U. S. Department of the Interior Bureau of Indian Affairs
ITEMS IDIQ SOW
U.S. Department of the Interior Bureau of Indian Affairs
Information Technology Equipment – Manufacturer Specific (ITEMS) Indefinite Delivery Indefinite Quantity (IDIQ) Statement of Work (SOW)
1. Introduction The Bureau of Indian Affairs (IA) Office of Information Management Technology (OIMT) is responsible for developing and implementing information resources and technology management policy, procedures, processes, and systems to effectively execute all Information Technology (IT) functions. In the operational role, OIMT provides support throughout Indian Country for desktop computing. IA seeks to implement an Indefinite Delivery, Indefinite Quantity (IDIQ) for its endpoint[footnoteRef:1] computing needs. [1: End-Point solutions refer to laptops, computers, printers, monitors, keyboards, mice, and other miscellaneous items.]
IA programs and offices have traditionally purchased endpoint equipment in a fragmented and inefficient manner. There has been no standard for the hardware and no widely agreed upon acquisition process. This has led to inefficiencies in technical support, difficulties in security management, duplication of effort, higher purchase costs, and excessive management costs. The situation conflicts with the goals of the Federal Information Technology Acquisition Reform Act (FITARA) and with the principles of category management outlined in Office of Management and Budget policy M-16-02.
To address similar concerns, the OMB Category Management Leadership Council (CMLC) established an interagency Workstation Category Team (WCT), led by the National Aeronautics and Space Administration (NASA). This work ultimately culminated with the issuance of the NASA Solutions for Enterprise-Wide Procurement (SEWP) contract. The contract was then mandated for the U.S. Department of the Interior’s use in December 2014. However, IA must also comply with the Buy Indian Act (25 U.S.C § 47), and ensure that acquisition actions made to Indian Economic Enterprises (IEEs) are maximized to the fullest extent allowed by the Act. Unfortunately, the NASA SEWP contracts do not currently have a Buy Indian set-aside and the use of this contract represents a conflict for IA. It is the intent of IA to develop an IDIQ that complies with the Buy Indian Act[footnoteRef:2]. [2: Buy Indian Act - Code of Federal Regulations]
2. Scope This procurement is open to all competitive sources under the Buy Indian Act. It will be available for all Assistant Secretary-Indian Affairs (AS-IA), the Bureau of Indian Affairs, Bureau of Indian Education (BIE), and the Office of the Special Trustee entities, including its Contractors as authorized by their Contracting Officer and available to other Bureaus and Offices as needed. The acquisition will cover end-point hardware as defined, and include purchasing availability for employees and students of BIE. Since products from this contract may be ordered for students and educational use, educational pricing must be offered for each product in addition to non-education government pricing. This acquisition will provide a standard method to order new endpoint hardware for new employees and to replace existing equipment either in limited quantities or as part of a uniform lifecycle replacement. It is anticipated that this lifecycle replacement will include 20% of the inventory every three to four years as recommended by OMB as Bureau and Office budgets allow.
3. Quantities and Delivery The exact number of new products needed is unknown. The number of specific products needed at specific locations can also not be determined. However, a list of all government locations can be provided. An approximate number of computers currently supported by the baseline originating organizations are approximately as follows:
| Assistant Secretary-Indian Affairs | 8,500 | |||
| Bureau of Indian Affairs | 6,600 | |||
| BIE | 8,000 | |||
| Office of the Special Trustee | 500 | |||
| 23,600 |
Orders under this contract will be placed by the requesting office who will provide the CLIN, quantity and delivery address. Upon concurrence of the Program Manager, The order shall be filled and delivered to the requesting office. Records for each order will be maintained by the offeror. Periodic or ad hoc requests for order status and summary information shall be provided as requested by the Program Manager.
4. Period of Performance
The Performance Period for this contract shall be for five (5) years with a base period of one year, and four option periods that may be exercised at the government’s discretion.
5. Requirements More than 85% of personal computers (PC) in the IA enterprise consists of Dell laptops and desktop computers. Necessarily, the organization has considerable investments in IT support processes, technical knowledge, abilities and operational tools associated with this equipment. The same is true for HP network printers that are in use. Therefore, proposed offers for endpoint equipment must be Dell brand and network printers must be Hewlett Packard brand.
This procurement will follow the Sole Source process: Order includes items peculiar to one manufacturer (e.g., a particular brand: name, product, or a feature of a product that is peculiar to one manufacturer). A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer. [see FAR 16.505(a)(4)(i)]. The associated BRAND NAME JUSTIFICATION AND APPROVAL document has been prepared separately.
In accordance with OMB M-16-02, which directs agencies to develop a limited number of standard configurations that will satisfy a majority of laptop and desktop requirements, a limited number of PC configurations were identified to suit a continuum of processing requirements of IA, OST and BIE users. It is anticipated that the vast majority of user requirements will be satisfied by these configurations. However, in an operational context, a waiver process will be developed for exceptions and new requirements that may arise over the course of the contract. It is also expected that these configurations may need to be augmented in certain situations with additional capacity, components or interfaces. These additions are outside the scope of the contract and will need to be acquired separately under the waiver process.
To satisfy endpoint user needs, improve IT management, streamline acquisitions, and reduce costs, specific minimum technical requirements have been identified. These requirements are provided as technical specifications in the attached spreadsheets. In accordance with OMB M-16-02 and to simplify the endpoint selection, the number of configurations has been limited to the following categories. All products provided through this procurement will be new OEM and not refurbished.
