow the instructions provided herein may be removed from consideration of award due to failure to comply with the solicitation.

1.3 Cover Pages, Tables of Contents, Executive Summaries and Compliance Matrix

The Offeror shall provide a Cover Page in each Volume. The Cover Page shall include the following information:

a. Company name (for Prime, JV, or Teaming Arrangement, as applicable)

b. Name and title of the point of contact (POC) authorized to negotiate on behalf of the

Offeror’s organization

c. Telephone number, email address, and mailing address of the POC

d. Names, titles, email addresses, and telephone numbers of other POCs that the

Government may contact if clarification of responses is needed

The Offeror shall provide a Table of Contents in each Volume. The Table of Contents shall include Chapters, subsections, tables and figures.

The Offeror shall include Executive Summaries for each Volume. The Executive Summaries shall be concise overviews of the Volume and shall provide context for the evaluators in their review and evaluation of the Offeror’s proposal.

The Offeror shall provide a compliance matrix that maps solicitation requirements to proposal response sections and page numbers. The compliance matrix shall be in the Volume 1: Factor 1 - Management/Technical Solution.

2 Proposal Organization

The Offeror shall submit the proposal separated into the following volumes:

3 Volume Details

3.1 Volume 1: Factor 1 - Management/Technical Solution and Transition Plan

The Offeror shall define their Management/Technical approach and Transition Plan that satisfies the requirements defined in the PWSs for the Base ID/IQ and all initial Task Orders (BIO, NPS, and AQD). This volume of the proposal shall include:

3.1.1 Chapter 1: Management/Technical Solution for Base ID/IQ Contract and all Initial Task Orders

The Offeror shall submit a proposal that describes its:

a. Strategic approach and rationale in entering and remaining in the field of Federal Government financial service and business management support for System Analysis and Program Development (SAP) solutions.

b. Management approach in addressing employee turnover and management plan to expeditiously backfill departing employees assigned to this requirement. The management plan shall include a timeframe that demonstrates the timely replacement of a departing key, senior, technical and functional employee.

c. Understanding of the support work described in the Base ID/IQ and all initial Task Orders (BIO, NPS, and AQD) PWSs, including a practical approach to managing virtual teams located in different geographic locations, providing production support and development services; utilizing Agile methodology practices in a matrixed organization, including production support, break in fix changes, creation of new objects, system enhancements and supporting long term projects that aligns with the work environment; providing technical support services that aligns with the required support work; providing hosting support services that aligns with the work environment; and providing project management services. The Offeror shall demonstrate its ability to perform the services as required by the solicitation, that the Offeror is capable and possesses the technical expertise, that the Offeror possesses the necessary resources, and that the Offeror is able to plan, organize, and execute the requirement as a whole and independently for each described task order. The Offeror’s proposal shall include a comprehensive approach and detailed work plan as to how each task shall be accomplished to include an understanding of labor mix and key personnel required in each functional area of the PWSs. The Offeror shall display in depth knowledge of the FBMS support services, to include any limitations in supporting the efforts and provide a clear, concise, and logical plan demonstrating how the Offeror shall achieve all the objectives as outlined in the PWSs.

d. Contract management approach that aligns with requirements for all required support services. The Offeror shall describe an approach for management and status reporting deliverables and propose realistic performance measures that align with support work described in the PWSs.

e. Corporate management structure, as well as the structure of the proposed team and the relationship between these organizations and all subcontractors proposed to perform major or critical aspects of this requirement, as defined by the Offeror, which shall be listed in the proposal. The Offeror shall describe its enterprise practices, processes, experience, and understanding of the challenges of achieving multiple-application environments, innovative approaches, and potential challenges that could arise under the contract.

3.1.2 Chapter 2: Transition Plan

The transition plan shall address the Base ID/IQ and all initial Task Orders.

