Number Question Answer
Would the BIA provide a list of stakeholders requiring approval and the estimated timeframe to allow for local access agreements to be executed, prior to field work?
The stakeholders include the Shoshone-Paiute Tribes of Duck Valley and the Environmental Protection Agency. Timeframes to allow for local access agreements, as applicable, will need to be considered by the selected contractor. If the local access agreement process delays the schedule, the Bureau of Indian Affairs will allow an adjustement to the project schedule. Assume that approval processes will not affect the schedule.
What is the advance notice requirement for archelogical stackholder approval, prior to field work?
Timeframes to allow for archelogical stakeholder approval, if applicable, will need to be considered by the selected contractor. If the approval process delays the schedule, the Bureau of Indian Affairs (BIA) will allow an adjustement to the project schedule. Assume that approval processes will not affect the schedule.
Can the BIA confirm that the Field Work Plan and Field Work associated with Task 6 will be completed in conjunction with the Data Gap Analysis (Task 4), and prior to the Initial Site Visit and Planning (Task 5), and Project Work Plan generation (Task 7)?
Tasks 4 and 6 will be completed prior to Tasks 5 and 7.
Under Task 5, second paragraph, opening sentence, it states: "… contractor will provide participants with hard copies of the Task 4 Draft Project Work Plan deliverable." There is no Work Plan deliverable identified within Task 4. Would the BIA clarify if this is the Task 6a Work Plan or the Task 7 Work Plan?
The referenced sentence is not correct. Replace, "Task 4 Draft Project Work Plan" with "Draft Project Work Plan as desribed in Task 7"
Under Task 6a, opening paragraph, final sentence states: "Contractor protocols regarding site safety and health and sampling and analysis will be referenced."
Can the BIA clarify if a site safety and health plan and sampling and analysis plan already exist (and can be referenced) or will those plans need to be generated as part of the Task 6 Work Plan?
Those plans will need to be generated by the contractor associated with the field work conducted during this contract.
Can the BIA clarify if a single SAP will be required to cover all field work, as part of the Task 7 Work Plan, OR if individual SAPs will be required as discussed in Tasks 8b, 8c, and 8d?
The selected contractor will determine the construct of the sampling and analysis plans.
What historical wildlife studies that have been completed that have identify species of concern for the reservation?
The only available report we were able to identify was a 1963 preliminary draft report, "A Detailed Report of Fish and Wildlife Resources Affected by [the] Duck Valley Irrigation Project", 28 What are the current areas of agricultural production within reservation?
The areas of agricultural production are those areas served by the Duck Valley Irrigation Project. The area of water deliveries totals approximately 11,223 acres. GIS data is available of the irrigation systems.

29 What are the crops are grown within the reservation? And their growing season?
Alfalfa and native grasses are the primary crop with a growing season between April and October of any given year. According to a 1989 report, these are the crops grown on the Duck Valley Irrigation Project: Improved Grass Hay (brome, orchard grass, clover) - 45% Native Hay (native sedges and rushes) - 50% Alfalfa - 5%
What additional stakeholders have responsibilities or jurisdictions for the canals and reservoirs? Please identify their areas of responsibility.
The party with primary jurisdiction over the canals and reservoirs is the Shoshone-Paiute Tribes of Duck Valley. BIA owns the features and the Tribes operate and maintain those features.
The scope says “Although the Roads maintenance yard and Irrigation Shop area were assessed for herbicides, further analysis is needed with the goal of cleaning up these sites to residential or unrestricted use rather than industrial use.” Can we assume that the residential use described in this statement is the standard EPA residential scenario?
Yes, Environmental Protection Agency (EPA) recommended cleanup goals for residential use are planned to be used in the cleanup of these properties. However, any other data available, if applicable, should be vetted in the establishment of cleanup goals.
Are there any site-specific exposure scenarios that should be considered, for example, are there exposures that are more conservative than the EPA residential scenario?
The BIA is not aware of any other standards to use other than EPA cleanup goals. However, any other data available, if applicable, should be vetted in the establishment of cleanup goals.
There has been difficulty consistently acquiring helium for soil vapor leak tracer;
is use of a 1,1-difluoroethane tracer gas shroud an acceptable method?
For purposes of contractor selection, use helium for the soil vapor leak tracer. The BIA will consider with the selected contractor the use of 1,1-difluorothane tracer gas should that material be an acceptable equivalent.
What cleanup guidelines will the BIA utilize for the plume characterization and eventual RAP goals?
The cleanup guidelines the BIA will utlizize for the plume characterization and eventual RAP goals will be initially proposed by the contractor. These cleanup guidelines will require concurrence from the EPA and the Shoshone-Paiute Tribes of Duck Valley.
Are there any USEPA or other agency correspondence in response to submittals of the documents provided as background by the BIA?
Yes, other documents exist, about 20 documents, which BIA will provide to the selected contractor. The BIA needed to limit the document distribution and determined the key documents for inclusion as attachments.
