STATEMENT OF WORK
FACILITY DETENTION EXTERIOR REPAIRS
AT WHITE MOUNTAIN APACHE DEPARTMENT OF CORRECTIONAL FACILITY
PROJECT DESCRIPTION
Bureau of Indian Affairs (BIA), Office of Facilities Management and Construction (OFMC), Western
Regional Office requests a qualified contractor to perform corrective repairs at the White Mountain
Apache Detention exterior wall at Door Entry #104A and northeast corner near the generator. This
Statement of Work (SOW) includes enhanced materials specifications and repair methodologies based on
2025 industry standards for correctional facilities.
PERIOD OF PERFORMANCE
90 Calendar Days from Notice to Proceed
LOCATION OF PERFORMANCE
White Mountain Apache Department of Correctional Facility is located on the White Mountain Apache
Tribe, 1.8 miles on S Industrial Rd from S Chief Ave, Whiteriver, AZ, Navajo County, approximately 38 miles south of Show Low, Arizona on State Highway 60.
PROJECT BACKGROUND
The existing Detention/Correctional Facility was constructed in 2010. Total square footage of the facility is 29,490 square feet. The building is a two-story masonry structure supported by conventional shallow spread footings with slab-on grade flooring. The exterior walls are concrete masonry units (CMU).
Control joints on the exterior CMU walls are at approximately thirty-feet intervals. Steel columns and masonry lintels are used to support the floor and roof structure. Interior walls are CMU and metal framing with gypsum board wall/ceilings, acoustic lay-in ceiling at non-secure areas and pre-cast concrete cell blocks. Second level floors are precast concrete planks or metal deck with concrete topping supported by
CMU bearing walls and steel beams and columns.
EXISTING CONDITIONS
A significant amount of cracking exists at the east jamb of Door #104A. On the exterior side of the jamb, numerous CMU face shells have fallen away exposing the steel column embedded within the CMU wall.
Existing drawings show Detail 108 of the original drawings called for solid grouting the cells containing steel columns; however, there is no evidence of filled grout in CMU blocks, causing cracking and exposed structure of the square column.
Additionally, the northeast corner near the generator is separating, with many blocks becoming loose.
This structural issue requires immediate attention to prevent further deterioration of the building envelope and potential security compromises.
SCOPE OF SERVICES
1. Door Entry #104A Repairs
The Contractor shall perform the following corrective actions:
1.1 Preparatory Work
− Establish a secure work zone with proper barriers and signage
− Document existing conditions with photographs prior to demolition
− Coordinate with facility security personnel regarding temporary security measures
− Temporarily remove and safely store exit sign and surveillance camera
− Protect adjacent surfaces and equipment from damage
1.2 Demolition and Removal
− Remove CMU blocks extending to 14 inches (increased from 10 inches) on either side of door frame and 4 feet above frame
− Carefully demolish damaged CMU to avoid disturbing structural elements
− Clean exposed steel column of rust and debris
− Properly dispose of all demolition materials
1.3 Structural Reinforcement
− Apply zinc-rich epoxy primer to exposed steel column surfaces for corrosion protection
− Install minimum #5 (5/8") epoxy-coated rebar dowels at 16" O.C. vertically to anchor steel frame to building CMU
− Drill and epoxy-anchor rebar into existing sound masonry using Simpson Strong-Tie SET-XP epoxy or equivalent structural adhesive
− Construct prefilled pockets in existing CMU using high-strength non-shrink grout (Sika 212 or equivalent) to provide support to rebar
1.4 Concrete Installation
− Install formwork using adjustable metal forms with chamfered edges
− Pour fiber-reinforced high-strength concrete (minimum 5,000 psi) with integral waterproofing admixture
− Specified Product: BASF MasterFiber MAC Matrix macrosynthetic fibers or equivalent at 5 lbs. per cubic yard
− Specified Product: BASF MasterLife 300D integral waterproofing admixture or equivalent
− Vibrate concrete to ensure complete consolidation and elimination of voids
− Cure concrete according to ACI 308 guidelines using wet curing method for minimum 7 days