3.1.2.1 Transition Approach

a. Proposed approach to the transition from the incumbent ID/IQ support contractors to the awardee, and the timeframe/period of transition.

b. Proposed approach to working with the incumbent contractors to facilitate the transition of the Task Orders, from the incumbent contractors, with minimal disruption to currently provided services. Include explanation of the planned level of work which is to be performed during the transition period and the impact of the transition on that work (i.e., system maintenance, software enhancement, support services, etc.). The Offeror shall submit a proposed approach to transition the workforce from the incumbent contractor to the Offeror’s company in compliance with FAR clause 52.222- 17, Nondisplacement of Qualified Workers (Jan 2013). Also include the plan for how knowledge shall be transferred from the incumbent staff to the staff of the new contractor (documentation/instruction manuals including as-built documents, formal training classes, one-on-one training/knowledge transfer, etc.). Include the Offeror’s communication strategy and timing for communications.

c. The Offeror shall submit a listing of transition risks, their likely impacts on affected personnel, and practical mitigation measures to reduce negative impact. These risks include, but are not limited to: schedule and the loss of knowledge.

3.1.2.2 Transition Schedule

The Offeror shall submit a proposal that provides:

a. A comprehensive, resource-loaded project schedule. The project schedule shall include a Gantt chart schedule of the transition. The complexity of the transition shall dictate the level of detail required in the schedule. However, all major milestones as well as transition start and completion dates shall be included at a minimum, along with who is responsible for each task.

3.1.2.3 Transition Staffing Plan

The Offeror shall submit a proposal that includes a:

a. Proposed transition staffing plan showing all resources and their roles and responsibilities in the transition. Members Planning members shall include both the incumbent and new contractors.

3.1.2.4 Transition Organizational Chart

The Offeror shall submit a proposal that includes a:

a. Proposed transition organizational chart showing all resources and their roles in the transition. Key team members shall include both the incumbent and new contractors.

3.1.2.5 Transition Checklist

a. Proposed approach to conducting formal acceptance of the handoff by the incumbent at the end of the transition. This shall include a checklist for acceptance and formal sign-off.

3.2 Volume 2: Factor 2 - Personnel Requirements

3.2.1 Chapter 1: Base ID/IQ, BIO, AQD and NPS Support Services Task Order Personnel

A contractor labor mix that meets the requirements and accomplishes the work outlined in the PWSs (the BIO Support Services Task Order attachment, BIO TO Org Chart Staff Breakdown

[Attachment No. 2C], is provided to prospective Offerors to illustrate the current BIO organizational structure, contractor positions and nature of the Federal/contractor labor mix within each of the respective teams). A labor mix shall include the Offeror’s proposed labor categories, resumes, personnel matrix, hours (FTE), quantity of position and any other criteria that will allow the Government to accurately assess the proposed labor mix ability to complete the tasks outlined within the PWSs.

The Offeror, within their labor mix, shall propose its own corresponding Labor Category Descriptions for each Government labeled labor category listed within this solicitation for the ID/IQ contract and all initial Task Orders to include the equivalent general job description, education and/or certification requirements, and experience levels. The Offeror’s labor categories must clearly demonstrate how they are interchangeable (equivalent) with the Government’s proposed labor categories, in this way, meeting the education, certification, experience levels and all other requirements as defined within the PWSs and Attachment No. 1G

– FBMS Support Labor Categories . Any new labor categories (not found in Attachment No. 1G) must be defined with an additional explanation as to why they are needed for this requirement.

The Offeror’s labor mix shall include resumes for its Key and, Senior, Technical and Functional Personnel and each resume shall meet the following criteria:

a. Resumes for Key Personnel for all initial Task Orders (as applicable)

1. Key personnel resumes that validate that the proposed key personnel meet or exceed the required work experience, training, and education requirements for each position as stated in the PWSs. Include letter of commitment.

2. Evidence that key personnel resumes for project manager positions are certified Project Management Professionals (PMP) and that their certifications are up to date, if applicable.

b. Resumes for Senior Level Support Personnel for all initial Task Orders (as applicable)

1. Senior level support personnel resumes that validate that the proposed key personnel meet or exceed the required work experience, training, and education requirements for each position as stated in PWSs. Include letter of commitment.

2. Evidence that senior personnel resumes for project manager positions are certified Project Management Professionals (PMP) and that their certifications are up to date, if applicable.

c. Resumes for Functional Personnel for all initial Task Orders (as applicable)

1. Functional personnel resumes that validate proposed persons meet or exceed the required work experience, training, and education requirements needed in this area, as documented in the PWSs. It shall be clear for each person what labor role and knowledge expertise they are proposed to perform.

d. Resumes for Technical Personnel for all initial Task Orders (as applicable)

1. Technical personnel resumes that validate proposed persons meet or exceed the required work experience, training, and education requirements needed in this area as documented in the PWSs. It shall be clear for each person what labor role and knowledge expertise they are proposed to perform.

