QUESTIONS AND ANSWERS

Great Plains Regional MATOC RFP # 140A1621R0003

Q1. Can you please verify the due date for proposals for the above referenced project? The 1442 says 5/24/21 and section L.5.2. says 5/21/21.

A1. The due date for proposals is 24 May 2021 by 1500 CST.

Q2. RFP Section L.5.2. Proposals must be submitted electronically to the POCs noted in paragraph L.4 above no later than 21 May 2021 at 3:00 PM (ET), however block 13the SF1442 shows a due date of 24 May 2021 at 5:00 PM ET.

A2. The due date for proposals is 24 May 2021 by 1500 CST.

Q3. Since this solicitation is bot(h) Design-Build and Design-Bid-Build, do submitters need to respond as a GC + AE team?

A3. The entity arrangement is at the discretion of the offeror and the proposal must conform to the instructions provided in Section L of this RFP.

Q4. RFP Section L.7.4.2.9 Past Performance (Factor 4): Is this data only requested for the Prime’s Construction Experience and not also for the Designer’s Design Experience? With a limit of 5 projects for this Factor this does not allow Past Performance for all 6-10 projects being provided in Factor 2 between the Construction firm and Design firm.

A4. RFP Section L.7.4.2.9.1. is hereby updated to read: "Offerors shall provide a minimum of three (3) but no more than ten (10) PPQs relevant to the requirements of this solicitation, and if possible, it must be the same projects provided with offerors experience (Factor 2)...”.

Q5. RFP Section L.7.4.2.9.1 Past Performance (Factor 4) states that projects submitted can be ongoing if they are 75% complete. Will ongoing projects that are 75% complete be allowed in Factor 2 Experience as well?

A5. Offerors are encouraged to submit their most recent and relevant past performance and experience proposal documents to achieve the desired rating IAW Section M.3.3.7. Table 1. and M.3.5.1.2. Table 2, Table 3, and Table 4., respectively.

Q6. RFP Section L.7.4.2.9 Past Performance (Factor 4): Is the Offeror permitted to use previously completed Past Performance Questionnaires in lieu of requesting new ones from clients?

A6. No, we want the solicitation's Attachment 3 PPQs to be completed/submitted to prevent any confusion with other solicitations.

Q7. For a past performance contract to be relevant, can we use projects OVER 5MIL or do they have to be between 2K and 5MIL?

A7. There is no restriction against submitting past performance projects over $5M.

Q8. I am sending this email to request the following: The most recent contract award number if available, old RFPs or RFQs, a copy of any awarded contracts with the scopes of work, and copy of the technical and cost proposals of lasted awarded contract. Respond to this email preferably when available.

A8. There is not an incumbent contract therefore the requested documents do not exist.

Q9. When the below paragraph (L.7.4.2.6.2) refers to “primary construction firms” are you looking for only teaming or JV partners (which would be in Factor 2) OR are you looking for subcontractors (not listed in Factor 2) as well. If you are looking for subcontractors, it’s difficult to determine who we will need since this is a task order contract. Please confirm.

A9. The "primary construction firm" refers to the business entity and arrangement from which the offeror proposes to meet the objectives of this Request for Proposal.

Q10. Does it matter where the (past performance) job was located for it to be relevant? Could it be anywhere in the US?

A10. There is not geographical restrictions or conditions for determining past performance relevant.
