About this file

This file is a Questions and Answers document for solicitation 140A0426Q0016, issued by the Department of the Interior Bureau of Indian Affairs Northwest Region on September 19, 2026, regarding janitorial services for the Crow Agency. The solicitation is unrestricted and fully open to competition; the IEE Representation Form and related representations are not required. Prime contractors may utilize locally hired employees and subcontractors provided the prime performs at least 50% of the work and retains responsibility for contract management, quality control, invoicing, and performance. The required onsite supervisor may serve as a working supervisor performing janitorial duties, with another qualified cleaner serving as alternate supervisor, provided the 50% work threshold is maintained.

The scope encompasses four buildings and two mobile office trailers totaling approximately 30,962 square feet. Building #2 comprises 20,895 square feet (12,239 square feet main floor requiring daily cleaning and 8,656 square feet basement requiring as-directed cleaning); Building #76 is approximately 1,800 square feet (twice weekly or as needed); Building #183 is 4,583 square feet (weekly or as needed); and two mobile office trailers total 3,584 square feet (twice weekly or as needed). Daily cleaning for Building #2's main floor includes trash pickup, floor mopping, and entrance/restroom vacuuming. The Government provides all cleaning supplies, equipment, and materials, including mops, brooms, detergents, buffers, and snow removal equipment (gasoline-powered snow blower and ice melt). Snow and ice removal is limited to entrances, porches, loading dock, and accessible ramps only. Contractor personnel require standard employment background checks (Low-Risk, Non-Sensitive) and may begin work while processing. Contractors must submit two volumes—technical and pricing—with all required representations and certifications completed.

Questions & Answers 140A0426Q0016 Janitorial for Crow Agency 9/19/2026

1. Please confirm that the solicitation is now unrestricted/full and open and whether the IEE Representation Form and related IEE/DIAR representations are still required with the quote.

You don't need to submit either one since it is unrestricted now.

2. May the prime contractor use locally hired employees and/or subcontractors to perform the onsite janitorial services while retaining overall responsibility for contract management, quality control, invoicing, and performance?

Yes as long the prime does 50% or more of the work.

3. May the required onsite supervisor be a working supervisor who also performs janitorial duties, and may another qualified cleaner serve as the alternate supervisor?

Yes we see no reason why as long as the prime does 50% more of the work.

4. Can BIA provide the current or historical staffing level and approximate weekly labor hours used to perform this requirement?

This is a new requirement and was historically done by it's own employees until recently with all the government personnel leaving.

5. Please confirm the total cleanable square footage and required service frequency for each facility, including the Building #2 basement.

Building #2, main floor 12,239 sf, to be cleaned daily and as needed, basement is 8,656 sf, and will be cleaned as directed, not on a daily basis. POC will/COR work with vendor on areas and frequency.

Building #76, roughly 1,800 square feet and will be cleaned twice a week or as needed.

Building # 183, 4,583 square feet and will be cleaned weekly or as needed.

Mobile office trailers (x2) each at 1,792 square feet, combined total of 3,584 square feet will be cleaned twice a week or as needed.

6. Please confirm which janitorial supplies, consumables, cleaning equipment, floor-care equipment, and snow/ice-removal materials are furnished by the Government.

The Government will provide all necessary cleaning supplies, e.g., mops, brooms, detergents, soaps, buffers, etc. For the specified snow/ice removal, a gasoline powered snow blower and ice melt will be provided as well.

7. Regarding snow and ice removal, is the contractor responsible only for the entrances, porches, loading dock, and accessible ramp identified in the SOW, or are additional sidewalks or exterior areas included?

The BIA only requires what is in the SOW, the other areas around the Crow agency will be a separate contract.

8. What background investigation and/or badging requirements apply to contractor personnel, and may personnel begin work while those requirements are being processed?

The standard employment background check (Low-Risk, Non-Sensitive) and yes they may work while those are being done.

9. Since we did not attend the original organized site visit, may an alternate site visit be arranged? If so, may a designated local representative attend on behalf of Tampa Bay Facility Services LLC?

Yes, the point of contact is listed in the original solicitation.

10. Please confirm the complete documents and forms that must be submitted with the quote under Amendment 0003, including the Technical Volume, Quality Control Program, Price Volume, and any required representations or certifications.

The government requires two volumes a technical and a pricing volume and please fill in all the required reps & certs in the solicitation.

9/17/2026 The Technical Specifications under Section 1, Hours of Operation, indicate that twice-weekly services are preferably scheduled on Mondays and Thursdays. However, the information provided for Building #2 states:

Building #2 totals 20,895 square feet, including the basement.

The main floor consists of 12,239 square feet and “will be cleaned daily.”

The basement does not currently house any employees and would not require daily cleaning; service would instead be coordinated with the Point of Contact.

Could you please clarify the following for Building #2?

Q1. When the scope states that the 12,239-square-foot main floor will be cleaned “daily,” does this mean service is required Monday through Friday, or is the main floor intended to follow the twice-weekly Monday/Thursday schedule referenced under the Hours of Operation?

A1. For building #2: Trash pickup, mopping the floors, vacuuming the entrance carpet and the restrooms are to be done daily.

Q2. Could you please confirm whether the 20,895 square feet represents the total square footage of Building #2, including both the main floor and basement? Based on the information provided, we understand the 12,239 square feet to represent the main floor, with the remaining approximately 8,656 square feet comprising the basement. Please confirm whether this interpretation is correct.

A2. For building #2: Yes, the entire building combined consists of 20,895 square feet, the main floor is 12,239 square feet.
