The contractor is start the project (services) after the notice to proceed.

p43 Section M - Minimum experience requirements are in paragraph 8.0 of the statement of work. Offerors exceeding minimum requirements will be evaluated higher. Please clarify minimum experience requirements, as there is not a paragraph in the SOW identified as 8.0.

Minimum experience requirements include five years of contractor experience managing environmental complex projects over $300,000 and contractor and subcontractor staff have demonstrated experience with projects of similar complexity and scope.

SOW pg 14 – Key Personnel are identified in Table 1. Please provide minimum qualifications for these roles for evaluation purposes.

There are no minimum qualifications for staff other than that the staff member has worked on a similar type of project. Also, the staff disciplines provided in Table 1 are "suggested" project personnel as the contractor may elect to establish different or similar staffing that what is suggested in Table 1.

SOW pg 30 - Tasks 8c and 8d have different headers but the descriptions read the same. Should they?

Yes. Tasks 8c and 8d could have been combined. The intent of both of these tasks is that the Projet Work Plan will include sampling and analysis plans and that those costs are part of optioal work that is funded through a modification.

SOW pg 31 - Currently it states "Proposals are to be limited to twenty pages in length, excluding bid schedule information." May the 20 page limit only apply to Evaluation Factors 1 and 2 with the omission of resumes in the count? This would eliminate the cover, table of contents, letter of interest, tabs, resumes, any and all CPARS, PPQs, and administrative forms from the 20 page limit.

The technical volume or page count is limited to the technical narrative. Other documents (e.g. standard forms, figures, tables, resumes, PPQs, CPARs, etc.) are not part of the technical approach page count and should be referenced.

SOW Task 9 - It is assumed that the 12 new monitoring wells will not be surveyed during the preliminary groundwater monitoring event. Please confirm.

The twelve new monitoring wells will be surveyed after their installation which would occur subesequent to the approval of the Project Work Plan. The preliminary groundwater monitoring event is the first of three groundwater monitoring events involving 29 monitoring wells. The second and third groundwater monitoring event will involve 41 wells which include the 12 newly installed wells.

SOW Tasks 4a thru 4d - Is it the intent of the BIA to have the contractor not only identify the data gaps, but to resolve them? It is assumed the Optional Work Tasks is the "field work" that would be needed to complete the data gap analysis.

Yes, the contractor needs to develop a Project Work Plan that will resolve all of the data gaps with the results of that work documented in the Data Gap Analysis Report. There is a potential that through the best of intentions that data gaps remain which would be addressed upon identification.

SOW Task 6b - Please confirm which analysis are to be used. 8015D is not for VOCs, it is for nonhalogenated organics such as TPH, PCBs etc. For TPH analysis, do you want GRO and DRO or only GRO?

For TPH analyses, include GRO, DRO, and ORO. For the following analyses stated in the statement of work, substitute "VOCs by Method 8015D/gasoline range organics (GRO) and SVOCs by Method 3511/8015" with "TPH-gasoline range organics (GRO) by Method 8015D and TPH-DRO/oil range organics (ORO) by Method 3511/8015"

(pg 43) - RE: The agency will use the CPARS and PPQs included in the attachments section below. The agency may use any reasonable basis in accordance with FAR

12.206. Q: If a PPQ exists from the client, will you please accept this document in lieu of requesting a new PPQ be completed? Yes

SOW Task 6d - Please confirm the number of vapor intrusion samples. Counting based of the description there is a need for 11 samples, but the text states 10.

The total number of samples is ten with a corresponding recommended distribution of those sample locations.

SOW Task 6e - Please confirm on if there will be 70 soil AND 70 sediment samples individually. Making a total of 140 solid samples. Or will this be split evenly between the 2 types of media?

70 total soil or sediment sampling and analyses with the contractor determing the number of soil and sediment samples with that number totalling 70. The contractor may elect a composite approach to the production of samples.

SOW Task 6e - Please confirm on if there will be 20 samples of irrigation water AND 20 samples of reservouir water individually. Making a total of 40 liquid samples. Or will this be split evenly between the two liquid locations?

20 total irigation or reservoir water sampling and analyses with the contractor determing the number of irrigation and reservoir water samples with that number totalling 20.

SOW Task 8a - There are 3 areas of concern to delineate. Will the 20 borings be advanced at each individual location? Or will the 20 borings be split between the 3 areas?

20 borings split between the three areas. Through the data gap analysis, the contractor may determine that additional borings are necessary.

SOW Task 8e - The very last sentence states, "This work will be considered optional work." Does this mean the full task or is the option work only the survey aspect of the task? This sentence is explicit to identified private wells.

SOW Task 8e - For the survey aspect, are you intending elevation surveys or are you gathering data to locate the wells? Meaning, is a registered survey required to perform this aspect? A registered survey is required.

Is there a safe, fenced in area the contractor can use to store IDW drums while they await for disposal lab data (TCLP) to come in?

Yes, the Bureau of Indian Affairs will provide a location within the project area to store the IDW drums.

23 What are the laboratory reporting requirements? Level 2 or Level 4? For purposes of the bid proposal, use Level 2.
