The contract requires professional legal land surveying services for three Bureau of Indian Education school sites located within the Tohono O'odham Nation: San Simon School (159.72 acres), Tohono O'odham High School (31.25 acres), and Santa Rosa Day School (47.47 acres). The pricing schedule includes two line items: Legal Land Survey Services at a quantity of three units and Consultation at a quantity of three units, with one unit of consultation representing consultation for one school site. The contractor must be licensed as a Professional Land Surveyor (PLS) in the State of Arizona; CFedS certification is not required. The government anticipates the 30-day delivery requirement for actual survey services with consultation for all three schools. The period of performance start and end dates will be updated at time of award based on quotes received. The solicitation was changed from an Indian Economic Enterprise set-aside to a Small Business set-aside per Amendment 0002, eliminating the requirement for ISBEE/IEE representation forms. Contractors must contact the Tohono O'odham Nation Tribal Employment Rights Office (TERO) to complete a non-construction exemption form. The survey work will not be recorded with Arizona county recorders or state offices, will not be tied to the exterior boundary of the reservation, and will not use the Arizona State Plain Coordinate system.

For each site, the Contractor shall perform the fieldwork and professional surveying necessary to survey the designated area shown on the provided survey-area map and prepare an accurate legal description of that area.
The work includes establishing the survey using on-site reference land markers; preparing a certified survey plat and signed and sealed legal description; preparing supporting field notes, reports, and survey documentation; and coordinating with BIE, school personnel, and tribal staff as necessary.
All maps and survey documentation shall be submitted to BIE for review prior to the Contractor’s final sign-off.

Answer: The purpose of the survey is to survey and prepare an accurate legal description of the designated lease area shown on the provided survey-area map for each school site.
The Contractor is not being asked to independently determine the boundaries of the overall school property. The survey should be based on the designated lease area identified on the provided maps.

Answer: No. The Contractor is not responsible for recording the survey documents with an Arizona county recorder or State office.
The survey work must, however, be performed by a Professional Land Surveyor licensed in the State of Arizona.

Answer: No. The surveys are not required to be tied to the exterior boundary of the Tohono O’odham Nation reservation.
The Contractor shall survey the designated lease area shown on the provided survey-area map for each school site using on-site reference land markers appropriate for completing the required survey and legal description.
12. Is there perimeter fencing for us to locate the school limits?
Answer: No. Designated land markers will be present at each school site to identify the intended survey area.
13. Are you wanting this in the Arizona State Plain Coordinate system?
Answer: No. The completed survey results and associated documentation will only be submitted directly to BIE.
14. Can we just use that system to define the lease areas?
Answer: No. The Contractor shall survey the designated lease areas shown on the provided survey-area maps using the designated on-site land markers and prepare the required legal descriptions and survey documentation for submission to BIE.
15. Are there going to be any taxes paid to the tribe up-front or after the job is completed?
Answer: See PWS Section 7. Scope of Work (7th) bullets Vendors must contact the TERO office to complete an exemption form (non-construction) from the Tohono O’odham Nation (TON) Tribal Employment Rights Office (TERO) office.
16. Are survey-area maps, acreage, parcel limits, or existing legal descriptions available for each site?
Answer: Please refer to the response to Question 2 regarding the information available for each site.
17. Please confirm whether the 30 Days After Receipt of Order delivery language controls the full performance period for all survey and consultation deliverables, notwithstanding the Section B "TBD" period of performance.
