140A1620Q0012 – Questions & Answers
1. In the SOW page 1 Objectives # 2 “Increase reliability by providing PLC‐based system” and page 2 Scope Door controls “The system shall include all hardware and software necessary for the controlling all doors within the facility and the interior vestibule doors at the front entrance to the building” The currently installed door/system control hardware is off the shelf non‐proprietary hardware. Will all of it need to be replaced?
ANSWER: The awardee will need to determine the compatibility of the current hardware and equipment for the door system, insure that it door will function correctly and will warranty it serviceability. This will be up to the awardee to determine the current doors system and will warranty it.
2. In the SOW page 1 Existing Infrastructure: Current Facility Security System: “The current facility security system is based on proprietary software”. Can the head end control be replaced by non‐proprietary software if the hardware is not replaced?
ANSWER: The successful bidder will have to determine this as the current software is proprietary.
3. In the SOW page 3 Facility utilities: “The system shall integrate with and control utility systems within the jail that include light controllers, power supply to inmate telephone systems and televisions, and the fire alarm and suppression systems within the facility”.
Where are the power supplies for the system located?
ANSWER: The question is to broad what Systems are you speaking about, there are locations in the facility where the equipment for the doors and other electrical systems are located and were shown during the site visit.
4. In the SOW page 2 OBJECTIVES # 10 states “The Software will have blurring capabilities in regards to PREA Standard B115.15 is to protect inmates’ reasonable expectation of privacy while showering, during toilet activity, and changing clothes.
PREA Standard B115.15(d) prohibits the monitoring of cameras by staff and nonmedical persons where the camera will reveal the breasts, buttocks or genitalia of inmates of the same gender as the person viewing the camera.”
While the blurring feature (masking) is readily available on all manufacturers’ video products, the area to be masked needs to be specific. In the afore mentioned PREA Standard, shower and toilet activity area generally performed in a specific area. Will it be pre‐determined where clothes changing activity will be performed to meet this standard?
ANSWER: This is correct the only areas where the blurring will need to be done is in the shower area and the toilet area to the point you are not able to see genitalia or breast. This will be trough out the facility primarily in the pods area, intake, medical and individual cells. A firmer plan and detail will be done with the successful bidder, the main point is that the camera software has this ability to do blurring.
5. In the SOW page 3 Facility utilities: “The system shall integrate with and control utility systems within the jail that include light controllers, power supply to inmate telephone systems and televisions, and the fire alarm and suppression systems within the facility” Who is the manufacturer of the Inmate television system?
ANSWER: The inmate television manufacturer has not been determined yet. The total number of inmate TV's would be 25, and will be 32 inches each.
6. How many power supplies are on the telephone system?
ANSWER: This is unknown at this time and will be determined once procurement of service has been completed.
7. In the SOW page 3 Facility utilities: “The system shall integrate with and control utility systems and televisions, and the fire alarm and suppression systems within the facility”.
How many power supplies are on the television system?
ANSWER: There will be 25 locations for power in the medium to low risk pods. This includes 12-24 person direct supervision pods, 1-12 person pod, 2-24 person pods and 10-8 person pods for a total of 25 pods. We do have three Special Management units that do not need TVs. Only the above mentioned pods will need the ability to cut power to the TV from the Control panel in control.
8. In the SOW page 3 Facility utilities: “The system shall integrate with and control utility systems and televisions, and the fire alarm and suppression systems within the facility”.
Who is the manufacturer of the Inmate telephone system?
ANSWER: There is currently no inmate phone system installed at this time and will be procured after or during the Jail Management system upgrade. The requirement from the successful bidder for the Jail Management system be able to integrate the Inmate phone system that will be selected as well as the televisions and fire alarm system notification.
9. In the SOW page 3 Facility utilities: “The system shall integrate with and control utility systems and televisions, and the fire alarm and suppression systems within the facility”.
Are the current telephone, television and fire alarm/suppression systems currently integrated into the existing security system?
ANSWER: The current system does not have the telephone system, television and Fire Alarm /suppression system alarm on the counsel. We are looking to have the ability to cut television, phones through the control panel software and to have fire alarm and suppression system activation to show on the control panel.
10. On Attachment #2 Question #2 asks “Please provide the quantity of solenoid valves that need to be provided to replace the existing manual water valves and provide pictures of the existing valves”. The answer was “16 Access panels”. Though there maybe 16 access panels, the need to know the amounts of valves and sizes of the valves in the access panels is needed to judge the requirements needed for this requirement. Is it possible to obtain the proper information?
ANSWER: There are 188 total valves for hot and cold combined. The pipe size 1 1/2 inch. There are no current electronic cut off valves and will need to be set up only on the main water coming into the pod we do not require a cut off for each unit.
11. Who is the Manufacturer of the Intercom System?
ANSWER: The manufacturer of the intercom system is Quam.
12. In the PRICE BREAKDOWN - QUOTE FOR RFQ 140A1619Q0110 the camera count for all options, Base Year, Option Year 1, Option Year 2 and Option Year 3, equal to a count of 298 cameras. The SOW states a count of 314 cameras. Where are the additional 16 cameras located?
ANSWER: This should include the outside cameras and the replacements fence line and Maintenance shop cameras to include one for the Sally port entrance.
13. In the PRICE BREAKDOWN - QUOTE FOR RFQ 140A1619Q0110-Price Breakdown 2- Intercom Upgrades (Includes all upgrades) Quantity needed 251 each.
What does this refer to?
Are the stations/intercom needed to be replaced?
ANSWERS: There are 251 intercoms throughout the facility to include the exterior of the building. This will be up to the vendor as long as they warranty the item; if they cannot then the item should be replaced.
14. In the SOW page 1 paragraph 1, page 3 paragraph 2 (Design), page 3 paragraph 3 bullet 1, state “all wiring to be replaced”. Is this required for all existing systems or only the video system? It is understood that the video system in place is an analog system run over coaxial cable and does not support an IP based system. But the rest of the security system has wiring in place that would be replaced with like. What is the intention?
ANSWER: This will have to be up to the contractor who will be warranting the work to include the upgrades. The current wiring is from original installation and is several years old. Our concern is that the system will have to be warranty with the rest of the system by the successful contractor.
