Administrative Questions

1.) What is the likely appropriated funding level for this solicitation?

-No information regarding the funding level will be made available.

2.) Section 3.6.1 of the RFP (page 4 of 7) notes “Offer shall provide the fully-burdened hourly labor rates and proposed hour for each proposed individual.” Does this mean that employees, by name, are to bid with their corresponding rate, not just a rate for each cost center?

-RFP should read: Offeror shall provide the fully-burdened hourly labor rates and proposed hours for each proposed labor category.

3.) Since the BE-CDL Rev B spec is still under development, is there a plan to call out the final released version for SUAS Phase One?

-BE-CDL Rev. B Draft of 09 SEPT 2013 is the current baseline. Later drafts, if utilized, will be incorporated at the appropriate time.

4.) Please confirm whether the intended contract type for this effort is Time & Materials (T&M).

The draft T&M contract included in the RFP has some elements that more closely mirror Cost

Plus contracts, suggesting that this is a hybrid of both types.

-Please refer to Draft Contract 14-0001 available on FedBizOpps under this solicitation.

5.) Section 4.1 specifies that proposals are to be delivered by mail and lists an address. Are you able to confirm that the designated location is able to received Fed-Ex shipments?

-Yes.

6.) Could you advise again the contract type for the SUAS, i.e., CPFF, FFP, T&M?

-Please refer to Draft Contract 14-0001 available on FedBizOpps under this solicitation.
