About this file
This is a Questions and Answers document for RFQ 140A0726Q0010 issued by the Department of the Interior Bureau of Indian Affairs Northwest Region for Mobile Weather Stations for SWRO Water Resources. The solicitation seeks seven (7) research-grade Campbell Scientific mobile weather station systems with an anticipated delivery date of August 1, 2026, and questions from vendors were due by 12:00 PM Pacific Time on July 1, 2026. The document addresses three vendor inquiries regarding delivery timelines, ground anchoring equipment, and software licensing requirements.
Key clarifications from the Q&A include: (1) the government will evaluate proposed lead times of 2-3 weeks from award date on an equal basis under the Lowest Priced - Technically Acceptable (LPTA) evaluation criteria; (2) vendors should quote only equipment and services listed in the solicitation, with the government declining to accept quotes for additional ground anchoring equipment such as screw-in stakes and guy-wire kits despite vendor concerns about deployment in harsh desert conditions with high winds exceeding 40 mph; and (3) software licenses such as Campbell Scientific LoggerNet are only required if necessary for general interfacing with the proposed CR1000 data logger modules, otherwise vendors should assume the SWRO department will use existing agency software licenses. The Q&A indicates this is an RFQ-based competitive procurement with pricing as a primary evaluation factor.

Q&A’s RFQ 140A0726Q0010 Mobile Weather Stations for SWRO 7/8: Questions due 12:00 PM Pacific Time
7/1/2026 Q1. Anticipated Delivery Timeline (Section 1.5): The solicitation notes an anticipated delivery date of August 1, 2026, or requests that vendors reply with their lead time. Given current factory assembly and calibration timelines for seven (7) research-grade Campbell Scientific systems, will the government evaluate a proposed lead time of 2-3 weeks from the date of award on an equal basis under the Lowest Priced - Technically Acceptable (LPTA) criteria?
A1. Yes the lowest priced technically acceptable quote will be awarded.
Q2. Tripod Ground Anchoring: The units will be deployed in a harsh desert environment in that region, subject to high temperatures, fierce high wind shears and frequent wind gusts exceeding 40 mph. The ground surface presents as an approximate 2-3 inch sandy-alluvium loam layer over a caliche hardpan subsurface. To ensure safe tactical deployment of the 3-meter (10-foot) aluminum tripods additional equipment will be needed for secure anchoring where these mobile stations will be utilized. This will allow us to include pricing for the required heavy-duty screw-in ground stakes and guy-wire kits necessary for proper stable deployment.
A2. Please provide a quote of what you are offering the SWRO only requires what is listed in the solicitation.
Q3. LoggerNet Software Seats: Does the government require any desktop software seat licenses (such as Campbell Scientific LoggerNet) included in this hardware line item, or will the SWRO department be utilizing existing agency software licenses to pull data from the CR1000 modules?
A3. Software licensures are only a requirement if the equipment that is proposed to meet the solicitation requires software for general interfacing with the data logger.
