About this file

This is a Questions and Answers Log for Request for Proposal #140A2326R0041 issued by the Department of the Interior Bureau of Indian Affairs Bureau of Indian Education for the Main Entrance Redesign at SIPI. The Q&A document addresses 13 contractor inquiries submitted by K.L. House Construction between August 24-26, 2026, with responses from the Contracting Officer's Representative (COR). Key clarifications include confirmation that CLIN 006 (design-only for a future guard building, search lane, permanent gate, and redesigned entrance) excludes construction; provision of the 2021 asbestos survey to bidders; confirmation that the contractor's existing carpenters' union agreement satisfies Project Labor Agreement requirements under FAR 52.222-33 and 52.222-34; and detailed specifications for demolition, ground finishing, gate motor installation, vegetation improvements (hydroseeding and raised bed refurbishment), mailbox and drop box design, fencing installation, and signage lettering replacement. The responses clarify that CLIN 001 requires leveled ground with compacted aggregate and concrete bollards following Building 138 demolition, gate motors and road sensors on the existing gate as a permanent system, and that CLIN 003 includes both hydroseeding of approximately 585 square feet with a one-year warranty and raised bed refurbishment with xeriscape design at multiple buildings. Additional clarifications address tribal tax applicability, technical proposal page limits (20 pages for technical factors 1-4), precise fence alignment specifications for the eight-foot chain-link fence east of the SIPI Sign, and updated lettering specifications requiring six-inch Arial Bold letters with contractor-provided material options for durability in New Mexico sunlight conditions.