A personnel matrix shall be provided to identify proposed personnel with related resumes, proposed equivalent Government labor category and identified labor mix.

3.3 Volume 3: Factor 3 – Small Business Subcontracting Plan

3.3.1.1 Small Business Subcontracting Plan and Subcontracting/Teaming Agreements

Offerors that are classified as a ”Large Businesses” must submit a Small Business Subcontracting Plan that contains all the elements required by FAR 19.704 and FAR Clause 52.219-9. Note: Small Business Offerors are not required to submit a Subcontracting Plan.

For large businesses that must submit a Small Business Subcontracting Plan the Offeror shall:

a. Describe how small business participation will contribute to its overall comprehensive subcontracting goals.

b. Identify business concerns (e.g. small business, small disadvantaged, etc.) specifically by name and identify their business type(s) (if applicable).

c. Identify the work business concerns (e.g. small business, small disadvantaged, etc.) are to perform.

d. Describe ability to team, to mitigate risk of teaming arrangement(s)/subcontract(s), ability to perform the work as a team, performance as a team with proposed teaming partner(s)/subcontractor(s) in the past. Please also describe:

1. Whether you have previously teamed with the proposed teaming partner(s)/subcontractor(s);

2. Whether you have a longstanding relationship working with the proposed teaming partner(s)/subcontractor(s);

3. How you monitor the performance of your teaming partner(s)/subcontractor(s);

and

4. How you mitigate staffing risks with your teaming partner(s)/subcontractor(s).

e. Offerors who intend to use a subcontractor shall provide evidence of the proposed subcontractor’s commitment. If proposing a teaming agreement, Offerors shall provide a copy of the teaming agreement. If proposing a joint venture, Offerors shall provide a copy of the joint venture plan/agreement. The agreement shall include the specific team activities, duration of the arrangement, terms of the arrangement, and all other applicable information to a teaming arrangement.

f. Small Business Participation Goals: Utilizing the below matrix propose your small business participation goals. Each participation percentage below shall be accompanied by detailed supporting documentation. An explanation is required as to why a goal cannot be met or exceeded. Failure to provide an explanation to the Government may adversely affect the offeror’s small business participation rating under this factor.

1. Please note that DOI’s overall small business subcontracting goals for FY18/19 are 44.5% for small business, 5% for small disadvantaged business, 3% for HubZone certified, 5% for women-owned small businesses, and 3% for service disabled veteran owned small business, 3% for Veteran Owned Small Business, 1% for Alaska Native Corporations or Indian Tribes and 1% for Ability One.

3.4 Volume 4: Factor 4 - Past Performance

3.4.1 Chapter 1: Past Performance References

The Government seeks to evaluate the Offeror’s relevant past performance supporting various clients, across various project types, and under varying conditions by evaluating the quality of Offeror performance in execution of contracts of similar size, scope, and complexity to this requirement. The Offeror shall identify four (4) recent contracts/orders for the prime contractor and two (2) recent contracts/orders for each proposed subcontractor on previous or current projects/tasks that are of a similar size, scope, and complexity of work identified in the FBMS Support Services ID/IQ PWS. The Offeror shall include the documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. Recent is defined as within the last three (3) years. Relevant is defined as work similar in complexity and magnitude of the work described in all PWSs. Performance references may include active contracts. The Government shall not consider contracts recent when the contract is newly awarded without a performance history or when the effort concluded more than three (3) years prior to the release of this solicitation.

Each Offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format noted in Section 1.2. The Offeror shall submit the information for themselves and any Subcontractors, and/or teaming partners used on similar contracts and/or subcontracts completed within the last three (3) years, and related contracts and subcontracts currently in process, if any. The contracts listed may include those with the public or private sector.

Offerors are required to explain what aspects of the identified contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate to the PWSs. This may include a discussion of past efforts to identify and manage program risk. The Offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified, if applicable. Submittal of quality performance indicators or other management indicators that clearly support that an Offeror has overcome past problems is required, if applicable.

