1Komada, LLC7/10/24Page Count: Please confirm that pages such cover page, TOC, glossary, tab dividers, etc., do NOT count against the 40-page limit.7/11/24No those items do not count towards the page limit identified in the RFP.7/19/24
2Komada, LLC7/10/24M.7.1.1 Example Projects: Please clarify if we are allowed to use example project performed by our key subcontractor?
Please clarify if "recent performance" would include in-progress contracts that are on-going and not yet complete.7/11/24Projects performed by key subcontractors may be used to satisfy the requirements of M.7.1.1.3&.4. In progress work not completed satisfies the requirements of M.7.6, but can not be used to satisfy the requirements of M.7.1.1.7/19/24
3Komada, LLC7/10/24Relevant Experience and Past Performance: M.7.1.1. states "Relevant example projects…within the past 5 years", but M.7.6. says that "Recent is defined as an active contract performance during the ten years preceding the date of this solicitation". Please clarify.7/11/24To meet the requirements of M.7.1.1.1,2,3,&4 projects listed must have been completed in the last five years. Projects listed in addition to those that meet M.7.1.1 need only meet the requirements of M.7.6 and M.7.7.7/19/24
4Komada, LLC7/10/24M.7.1.1. states:

1. Completion of at least three (3) heavy civil projects with contract values exceeding 5 million dollars ($5,000,000).

2. Completion of at least two (2) dam projects with contract values exceeding 2 million dollars.

Please confirm if this means we are to provide a minimum of five and a maximum of eight total projects?

For example, if our two dam projects did not include blasting, could we provide an additional two projects to demonstrate controlled blasting techniques?7/11/24The requirements of M.7.1.1.1&2 can be met with a minimum of three projects, the example being 3 heavy civil projects over 5 million dollars completed in the last 5 years 2 of which are dam projects. The maximum number of projects submitted for M.7.1 is at the discression of the offeror (once the requirements of M.7.1.1.1,2,3,&4 are met), additional projects may be listed as long as the meet M.7.6, M7.7, and the 40 page proposal limit is not exceeded.7/19/24
5Komada, LLC7/10/24Due to date of the site visit being 8 days prior to the due date of the solicitation, and the nature of the work requiring specialized subs, would the Government consider an extension of the due date of a minimum of three weeks?7/11/24Solicitation deadline will be extended until August 9, 2024.7/19/24
6Komada, LLC7/10/24Please extend Q&A until after site visit to allow contractors to walk the site and formulate responses.7/11/24After the site inspection inquiries will be opened again until July 25, 2024.7/19/24
7Komada, LLC7/10/24Is there onsite water that can be used for construction? It is assumed water from lake can be used for construction. Please clarify.7/11/24Water from the reservoir can be used for construction if available. However, the reservoir level flucctuates seasonsally and can often be empty for months at a time. BIA makes no guarantee to the availability of water in the reservoir.7/19/24
8Komada, LLC7/10/24Is onsite blasting required or can rock material be sourced from elsewhere? Please clarify.7/11/24No, material must be obtained from the on-site borrow area.7/19/24
9Komada, LLC7/10/24Will onsite well permit be required if a well is dug?7/11/24Installation of a well is not acceptable. Several wells were previously installed in or near the reservoir pool area, but these wells were abandoned because of production issues.7/19/24
10FDTWI7/10/24Sections L.6.2.1.3 / L.6.2.1.4 – These sections reference what kind of past projects the client would like to see in the Offeror’s proposal, but do not state how we should show past performance or past performance evaluations. Please clarify if any evaluation information should be provided? Section M references past performance information that would imply the Offeror is to provide at least client contact information.7/11/24Past Perfomance Evaluations are not required but may be included at the offer's discretion. L.6.2.1.3 Requires "Relevant Experience and Past performance" via Project examples. And L.6.2.1.4.1 thru 16 indicates the information required for each project example. Section M sets forth the criteria the project examples will be evaluated against and defines Relevant and Recent. Please note the government may use any source for past performance evaluation.7/19/24
11FDTWI7/10/24Section M.7 – In section M.7.1.1 it states projects should have been completed within the past 5 years, then section M.7.6 states that a recent project is one completed in the past 10 years. Please clarify.7/11/24See answers to questions 2, 3, &4.7/19/24
