QUESTION ANSWER
1 Please provide the quantity of existing light switches that need to be replaced by lighting rel 29 Switches
2 Please provide the quantity of solenoid valves that need to be provided to replace the existing manual water valves and provide pictures of the existing manual valves. 16 Access panel
3 Please provide the number of televisions that need to be controlled by lighting relays. zero
4 Please provide a picture of the existing inmate telephone system control box. Inmate phones will be on a separate system
5 Please provide a quantity of added intercom station along with their locations within the faciThere are no additional Intercoms needed
Sow States that there is to be provided NVR 32 channel IP 4k Network recorder 64 TB HD. May I provide a larger combined unit to reduce the amount of units being provided but still providing the amount of camera needed. (ex. 6-64 channel nvr's) you will need to ensure there are no more then 32 camera's per monitor otherwise it is not acceptable
Price break down sheet ask's per line item as to the "Price Quote" per camera. Is the Price Quote column all inclusive of installation or just a per camera price only with no accessories?

8 The breakdown states supply PELCO 42 inch Hig def CCTV monitors Qty 13. May I provide an equal product?
Provide the documentation that the products are equal to identified in SOW
9 In the price breakdown where would I place the installation labor for the project?
You may quote labor/installation cost in a separate line. Please ensure that labor cost for installation is quoted per camera
10 Breakdown states "Maintenance Service". Can you explain as to what what you are looking for?
Maintence and service of installed equipment honoring warranty and 10 year shelf life of products
11 If I would like to perform the job as a one am I required to breakdown the price into option years?
The Price Breakdown already has Schedule for Option Years 1, 2, &3. Please use the schedules to quote for each of the Option Years.
12 Is there a need for remote capabilities for the system? No remote access 13 Can I be provided the door roster? Yes once the award is presented 14 How many doors of access control is there currently? 192 Doors 15 Will you be needing new monitors for desktop stations in Control room? yes
16 Is it required to tie into the Fire alarm? If so can we provide panel status only as a system alert?
Would like not only the standard alert by the system but alert on the control rooms operators screen to ID location
17 Where do I place the access control price breakdown and materials associated Should be part of the Digital Security cost
Page 3, item # 13 of the RFQ document states that the basis of award will be made based on the overall best value to the Government. Page 5 of the RFQ document states the Government will award on the basis of LPTA. Can the Government please clarify the basis for award for this project?
There are basically 2 methods of Basis of Award: (1) Trade Off and (2) LPTA. Any of the 2 Basis could result in "Overall Best Value to the Government" depending on the approach adopted by the CO towards the final award. For this requirement, the Basis of Award is LPTA....meaning all the specs of the equipment and accessories quoted must be technically acceptable to the Government with the lowest competive prices.
19 Can the Government please provide electronic drawings of the facility in Montana? Once the the award is made
The formula in cell D93 will not yield the desired result. The worksheet can be modified by adding a unit price column. Then in cells D91, E91, and F91, a sum products formula should be applied against quantities and unit price column to get the total price for each item type. Will the Government consider revising the template or may the Offeror make these additions/revisions?
Each Line Item has nothing to do with any formular. Vendor are just required to quote for each Line Item. Government will not revise any thing.
21 Quantities are missing in Cells D100, D101, D102, D103. Can the Government please provide the desired quantities?
The vendor will have to determine there cost based on the materials they will be using for there equipment.
Cell D119 leaves out the total cost for the option years. Can the Government please include in the grand total cost the formula to capture costs for Option Year 1 through Option Year 3? May the offeror make these edits independently?
Yes, vendor can make edits so far as your quote is clear to undersatnd

43 On page 3 of the RFP there is an indication to Best Value, on page 5 it mentions LPTA, can you confirm how this proposal will be evaluated?

44 In section 1.4.2 there is reference to providing a PLC system, are we integrating with the current PLC or installing new?
If the current PLC is viable and will work for your installtion yes however you will need to warranty it
45 If we use existing intercom system at the doors and in the cells, are we warrantying the components of that system as well as the connection to that system? Yes
46 Please provide the locations of all existing intercom and loudspeaker hardware. This will be in the asbuilts and give to vendor with succesful bid
47 Will the Government please provide a line/lines to price labor? Will the Government please provide the labor categories the offeror is to use for Engineering and installation?
You may quote labor/installation cost in a separate line. Please ensure that labor cost for installation is quoted per camera. The vendor should be experienced enough to determine the labor type necessary to do the job. If the vendor can't make that determination, then the vendor don't have any business responding to this solicitation.
48 Is there a requirement for NDAA/ buy American? Yes, but a waiver applies, especially, if the goods are more expensive
SOW States under Section 1 GENERAL 1.4 Bullet 9: Support by the vendor for at least 10 years parts and service. Please detail list of services required to have support for 10 years
(ex. Prison management software, Networking, Battery Backup, computers, cameras, Firmware updates, etc...)
all systems and hardware need to be upgradeable and repairable for 10 years after installation.
50 Is there a Minimum requirement of onsite services? (ie. tech must physically visit the facility)
51 Lighting for cells. The ability to be switched remotely was requested. Bid this functionality The SOW notes utililites which includes water and power
It was verbally requested to have system capable of remotely controlling water valves similar to lighting. Please clarify Water Valve Remote shutoff for Pods? Please supply detailed photos of current water control.

Bid specs from the 'price breakdown for quote.xlsx' spreadsheet shared with us only accounts for 14 PTZ, 72 fixed, and 58 fisheye for a total of 144 cameras. This falls short of the request for 280 cameras. Please clarify?
298 cameras as the base year does not include the subsequent 3 years, this also includes replacements for all current cameras
54 Please explain the 'price breakdown for quote.xlsx'. Totals are not correct according to SOWPlease according to the price breakdown
55 Are any existing cameras going to stay?
As noted in the SOW the camera are to be replaced unless they are viable for the next 10 years for services ability and will be included in the warranty and Maintence by the contractor otherwise it should be replaced
We know the prison going to use their current existing software and computer prison management system during the transition? is there any request or desire to use the current software system with the new service? If so, whose responsibility will that become? Whose responsibility will new software fall under ? (purchased from third party or developed internally?)
The current system will be used until the contractor has the system up and runining.
The new non Propreitry software will be the Contractors responsibility and will need to be identified prior to installation. The contractor will also provide all nessesary training needed for software.
Network distances for IP Cameras could be greater than network cable can accommodate.
This would require additional hardware and additional locations to seat the Switches, possibly in Racks. Please clarify preference/accomodations for accomplishing this?
We have rooms avaiable for use of new racks. The additional hardware and switches will be provided by the contractor to ensuer the system operates correctly.