All provided Past Performance references shall:

a. Consider that the term “contract” refers to a Contract, BPA, or purchase order.

b. Consider the term “order” refers to a Task Order, Delivery Order, or BPA Call.

c. Be for the prime Contractor, Teaming Partner, or Subcontractor.

d. Reference Past Performance where the contractor performed a substantially similar service to that which the contractor shall perform.

e. Be of similar size, scope, complexity, and currency where:

1. “Size” of a contract relates to the contract value of services including all subcontracts and option periods.

2. “Scope” relates to the range of services provided to any Federal, State, or Local Government entity or commercial entity as compared to the scope of this requirement.

3. “Complexity” refers to the range of technical challenges that must be addressed in addition the ability to provide multiple services in multiple locations in parallel while meeting or exceeding performance objectives.

f. Demonstrate the Offeror’s Past Performance in providing all of support services directly related to the Base ID/IQ PWS Requirements.

3.4.1.1 Past Performance Information Required

Each Past Performance reference submitted by the Offeror shall include the following information:

a. Indicate whether the Past Performance reference is for the Prime Contractor, Teaming Partner, or Subcontractor;

b. Contract name;

c. Contract number;

d. Order number (if applicable);

e. Brief description of the Contract scope and tasking (not to exceed 100 words);

f. Contract task areas requirements to which the Past Performance reference applies;

g. Customer organization (agency, firm, etc.);

h. Customer types (Federal Government, State Government, and Commercial concern);

i. Contract type (firm-fixed price, time-and-materials, etc.);

j. Estimated contract value:

1. Including all subcontracts and option periods with a clear indication of whether the options were exercised; and

2. The contract value shall reflect the revenue realized by the Offeror for services actually performed by the Offeror. For example, if the Offeror was a subcontractor, the dollar value shall only reflect the Offeror’s portion of the work as subcontractor, not the value of the entire contract as realized by the Prime contractor.

k. Performance-based Contract (Yes/No/Partial);

l. Start and completion date (or projected completion date);

m. Contact information for two (2) customer points-of-contact including:

1. Name and title

2. The role/job of the points-of-contact, while associated with the project

3. Employer/agency

4. Telephone number

5. Email address

n. A brief narrative of why the Offeror deems the reference to be relevant to this effort to include PWS paragraph(s) that the reference applies to;

o. A brief description of how Offeror’s efforts resulted in:

1. Quality Service

2. Timeliness (Schedule Control)

3. Cost Control

4. Positive and Effective Business Relations

5. Effective and Efficient Staff Management

Offerors are strongly urged to provide the Government with the most current data three (3) years from the date of issuance of this solicitation for each contract reference. Offerors shall provide unclassified contracts whenever possible. Classified contract references or information provided on classified contracts cannot be verified by the Government and may limit the amount of data available to perform the performance risk evaluation.

3.4.1.2 Additional Sources of Past Performance Information

The Government reserves the right to obtain information from other than the sources submitted by the Offeror, to assess Offeror’s performance risk. The Government may consider positive and negative information not mentioned by the Offeror, but found during the course of assessing relevant Past Performance.

Information obtained shall be used for both the responsibility determination and the best value decision. The Government may use past performance information contained in the Federal Past Performance Information Retrieval System (www.PPIRS.gov) in addition to any other sources, including the references provided by the Offeror.

Furthermore, Offerors shall include with their proposal the past performance questionnaire (see attachment no. 1i) for any commercial (non-government federal or local) past performance references. If an Offeror is submitting a questionnaire as part of their past performance, please follow these guidelines:

a. The questionnaire shall be utilized as a means of gathering Past Performance information from the supplied reference(s). The Offeror shall supply a copy of the questionnaire to their designated Evaluator for each reference and shall submit a completed copy to the Government as part of their proposal.

b. The Offeror shall complete Section 1 before sending the questionnaire to the appropriate Evaluator.

c. It is imperative that the Offeror provide valid, knowledgeable Evaluator references that will complete the questionnaire. Please ensure the phone numbers and email addresses of the Evaluator references are current and correct. The Government will follow up with the questionnaire Evaluator.

