About this file
This is a Comprehensive Asbestos Survey report for Building 138 (Guard Building) at Southwestern Indian Polytechnic Institute (SIPI) located at 9169 Coors Blvd NW, Albuquerque, New Mexico 87120. The survey was conducted on November 12, 2020, by ARS Aleut Construction, LLC under Contract No. 140A1618D0006/140A1620F0161, with the report completed in February 2021.
The survey identified four homogeneous areas (HAs) of suspect asbestos-containing materials (ACM) within the 207 square-foot building: exterior stucco, drywall, orange peel ceiling, and cove base mastic. Eleven bulk samples were collected and analyzed using Polarized Light Microscopy (PLM) by AmeriSci Richmond, Inc. All analytical results indicated No Asbestos Detected (NAD), with asbestos content below the regulatory threshold of 1%. The survey noted that building components and finishes in Building 138 can be treated as non-asbestos-containing materials. However, the report recommends that any pipe elbow insulations constructed in 1971 throughout the campus should be assumed to contain asbestos fibers unless sampled and analyzed. All construction and demolition debris generated during renovations should be treated as C&D waste and disposed of at C&D landfills. The survey was performed in accordance with EPA and State of New Mexico regulations, including NESHAP, AHERA, and ASHARA requirements.

3.0 LIMITATIONS OF THE SURVEY
ARS Aleut Construction (AAC) performed a comprehensive Asbestos Containing Material (ACM) Survey. The following limitations apply to the scope of our services:
• Survey performed was non-destructive, the inspectors made every attempt to identify accessible suspect materials, suspect materials concealed behind chases or other parts of the building requiring removal were not sampled.
• The quantities provided are visual estimations and should not be utilized as scope quantities for abatement.
• Roofs under warranty were not sampled to avoid nullifying or affecting the warranty.
• The inspectors made up to three attempts to access locked spaces. Rooms or areas with a building are noted if access was not obtained.
4.0 ASBESTOS SURVEY
The ACM inspection was performed in accordance with the following regulations for asbestos.
National Emission Standards for Hazardous Air Pollutants (NESHAP), U.S.
Environmental Protection Agency’s (USEPA) requirements for implementation of the Asbestos Hazard Emergency Response Act (AHERA) and the Asbestos School Hazard Abatement Reauthorization Act (ASHARA).
Mr. Robert Provost, Kimberley Marshall, Robert A. Sanders, and Andrew Strong carried out the asbestos survey on 12 November 2020. The work was performed under the supervision of Jose J. Sosa, PE, CIH, LAC. Appropriate certification documents are contained in Appendix D of this report.
4.1 ACM Survey Findings: Building 138
The AAC asbestos inspectors performed a visual inspection of all accessible spaces in the building including the exterior to identify those building materials which the EPA has classified as suspect materials that may contain asbestos fibers in their composition matrix. Each material is given a homogenous area designation, a homogeneous area is defined as an area of surfacing, thermal system insulation (TSI), or a miscellaneous building material that is uniform in color or texture and applied on the same date. Four (4) homogeneous areas (HA’s) of suspect ACM were identified during the visual inspection of Building 138. None of the building materials tested contained asbestos in excess of the regulatory threshold of 1%.
4.2 Asbestos Survey Protocol
Samples were given a unique numeric identification (i.e. 138-1a, 138-1B, etc.). The first three digits corresponding to the building number followed by a number starting with “1” increasing sequentially with the last number representing the total number of homogenous areas identified within the structure. The alphabetical listing indicates the samples collected within a homogeneous sampling area, starting with letter “A” and continuing in alphabetical order. Each sample location was identified on the sample location drawings attached within this document.
Samples of building materials such as vinyl floor tile and associated mastic are considered a multi-layer sample. When analyzed results are reported for each individual layer, thus a sample ID can appear twice showing the multi-layered sample. The laboratory uses L1 and L2 to report and differentiate each layer.
The technique used for sampling the suspect materials was designed to minimize possible fiber release and in turn possible contamination of surround areas. All representative “suspect” materials sampled, were collected in accordance with the EPA’s AHERA and “Guidance for controlling Asbestos Containing Material in Buildings” (EPA 560 / 6-85-024, June 1985).
The sampling procedures of surfacing suspect materials according to AHERA, are known as the 3-5-7 Rule. It is based on square footage of the suspect material present. AHERA recommends up to 1,000 square feet area of a suspect material that a minimum of three samples be collected, quantities between 1,001-5,000 square feet a minimum of five samples is recommended to be collected, and for material greater than 5,000 square feet, a minimum of seven samples are required to be collected. For miscellaneous suspected materials, the AHERA requirements state to collect samples but does not include a specified amount. For miscellaneous suspected samples, the minimum required number of samples is two. The inspector randomly selects rooms in which samples are to be collected, therefore collecting samples from each room is not recommended not required by federal guidelines.
Suspect materials were wet with an amended soapy water mixture. AAC personnel utilized PPE as deemed appropriate for each sampling event. AAC personnel utilized wet methods while collecting bulk samples.
A representative sample of the material was collected and placed in a labeled airtight bag.
A chain of custody form was completed for all bulk samples collected and shipped to AmeriSci Richmond, Inc. for analysis using Polarized Light Microscopy (PLM). AmeriSci Richmond, Inc. Utilizes dispersion staining techniques according to US EPA method 600 / M4-82-020 incorporating visual estimates of identified material percentages. Once one sample comes back as positive then the entire HA is considered positive, and analysis of additional samples is not required.
