1. INTRODUCTION

1.1 Background

Recent enhancements to the Common Data Link (CDL) could lead to significant growth in the portfolio of CDL platforms through integration of the mandated, standardized and interoperable CDL communications capability into smaller Unmanned Aircraft Systems (UAS). Greater flexibility in data rates, frequency bands, and improved spectral efficiency offer the opportunity to expand the use of CDL into Group 2-3 UAS platforms; for example, the Small Tactical Unmanned Aircraft System (STUAS) currently under development for the Navy and Marine Corps. CDL employment was previously precluded for use in many tactical UAS due to the limited Size, Weight and Power (SWaP) budgets of the platforms.

1.2 Purpose / Objectives

The purpose of this effort is to provide a CDL system for communication of Intelligence, Surveillance, and Reconnaissance (ISR) and Command/Control (C2) data for Group 2-3 UAS platforms.

The CDL system includes transceiver, encryption, power amplifier, diplexer, antenna, and associated cables and connectors. Solutions shall not implement proprietary waveforms and shall comply with all Department of Defense (DoD) policies and directives regarding the use of CDL.

1.3 Approach

The Small Unmanned Aircraft System (SUAS) CDL terminal will be developed through an aggressive, competitive, two-phased acquisition effort. Phase One is Capability Development and Laboratory Demonstration. Phase Two is Terminal Development and Flight Demonstration. The overall goal of this effort is to develop production-representative, Bandwidth Efficient CDL (BE-CDL) terminals that can be easily integrated into Group 2 and Group 3 UAS aircraft.

However, it is anticipated there will be some post-Phase Two activities required to fully certify the terminals with respect to environmental and information assurance requirements.

To support vendor development of BE-CDL capability, CDL Waveform Specifications and technical assistance are available from the CDL Program Management Office (PMO). Technical support includes access to BE-CDL Test Vectors for well-defined points in the digital signal path so that vendors may validate their development progress as they are building capability.

1.4 Anticipated Benefits

Development of the SUAS CDL system will enable Group 2-3 UAS platforms to be compliant with the Department of Defense (DoD) Common Data Link Policy and will ensure SUAS ISR and C2 data transmissions are secure and promote Service interoperability.

2. SCOPE

2.1 Work to be Performed

The vendor shall develop the CDL communications terminal capabilities identified in Appendix A.

2.2 Place of Performance

It is anticipated that Phase One efforts will be conducted at the vendor location.

Some efforts requiring verification and validation of radio performance during Phase Two may be conducted at Idaho National Laboratory (INL) Test Range and other government locations.
