140A1624R0009, Amendment 1

Question 1: Attachment 5 - Pricing Schedule, can you please provide more guidance on how to fill in the following tabs:

"Transition", "Rep TO 1", Rep TO 2", and Rep TO 3"? We are not clear on what pricing information you are looking for in these tabs and in what format. Any guidance or examples you can provide would be greatly appreciated. Or are these tabs to be completed post-contract award?

Government Response 1: These tabs are to be completed as part of each Offeror’s proposal. Offerors shall utilize the Cost of Goods Sold (COGS), Data Services and Contract Labor Hourly Rates proposed on the Multi-Year Pricing tab to propose pricing for transition and each of the three (3) representative task orders. For the “Transition” tab, Offerors shall propose pricing required to transition in and transition out as required in support of this effort.

Comprehensive proposed pricing shall include all supplies and services required to fully transition from the current incumbent to the Offeror and, at the end of the contract, transition from the Offeror to a potential new awardee. For the “Rep TO 1, Rep TO 2 and Rep TO 3” tabs, Offerors shall propose comprehensive pricing to perform all requirements as stated in each of the representative task order’s individual Statement of Work (SOW). There is no required format on these tabs; however, all elements must align with proposed pricing on the Multi-Year Pricing tab and cover all required work.

Question 2: Can you provide some additional guidance regarding the presentation of the IDIQ pricing summary statement? Is there a specific format you would like us to use when presenting our commercial offer? Is there any specific breakout you would like to see? Or will a total proposed price + accompanying narrative summarizing our proposed price suffice?

Government Response 2: There is no required format for the IDIQ pricing summary statement; however, Offerors should include any details relevant to support prices proposed in Attachment 5.

Question 3: With respect to the Reps and Certs (starting on page 40 of the RFP), the clauses on pages 40 - 68 seem to imply that we need to fill in the various check-boxes/blanks within those clauses if applicable. However, pg. 48 states that "The Offeror shall complete only paragraph (b) of this provision (which extends from page 48 to page 68) if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov." Additionally, L.2 (Addendum) notes that FAR 52.212-3 items shall be filled out online via our SAM.gov account.

Government Response 3: If FAR 52.212-3 representations and certifications are complete and accurate on the Offeror’s SAM.gov entity registration only Paragraph

(b) will need to be completed. If there are no changes, Offerors may state “N/A” for Paragraph (b). If there are changes, Offerors must provide details of those changes and update the relevant paragraphs. If FAR 52.212-3 representations and certifications are not up to date on the Offeror’s SAM.gov entity registration, Offerors shall complete all paragraphs.

140A1624R0009, Amendment 1

Question 4: Would the BIA consider accepting proposals for a subset of the project scope? Specifically, we would like to propose covering the supply, installation, and annual operation and maintenance services scope of work.

Government Response 4: No, the Government will only consider proposals that offer a full technical solution. Offerors may partner, team or subcontract with other firms to propose a full technical solution.

Question 5: What company is currently performing this work?

Government Response 5: ONERAIN INCORPORATED under Contract # 140D7020D0002.