3.5 Volume 5: Factor 5 – Price

Do not submit data beyond that required by this instruction, unless you consider it essential to document or support your price position. All information relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

These instructions are to assist the Offeror in submitting cost or pricing data that is required for the Government to properly assess the reasonableness, completeness and accuracy, and realism of the Offeror’s Price for the initial task orders. Proper presentation and adequate supporting documentation shall ensure the price volume is fairly evaluated by the Government. The burden of proof for credibility of proposed costs/prices rests with the Offeror.

Unrealistically low or unreasonably high proposed prices may be grounds for eliminating a proposal from competition either on the basis that the Offeror does not understand the requirement or has made an unrealistic proposal. Offerors are cautioned against submitting a materially/mathematically unbalanced offer. An offer is materially/mathematically unbalanced if:

• There is a reasonable doubt that the offer would result in the lowest overall price to the Government, even though it is the lowest evaluated offer; or

• The offer is so grossly unbalanced that its acceptance could result in the Government initially overpaying for a portion of the work performed.

The Offeror agrees to hold the price of its offer firm for 120 calendar days from the date specified for receipt of offers, unless another time period is specified in an amendment to the solicitation.

Compliance with these instructions is mandatory and failure to comply may result in rejection of the Offeror’s Price volume and the proposal being ineligible for award. If the Contracting Officer or Contracting Specialist requests revised or additional information, the Offeror shall specifically point out how the update impacts the Offeror’s proposal.

3.5.1 Chapter 1: General Information

The Offeror shall submit a proposal that provides the following information of the Prime, Teaming Arrangement if any, team members and Subcontractors at all tiers:

a. Legal Business Name and Doing Business As (DBA) Name

b. Physical Street Address

c. City, State, Zip Code

d. Mailing Address

e. Data Universal Numbering System (DUNS) Number

f. Commercial and Government Entity Code (CAGE) Code

g. All applicable NAICS Code

h. Product Service Code

i. Taxpayer Identification Number (TIN)

j. Technical And Contracting Points Of Contact

i. Job Title

ii. Address

iii. Telephone Number

iv. Email Address

k. Proposal Number

l. Acknowledgement of all proposal amendments

3.5.2 Chapter 2: Labor Rates

a. Pricing for the ID/IQ Contract (Base Period and Option Periods 1-4). Identify anticipated labor categories and rates.

b. An indication of which labor categories are affected by the Service Contract Act and list the corresponding Wage Determination Number and Occupation Code for each labor category.

3.5.2.1 Contract Types for Task Orders

Firm fixed price, Time and Materials and Labor Hour Task Orders shall be awarded against this ID/IQ contract (a Task Order may be a combination of one or more of these contract types).

3.5.3 Chapter 3 – 5: Total Price for Initial Task Orders

Price is to be submitted as a Time-and-Materials proposal using the Microsoft (MS) Excel spreadsheet price templates provided as Attachments 1I, 2Q, 3A and 4A. There are four MS Excel spreadsheet templates that each Offeror shall complete:

• Attachment 2Q: Price Offeror Template – BIO Task Order;

• Attachment 3A: Price Offeror Template – NPS Task Order;

• Attachment 4A: Price Offeror Template – AQD Task Order; and

• Attachment 1I: Price Offeror Template – FBMS Support Services ID/IQ Labor Categories.

Note: All spreadsheets shall be unlocked and editable.

Offerors shall reference Attachment No. 2C – Organizational Chart and Staff Breakdown Percentages, for additional information that shall assist in price proposal development.

Offerors are to enter their labor category and pricing information into this template within the appropriate PWS Staffing Requirement category line item. Offerors may insert as many rows as needed in the spreadsheet within each PWS Staffing Requirement category if they are proposing multiple combinations of labor categories, companies, locations, or labor rates. Offerors are encouraged to discount their labor rates. The Summary MS Excel spreadsheet template (Attachment No. 1I) provides a summary total of all of the initial task orders and is self-explanatory. Please see the example price template spreadsheet (Attachment 1J), which includes sample data.

3.5.3.1 Travel Cost

3.5.3.2 Other Direct Costs (ODCs)

This solicitation is primarily intended as a staff augmentation type of contract.

At a minimum the Offeror shall identify specifically any proposed Other Direct Costs for consideration by the Government.