During the sampling activities, each suspect ACM was touched by the inspector to determine its friability and observed to determine the physical condition of the material. A friable material is defined as a material that can be crumbled or reduced to powder by hand pressure. Friability of a material directly relates to a potential of the ACM to release airborne fibers. The more friable the ACM the more likely asbestos fibers will be released.
The inspector assessed the suspect ACM according to their physical conditions.
Joint compound associated with gypsum wallboard system will be evaluated to determine whether the material should be classified as “joint compound” or “Skim coat” per EPA’s NESHAP clarification letter published in the Federal Register on January 5th, 1994.
The AAC inspectors split the bulk samples every 20th sample collected. The QA/QC samples were sent to the laboratory under a separate chain of custody from the original building materials sampled. The samples were analyzed by a different PLM analyst in order to compare the original sample results to the QC results. Table 2 contains the QC samples for the specified building. The PLM results for all QC samples analyzed can be found in the attached Quality Control (QC) Sample Results report.
4.3 Regulatory Review
NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. NESHAP requires the identification and classification of existing ACM according to friability prior to demolition or renovation activity.
Under NESHAP, asbestos-containing building materials are classified as:
1. Friable ACM, or
2. Category I Non-Friable ACM, or
3. Category II Non-Friable ACM.
Friable materials are those that, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure.
Category I Non-Friable ACM includes packings, gaskets, resilient floor coverings, mastic or asphalt roofing products containing more than 1% asbestos.
Category II Non-Friable ACM are any materials other than Category I Non-Friable ACM that contain more than 1% Asbestos.
Under NESHAP, Regulated Asbestos-Containing Materials (RACM) are classified as:
1. Friable ACM,
2. Category I Non-Friable ACM that is in poor condition and/or has become friable,
3. Category I Non-Friable ACM that will or has been subjected to sanding, grinding, cutting, or abrading
4. Category II Non-Friable ACM that has a high probability of becoming or has become crumbled, pulverized or reduced to powder by the forces expected to act upon the material in the course of renovation or demolition operations.
According to NESHAP, RACM must be removed prior to renovation or demolition activities that will disturb the materials. Removal of the ACM or RACM must be conducted by a State of New Mexico licenses asbestos abatement contractor, in compliance with
New Mexico regulations. In addition, third party air monitoring should be performed during and following the abatement.
The Occupational Safety and Health Administration (OSHA) Asbestos Standard for Construction (29 CFR 1926.1101) regulates employee workplace exposure to asbestos.
The OSHA standard has two Permissible Exposure Limits (PEL) that require employee expose to airborne asbestos fibers be maintained below 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cc) for an 8-hour Time-Weighted Average (8-Hr. TWA) and 1.0 f/cc for a 30-minute TWA (Excursion Limit).
The OSHA standard classifies construction and maintenance activities that could disturb ACM and specifies work practices and precautions that employers must follow when engaged in each class of regulated work. The OSHA classes are described below.
• Class I Asbestos Work means activities involving the removal of TSI and Surfacing ACM and PACM.
• Class II Asbestos Work means activities involving the removal of ACM which is not thermal system insulation or surfacing material. This includes, but is not limited to, the removal of asbestos-containing wallboard, floor tile and sheeting, roofing and siding shingles, and construction mastics.
• Class III Asbestos Work means repair and maintenance operations, where “ACM”, including TSI and surfacing ACM and PACM, is likely to be disturbed.
• Class IV Asbestos Work means maintenance and custodial activities during which employees contact but do not disturb ACM and PACM and activities to clean up dust, waste and debris resulting from Class I, II, and III activities
The Air Quality Bureau (ABQ) is the agency in New Mexico with the oversight responsibility of the asbestos program. The AQB follows the National Emission Standards for Hazardous Air Pollutants (NESHAP). The New Mexico State Legislature adopted the NESHAP regulations (20 NMAC 2.78) for asbestos control in New Mexico statewide.
Albuquerque- Bernalillo County has additional regulation 20.11.20.22 NMAC.
20.11.20.22 Demolition and Renovation Activities; Fugitive Dust Control Construction Permit and Asbestos Notification Requirements. The Demolition and Renovation must also comply with federal standards incorporated in 20.11.64 NMAC, Emission Standards for Hazardous Air Pollutants for Stationary Sources.
5.0 CONCLUSIONS
Based on the analytical results of the samples collected from Building 138, asbestos fibers in the building materials were reported to be below the regulatory threshold of 1%.
Building components and/or finishes in building 138 can be treated as Non-Asbestos Containing Materials.
The inspectors did not collect samples from every elbow in the buildings on campus. Two of the pipe elbow insulations sampled in Building 113, Four Winds Lodge, and one sample of the elbow insulation in Building 104, Library, collected above the ceilings were found to contain asbestos above the regulatory threshold of 1%. However, samples of the elbow insulations collected in the mechanical rooms of all buildings sampled did not contain asbestos fibers in their composition matrix. The mechanical rooms throughout the campus may have undergone renovations after initial construction. Therefore, any buildings with an initial date on construction, in 1971, should be assumed to contain asbestos fibers within the elbow insulations.
6.0 RECOMMENDATIONS
Construction and demolition (C&D) debris generated during renovations or demolition of building 138 should be treated as C&D waste. Disposal of the C&D waste should be at a C&D landfill.
Any proposed renovations and/or demolition that may disturb the elbow insulation not replaced following initial construction of 1971 in any building throughout the campus should be sampled and analyzed for asbestos or treated as asbestos containing materials. If the elbows are to be removed or disturbed during renovations or demolition, they should be abated following the state and local guidelines.
