About this file
This document is a Scope of Work (SOW) for a representative task order under an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the Bureau of Indian Affairs (BIA) Early Warning Systems (EWS) program. The SOW outlines the requirements for ongoing data services and software licenses to support the BIA's nationwide EWS monitoring program. Key details include:
The EWS program consists of approximately 300 monitoring sites across 41 Indian reservations, with data transmitted via satellite and cellular networks. This task order will provide software licenses, satellite and cellular data transmission services, data hosting and storage, and related notifications and alarms for the EWS sites in 2025. The contractor is responsible for project management, invoicing, and maintaining service availability. The estimated data usage and number of sites is provided, though these may fluctuate over the period of performance which runs through January 2026. This task order is part of the larger "Safety of Dams Environmental Monitoring System Operation, Data and Support" contract opportunity solicited by the Department of the Interior Bureau of Indian Affairs.

2024 EWS IDIQ
Data Services and Licenses
Representative Task Order - Scope of Work May 2024
Background Safety of Dams Environmental Monitoring Systems, also referred to as Early Warning Systems (EWS), are used by the Bureau of Indian Affairs (BIA) to supplement onsite inspections by dam tenders and other dam safety personnel. This statement of work (SOW) provides for the ongoing costs associated with maintaining, transmitting, hosting, and the storing of data for all EWS sites across the national EWS program.
Currently, the BIA receives data from approximately 300 monitoring locations that are located on 41 Indian Reservations across the United States. Approximately 200 of the monitoring sites utilize commercial satellite communications to relay dam safety and weather data to servers. That data is then stored, maintained and viewed within a secure website. Real-time sensor data is constantly streaming into the website from over 4000 devices in the field. Sites not using satellite telemetry feeds are also stored and viewed on the website. A summary of the various sites is provided in this scope.
Data services and licenses are fundamental to the EWS program. Through this task order, BIA funds software licensing for the data management and viewing system, satellite data feeds from EWS sites, and cellular data feeds from monitoring cameras across the country. At each site, several sensors are connected to a base station and then the base station sends the sensor data through a satellite to our server. This SOW includes these satellite and cellular data transmissions, data hosting, all notifications, and software licensing. The BIA EWS alarms and notifications included in the license agreement are contingent on the data being transmitted properly, accurately, and timely. The BIA anticipates removing some sites and establishing new sites each year, so the number and location of sites will vary over time. This SOW includes licensing and data transmission fees for current and planned sites during the 2025 calendar year.
We anticipate an established data plan rate based on how much data is used at a EWS site. Similar to a cell phone plan, if data use exceeds specified amount at a site, the BIA is charged overages. Every effort is made to stay under the data plan limits, using notifications and shutdowns.
Data will be billed monthly in arrears at actual usage based on fixed rates for base and overages. The contractor is responsible for notifying the COR when 50% and 90% of data funding has been invoiced.
Some sites would benefit from switching from a commercial satellite system to the Federal GOES satellite system. Some sites might transition during the performance period for this task order.
Project Management The contractor shall perform project, schedule, and budget management throughout the duration of the project, and organize and attend periodic project meetings as needed. Periodic project meetings shall be held weekly, with more frequent meetings scheduled as needed. It is anticipated that the periodic project meetings can all be held by conference call.
Contractor shall submit a resource-loaded schedule including anticipated submission dates of each deliverable described in this SOW. This schedule shall be used as the BIA’s basis for tracking actual project progress.
In addition, the contractor shall prepare monthly progress reports and submit these to the Contracting Officer’s Representative (COR). These reports shall summarize the work completed during the previous month and shall include updates to the project schedule and details regarding the remaining project budget and percentage of work completed. In addition to the above-mentioned items, this task includes Quality Assurance/Quality Control (QA/QC) throughout the project and performing any other project management, subcontracting, and coordination tasks that may be needed to complete the project.
The Project Manager shall provide the following items as part of their duties to the BIA.
· Meeting minutes for all project meetings
· Monthly progress reports
· Invoices
Scope of Work This Task Order provides for the purchase of EWS licenses and data transmission services as required to support the BIA’s EWS Program.
Software licenses will include the licenses required to support access to host and view nation-wide data and 42 separate reservation-only views. The number of reservation-only views might change over time as the dam inventory and data management plan change.
Data services will include satellite and cellular data transmission services. Table 1 below provides a summary of data needs for the first two months of calendar year 2024. While there might be changes to the number of sites and amount of data transmitted, the proposal should be based on this data.
Within 7 days of the contractor being aware of any portion of the contract services being down, the contractor will provide a plan to remedy the situation to the Contracting Officer Representative within 5 days. Any service under the IDIQ contract scope that is not available concurrently for 60 days shall no longer be invoiced to the government until the service is resumed.

Contractor Deliverables The Contractor shall provide and be permitted to invoice for EWS services as listed in the existing indefinite quantities (IDIQ) contract. If the licensing or data services fee structure presented here is not sufficient, additional line items can be added to accommodate a different fee structure.
The contractor shall submit a monthly summary of license and data services provided, overage fees, and a summary of remaining tasks/items available under the task order.
Government Furnished Goods and Services None.
Timeframe Licenses and data services will be for the calendar year of 2025. Period of performance is to extend through January 2026.
