CPAR evaluations can be used in lieu of PPQs as available.
2 8/1/2024 Please confirm that CPARS / PPQs, signed standard forms (ammendments), and Reps and Certs are excluded from page count (like the bid schedule) and it is acceptable to include them as an appendix to the Technical Volume.
The technical volume or page count is limited to the technical narrative. Other documents (e.g. standard forms, figures, tables, resumes, PPQs, CPARs, etc.) are not part of the technical approach page count and should be referenced.
3 8/12/2024 Would the BIA provide the GIS shapefiles used for the figures and Powerpoint presentation used during the Site Walk meeting?
Yes; however, drawings used in the PowerPoint presentation were taken from a 2009 presentation developed by SECOR. Presentation provided for review.

Task 6b – Groundwater Monitoring (p. 17, first occurrence of cited text): The text states; “Samples will be analyzed for VOCs by Method 8015D/gasoline range organics (GRO), SVOCs by Method 3511/8015, VOCs by Method 8260D, polynuclear aromatic hydrocarbons (PAHs) and SVOCs by Method 8310/8270E, and chlorinated herbicides by Method 8151A.” Would the BIA please clarify if the requirements for VOCs by Method 8015D/gasoline range organics (GRO) and SVOCs by Method 3511/8015 should be TPH-GRO by Method 8015D and TPH- DRO/ORO by Method 3511/5015, respectively?
For the following analyses stated in the statement of work, substitute "VOCs by Method 8015D/gasoline range organics (GRO) and SVOCs by Method 3511/8015" with "TPH-gasoline range organics (GRO) by Method 8015D and TPH-DRO/oil range organics (ORO) by Method 3511/8015"

8270DSIM?

Would it be acceptable to substitute EPA Methods 3510C, 3520C, or 3535A in compliance with the laboratory’s NELAP certification?
For purposes of contractor selection, use EPA Method 3511.

Task 6b – Groundwater Monitoring (p. 17, first occurrence of cited text): Would the BIA please clarify if site-specific MS/MSD are required? They are not included in the presented sample counts (29 samples plus 3 duplicate samples and 3 trip blanks for a total of 35 samples).
For purposes of contractor selection, site-specific MS/MSD is not included as a part of the QA/QC process.

Task 6b – Groundwater Monitoring (p. 17) and Task 8e - Groundwater Assessment and Monitoring Well Installation (pg. 22): The text states that surveyed location will be added to the site database. Would the BIA please clarify if the site database is maintained by the government or by the contractor. If it is maintained by the BIA and the contractor is responsible for updating, please provide the database platform.
The selected contractor is responsible for the creation and update of the site database. The data shall be maintained in Microsoft Excel or Access format or equivalent. The database shall include but not be limited to survey well locations, water level data, water quality data, and GIS related data (e.g. buildings and roads). Previous available data can be provided in Microsoft Excel format to the selected contractor.

For purposes of contractor selection, do not include data validation costs.
12 8/12/2024 Task 8b: Soil Gas Sampling – Petroleum Releases (p. 22) – Can the BIA please clarify if the “suspended particle air sampling” is for industrial hygiene purposes (i.e. PM10 analyis) and as such can be covered in the safety documents?

13 8/12/2024 Task 8e: Groundwater Assessment and Monitoring Well Installation (p. 23, final paragraph of section) – Can the BIA please clarify if applicable drinking water wells should be analyzed utilizing EPA Method 500 Series methods.
The method and approach to analyzing the private wells, if identified will be proposed by the selected contractor in the Project Work Plan.
14 8/12/2024 Task 10a: Groundwater Monitoring (p. 24) – Can the government confirm that the laboratory may substitute EPA Method 8260D for EPA Method 8015D for TPH-
GRO?
For purposes of contractor selection, use EPA Method 8260D for VOCs and EPA Method 8015D for TPH-GRO.

Task 8c: Soil Sampling – Herbicide Releases (p. 27) and Task 8d: Surface Water, Soil, and Sediment Sampling – Herbicide Applications – The text of these sections state that the excavation and disposal of herbicide contaminated soils will be at levels below industrial standards. However, Task 4c states that “further analysis is needed with the goal of cleaning up these sites to residential or unrestricted use rather than industrial use.” Can the government please clarify which land use will govern the actions?
Unrestricted land or residential use will govern the assessment and remedial planning.
16 8/12/2024 Would the BIA provide the boring well construction log for Owyhee Wells No. 2 and No. 3. and production data for both Wells No. 2 and No. 3? These are described in the 2021 Groundwater Assessment Report
These wells constructed by the Shoshone-Paiute Tribes of Duck Valley and BIA does not have any construction logs and production data for these wells.
17 8/12/2024 Would the BIA provide a copy of the Consumer Confidence Report (CCR) dated June 2026 (presumed it is the dated June 2016) and its water quality data. The CCR is referenced in the 2021 Groundwater Assesment Report.
BIA does not have a copy of the CCR dated June 2016.

Would the BIA provide a copy of the letter and data attachments dated February 6, 2018, where the BIA provided data indicating that the Owyhee System were not affected by petroleum contamination of the groundwater in Owyhee? The letter is referenced in the 2021 Groundwater Assessment Report.