3.5.4 Chapter 6: Contractor Responsibility Information

The Offeror shall provide information that the Offeror is responsible within the meaning of FAR 9.104-1. Offerors shall also provide the following information:

a. Financial Information of Organization. This information is required for the Prime Offeror, Joint Venture, or Teaming Arrangement as applicable. Information on financial condition, capability and background of the organization. Clearly explain your current financial strength and resource capability, and current credit rating. The Offeror shall provide the organization’s latest annual financial statements (e.g. Balance Sheet, Profit and Loss Statement, Statement of Cash Flow, and Annual Reports), for the last three consecutive years of operation, latest quarterly financial statements of operations, and other documentation to clearly explain its current financial strength and resource capability, and current credit rating. Compiled financial statements, reviewed financial statements, and/or audited financial statements shall be acceptable and sufficient.

b. The Offeror shall provide its Dun & Bradstreet® Credit Rating.

c. The Offeror shall provide its financial line of credit amount.

d. A large business shall also include its two (2) most recent copies of their Summary

Subcontracting Report for the previous two (2) years using the Electronic Subcontracting Reporting System (eSRS) at https://www.esrs.gov. The Government shall verify compliance with the subcontracting plans submitted on previous contracts as a factor in determining contractor responsibility.

3.5.5 Chapter 7: SF 1449 Form

The Offeror shall complete blocks 30b and 30c of page one of the SF 1449, and sign block 30a to show that the Offeror has read and agrees to comply with all the conditions and instructions provided in the RFP. The Offeror shall include signed acknowledgement copies of all RFP amendments, if any.

4 Freedom of Information Act and Congressional Request

Offerors are apprised that information furnished under this RFP may not be subject to disclosure under the Freedom of Information Act (FOIA), under Section 821 of P.L. No. 104-201 (1997).

Offerors shall nevertheless be aware that proposals may be accessed through Congressional request, and are advised to mark all items that are confidential to the business or contain trade secrets, proprietary or personal information must be clearly marked. Marking of items shall not necessarily preclude mandatory disclosure.

5 Inquiries and Errors

The Contracting Officer (CO) and Contract Specialist (CS) are the exclusive points of contact for this acquisition. Address any questions or concerns you may have to the CO and CS. Written requests for clarification may be sent to the CO and CS. Questions or requests for clarification shall be submitted on or before 3:00 P.M. Eastern Time, January 09, 2018. In the event of conflict between the answer to questions and the RFP, the RFP shall take precedence. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors.

Telephonic questions shall not be accepted. Questions shall contain the RFP number and Title.

It is the responsibility of the Offeror to get their submission in on time and ensure successful delivery to the Government facility. If you do NOT receive a confirmation email, it is the Offeror’s responsibility to follow-up with the CO to ensure successful delivery. Questions and answers shall be posted on Federal Business Opportunities website at https://www.fbo.gov/ and FedConnect at https://www.fedconnect.net/FedConnect.

If you believe that the requirements in these instructions or elsewhere in the RFP contain an error, omission, are otherwise unsound or require clarification in order to permit submittal of a responsive proposal shall notify the CO in writing with supporting rationale on or before 3:00 P.M. January 09March 06, 2018.

6 Incurring Costs

The Contracting Officer is the only person who can legally obligate the Government for the expenditure of public funds. Costs shall not be incurred by recipients of this solicitation in anticipation of receiving direct reimbursement from the Government. It is understood that your proposal shall become part of the official file on this matter without obligation of the Government.

8 Deadline for Submission of Proposals and Submission Instructions

Responses to this RFP shall be submitted via email to on or before 3:00 P.M. EST February 13March 6, 2018. Proposals received after the date/time specified shall not be evaluated. Please note it is the Offeror’s responsibility to ensure/verify that the Government receives their submission on or before the time specified. If the proposal is not received by Government on or before the date and time specified, the Offeror’s submission may be considered late. Any “no-proposal reply” shall include a brief statement as to why you are unable to perform. The electronic copies of the proposal shall be submitted in a format readable by Microsoft Office 2007 or higher OR Adobe Acrobat 9 Standard and shall be virus free. If files are compressed, they must be provided in a self-extracting format, unlocked and without password protection.
